1. NATO Allies’ geopolitical diversity and the cohesion of the Alliance

The Russia-Ukraine war has revealed a high degree of cohesion among NATO Allies, who largely converge on what the Alliance is about and how it should respond to the Russian threat. In the longer- term, though, NATO’s cohesion will be dependent on Allies’ success in knitting together a common vision from their varying strategic cultures and threat assessments. And indeed, from the United States’ global reach and first-class military to France’s strategic autonomy imperative and the UK’s renewed ambition for ‘Global Britain’; from the Baltic states’ and Poland’s geographical proximity to Russia, to Italy’s and Spain’s regional southern focus; and from Türkiye’s special defence and foreign policy posture to Germany’s Zeitenwende, the Atlantic Alliance brings together a wide range of geopolitical diversity. This Policy Brief draws on a study conducted by the author1 to build a typology of NATO Allies based on three sets of variables: the nature of the relationship between any given Ally and the United States; the Ally’s perception of the Russian threat; and the extent to which NATO is given exclusivity in the Ally’s defence policy. Against this backdrop, Allies can be classified into three groupings that reveal persistent fault lines running through the Alliance, making cohesion a permanent challenge.

2. The EU’s legal migration acquis: Patching up the patchwork

The European Commission and EU member states must increase intra-EU mobility opportunities for already lawfully present third-country nationals (TCNs). A considerable workforce of TCNs is waiting to work across EU borders in the same way as EU citizens; their waiting is not conducive to making the EU legal migration acquis patchwork work. In its proposal on the New Pact on Migration and Asylum, the European Commission has set out to do just that. If it wants to succeed and address Europe’s demographic trends and the foreseeable shortages in the continent’s national labour markets, a strong focus on enhancing the intra-EU mobility of TCNs already present in the EU is imperative. This Issue Paper presents five key recommendations that would improve the patchwork of the legal migration acquis. Harmonise existing rules. Full harmonisation of the legal migration acquis is not the immediate aim of EU member states but could become the objective in the long run. In the meantime, the Commission can take action to lift uncertainties over the meaning and subsequent implementation of the patchwork acquis. More legal certainty can only be experienced if the labour migration directives are used and litigated. Redesign the Single Permit Directive to deal with all procedures. The Single Permit Directive should, as a general directive on procedures, expand its subject matter to include all procedures on visas for entry and procedures on renewal and status switching. This could enable quick access to the Long-Term Resident status and intra-EU mobility. Engage third parties in the enforcement of equal treatment rights. The enforcement of the Single Permit Directive can be improved by first shifting the burden of proof of unequal treatment from the single permit holder to the employer. Second, third parties (e.g. work councils, NGOs) should be granted legal standing to engage in proceedings before national courts on behalf of or in support of single permit holders. In general terms, labour rights protection should be a priority of the highest degree. Design a ‘Light Blue Card’ for medium-skilled labour. To facilitate migration for medium-skilled jobs, rather than expand the scope of the Single Permit Directive, we suggest adding an optional or add-on, ‘light blue’ alternative for medium-skilled or -qualified labour (e.g. care work) to the recast Blue Card Directive. Facilitate the intra-EU mobility of third-country nationals. Rather than allow employers to use intra-EU posting to hire ‘cheap’ TCN workers in substandard conditions in low- and medium-skilled jobs, TCNs already lawfully present in the Union should get priority to access the EU labour market.

