461. Towards a Deeper EMU: An assessment of political divisions within the EU

Abstract:
Policymakers, observers and the media have referred to a vast number of divisions in crisis-torn Europe. The EU is divided between north and south or creditors and debtors. Some have emphasised the emerged division between anti-EU and pro- EU forces. Significantly, these divisions are also manifested within the eurozone, in the form of the current differences between the French and German views, and the increasing role of the populist movements in many euro countries. Yet others have highlighted the boundary between the eurozone and the rest of the EU, and suggested that the euro countries now form the core of the Union. Relatedly, some of the non-euro members are distancing themselves from the EU – most notably the UK – while many others aim to secure their influence in the Union, even if euro membership may have been put on the back burner.

THE EUROPEAN Union's unfolding crisis tends to be seen as purely economic in nature and consequence. The EU is a common market, with a common currency adopted by most of its members and with fiscal problems of one kind or another facing almost all of its capitals. Most analyses of the euro crisis focus, therefore, on the economic and financial impact of whatever “euro exit” may occur or of a European fiscal centralization. In the worst case, they project a full-fledged breakup of the common currency and perhaps even the EU itself. Not much can be added to this sea of analysis except a pinch of skepticism: nobody really knows the full economic impact, positive or negative, of such potential developments. In fact, not even European leaders seem to have a clear idea of how to mitigate the economic and political morass of the Continent. While it is certain that the EU of the future will be different, it isn't clear just how. If we look at the current situation of the EU from a security perspective, however, it becomes much more difficult to foresee any long-term positive outcome. That's because the euro troubles of today will have powerful negative effects on the security of the region, resulting in challenges that will preoccupy Europeans as well as Americans in the years to come.

Abstract:
The article tries to examine Britain's place in EU's policymaking towards Iran. Having in mind the importance of the EU in international stages and also in economic and political matters, the following article has shed light on the ups and downs of Iran's relations with the UK as one of the important EU-nation states and has concluded that an effective but careful and logical relationship with EU member states could expand the space of more collaborations and in this regard Iran can utilize EU's capacities. Britain in contrary to the US has avoided military tools and has chosen a negotiating policy toward Iran and has assured other member states of these negotiations. Iran should choose a definite strategy towards EU based on having a complete knowledge of each member – state and their capabilities and special potentials in cooperation with Iran.

The European Union's (EU's) Eastern Partnership, which aims to deepen cooperation between the EU and its Eastern European neighbors, must be modernized. Partner states and the EU have to acknowledge their own failures instead of playing a “blame game” and work together to make the partnership a success. If the Eastern Partnership initiative fails, both sides—along with Russia, whose role is key—will be responsible.

This Policy Brief argues that the envisaged design of the Banking Union risks not being sufficient to deal with the next large-scale financial crisis. Therefore, an "if all else fails" clause should be approved, stating that the Banking Union members can provide joint last resort financing to deal with a future crisis. An agreement on the clause should be feasible because it is beneficial to all Member States.

The idea of introducing contracts between Member States and the EU on structural reforms has its merits, it also has several disadvantages. Most notably, the contracts risk rendering European economic governance even more complex and cumbersome. It is therefore sensible to first try to integrate the structural reform contracts into one of the foreseen economic governance instruments.

Abstract:
In the framework of the IAI-OCP Policy Center project this paper offers a conceptual framework to examine natural resource management in Turkey, Morocco and Italy and its implications for social and economic development. It recognizes the multiplicity of actors involved in natural resource management at the local, national and global level. It then proceeds by 1) advancing a definition of natural resources to be used in the context of this project; 2) highlighting relevant emerging issues in the empirical debates on natural resource management within economics and politics; 3) developing a series of indicators aimed at assessing the dimensions of the management and use of natural resources. In general, this conceptual framework adopts a flexible and plural approach that reflects the multidisciplinary nature of natural resource management, and recognizes the importance of country-specific factors in the relationship between natural resource management and socio-economic development.

470. The Post-2015 Agenda and the EU: Faltering in the Global Development Partnership?

Abstract:
The era of the Millennium Development Goals and the Millennium Declaration expires in September 2015. As the largest donor of international development aid and trader with the developing countries, the EU has a key interest in the future outcome. It has also made binding commitments to support developing countries' own efforts to fulfil the present goals, as well as to act as a global partner. In the ongoing consultation process, the UN is pushing ahead with an enabling, universal development paradigm with an enhanced development partnership that goes well beyond traditional development assistance. Whereas the EU and the UN share common ground on human rights, governance and security issues, their preliminary proposals differ significantly on the question of a global partnership. The European Commission has tabled a proposal for the Union that is still based on a very conventional donor-recipient approach, which the UN seeks to reject. The European Commission proposal is problematic because it fails to present a comprehensive analysis of the current Millennium Development Goal on a global partnership, especially regarding trade and debt issues. Instead, it focuses on developing countries' domestic policies. The EU still has time to correct this as the process unfolds. Should it fail to do so, it is highly unlikely that other donors will take up the UN proposal and push it through in the inter-governmental negotiations.