3. After Brexit: Could bilateral agreements facilitate the free movement of persons?

Some of the millions of EU nationals in the UK and British nationals in the EU are already suffering from Brexit’s drastic curtailment of the right to free movement. How can migration now be governed and facilitated between the two parties? Although an EU-wide agreement with the UK that ensures free movement remains the ideal solution, it is currently unrealistic. This calls for an evaluation of possible alternatives. Bilateral agreements should be explored and examined as a possible alternative to an EU-wide agreement with the UK to facilitate and govern cross-border mobility. Various bilateral free movement agreements across Europe show that their use is not only legal but also habitual. They offer flexibility when it comes to the rights of entry, residency and work, as well as other important rights. And they could also be used as a foundation upon which to build an agreement between the EU as a whole and the UK, if not to facilitate the rebuilding of mutual trust. Migration law expert Diego Acosta makes a further case for Spain being the first possible candidate for a post-Brexit bilateral free movement agreement concluded between an EU member state and the UK. Spain is the most important EU destination for British emigrants, and British migrants residing in Spain constitute the latter’s third-largest non-national population. In turn, the UK is the most important migrant destination for Spanish nationals worldwide, who represent the fifth-largest migrant group from the EU. He offers concrete suggestions as to what a bilateral treaty between Spain and the UK could include. In addition, governments of EU member states that have important reciprocal migration flows with the UK, as well as the UK government, should consider the following recommendations when exploring the possibility of adopting bilateral agreements on migration: The negotiating parties should place the rights and interests of both short-term and long-term British and European nationals residing in each other’s territory at the centre stage. In negotiating a possible treaty, both the respective EU member state (e.g. Spain) and the UK should take the pre-Brexit status quo as the departing point. The status of mobile nationals could be improved beyond that enjoyed by EU citizens pre-Brexit. For example, political rights could be extended beyond the municipal level. Certain categories of individuals (e.g. retirees, young workers) could benefit from special provisions which also depart from the pre-Brexit situation.

4. The Composition of Multiple Times and Spaces in the Protests

Abstract:
This paper demonstrates how the interactions of diverse people with Taksim, Gezi Park, and one another, as well as with material practices and events constructed the Gezi protests’ spaces and times. While the Gezi protests began as a reaction against the uprooting of trees in the park, the excessive use of the police force turned the protests into national unrest. Gezi Park and Taksim Square witnessed a 15-days occupation, which provided countless potentials for bodily actions in material spaces. By looking at the moment in which the protests occurred and exploring the embodied performance of politics in Gezi Park, this paper argues that the Gezi protests created their own times and spaces, in which bodies performed, acted and experienced a different kind of sociality. The paper calls attention to how the protests produced such unique spaces and how internal and external dynamics shaped these spaces. To explore such multiplicity and diversity of the moments, the concepts of “politics of encounter,” “performativity” and “carnivalesque” will be deployed in separate sections. In using these concepts, this paper elucidates the different narratives of the protesters, captured in the moments and practices of the protests.

5. Maritime Biodiversity of Areas Beyond National Jurisdiction (BBNJ) from the French Perspective

Abstract:
Sustainable use of marine biological diversity of areas beyond national jurisdiction under the United Nations Convention on the Law of the Sea became a key topic for the negotiations since the 2012 United Nations Conference on Sustainable Development in Rio de Janeiro. Ocean change is now the most significant threat facing humanity, especially those living in coastal areas. The possible and already observed loss of territory, and thus sovereignty of the submerged states, is not the only legal consequence of ocean change happening now, in the 21st century. Another factor is the downsizing of Exclusive Economic Zones, which implies political tensions between the neighboring countries, both sovereign and dependent territories of the former colonial powers. France is present in the Indian Ocean and the Pacific Ocean via its overseas collectivities. Thus, instead of being at the 45th position in the world’s ranking of the ocean powers, the Republic of France comes in the second position, straight after the United States of America. This high and indeed precious position, both geostrategically and economically, affects its views toward the United Nations negotiations process on biological diversity beyond national jurisdiction.

6. Authoritarian protectionism in Central, Eastern and South-Eastern Europe: diversity, commonality and resistance

Abstract:
Authoritarianism has become a major buzzword of global politics today. But the public debate has often focused on headline-catching cases of democratic decline. In the European Union (EU), Hungary and Poland, have tended to dominate discussion and critique with the implication that a modern-day ‘containment’ strategy might suffice to withstand the authoritarian advance. This brings dangers for how we think about politics in Central, Eastern and South-Eastern Europe (CESEE), involving a problematic reading of the region as a source of threat to democracy, rather than a theatre for its renewal. This new LSE IDEAS report, Authoritarian protectionism in Central, Eastern and South-Eastern Europe: diversity, commonality and resistance, seeks to provide a wider regional contextualisation through the examination of Hungary and Poland in tandem with four other case studies in the region: Bulgaria, Czech Republic, Romania and Slovakia. The paper argues that the recent histories of these states provide a vantage point for reflection on the broader tendencies driving democratic decay globally. As the populaces of these states have shown tremendous civic energy in their willingness to resist authoritarianism, often in very large numbers, these case studies also point to the need to re-frame how this topic is discussed in the European public sphere. They suggest we should highlight how events in the region may be a harbinger of new opportunities for democratic advance. The snapshot comparative analysis of these states is undertaken through the frame of what the author, Dr Luke Cooper, calls authoritarian protectionism. This emphasises the importance of a politics of ethnonational partisanship to the contemporary challenge to democracy. In the cases examined in the report, authoritarian protectionism draws particular attention to the coherence that exists amongst such actors– despite the fact the examples are drawn from the left, centre and right of the political spectrum.

7. Harnessing Halloween for Diversity in Sweden

When my husband David and I starting working at the U.S. embassy in Stockholm in 1989, formerly homogeneous Sweden was beginning to grapple with an increasingly diverse population. I was surprised that the international school included a large number of students from Yugoslavia, and then equally surprised how they melded into the local community as their home country broke up. Faced with growing immigrant issues, the Swedish government generated programs to help foreigners assimilate; David and I spent one weekend brushing up our Swedish language skills with Iraqi Kurds in a government-run language camp. Little did we imagine that we would later be supporting Swedish diversity training by introducing the exotic American holiday of Halloween to schoolchildren. As U.S. embassy spokesperson, I was regularly on the receiving end of a wide range of inquiries. One day while I was out of the office, a journalist called asking to talk to an American about Halloween. In my absence, one of our local employees thought to transfer the reporter to my husband. David obligingly regaled the reporter with stories of Halloween pranks from his childhood, including one involving a mean old man, his prized Cadillac, a cat, and Ex-Lax. His account made the front page of Svenska Dagbladet the next day; fortunately, no one in the embassy seemed overly disturbed by this unauthorized messaging.

8. Maritime Biodiversity from the French State’s Perspective

Abstract:
“Together, protecting marine biodiversity: know how to act” was the French governmental conference organized by three ministries in Paris on 12 March 2020. Ministry of Higher Education, Research and Innovation, Ministry of Agriculture and Alimentation, and Ministry for the Ecological and Inclusive Transition along with two research think tanks, Ifremer and OFB have organized the “day of biodiversity”. Participants were mostly researchers, governmental and local officials, business leaders, fishermen, representatives of associations and foundations, all from France. Thus, the language of the conference was French. The conference took place in the 13th century Collège of Bernardins, a former Cistercian college of the historic University of Paris. Experts and audience shared reflections and discussions on major research issues on ocean change, as well as the French position towards global maritime policy in order to find proposals for sustainable management and protection of the ocean.

Can national minorities be successful in bringing societies together by linking communities within and across state borders if states are not supportive to their initiatives? To open a discussion on the topic, the current issue brief focuses on the actor behind the scenes – the state – and its role in the establishment of a sociopolitical environment that if not supportive, as a minimum would not impede their efforts. By identifying and analysing several types of roles that a state can play, the paper introduces analytical models aiming to provoke a critical reflection and to emphasise that understanding complex phenomena needs a comprehensive approach and a focus both on content and structure but also in the dynamics of their interplay.

Abstract:
First Universal Democratic Elections in Independent Georgia offers a detailed overview of the first national democratic elections conducted in the Republic of Georgia in 1919. These elections served as an acknowledgement of Georgia's independence, which gave it autonomy for the next three years. The book portrays the spirit of multiculturalism being practiced in the lead up to and during the elections, through the development of campaign materials in several languages, such as Georgian, Farsi, Armenian and Russian, as well as allocating special quotas. It also reflects on how various ethnic groups were encouraged to represent their respective communities, with the participation of the Greek’s Democratic Party in elections offered as an example. The first democratic elections proved to be successful in creating gender parity for women and men of Georgia. Other impressive aspects of these elections were how well structured reimbursement procedures were developed for parties and other procedures were conducted professionally, practicing the principles of equality, accessibility and accountability. The book enables readers to get an insight into how Georgia’s newly established government tried to embark on an endeavor to build a democratic state, which would ensure prosperity and equality for its people. It also sheds a light on how advanced Georgian state bodies were in the first half of the 20th century, as the country strived for independence and development while being surrounded by the Russian and Ottoman empires. Representation and engagement of women and ethnic minority groups also serves as a best practice for that period. The book offers a wide range of visual materials, which provide a better understanding of processes and circumstances of not just elections, but the general political situation in the country and contains documentary materials and historical photos.
