Abstract:
Defeat of a proposed constitution for the European Union by voters in France and the Netherlands in 2005 should have provided an opportunity to reflect on a broader range of alternative political and economic futures for Europe. But it did not. For the Lisbon Treaty, which became effective in December 2009, implemented most of the provisions of the proposed constitution that the voters rejected more than four years prior. It was important to reconsider the major current European political and economic institutions as well as alternative steps toward further European integration. For the major current institutions were created under different conditions, and the experience suggests that they may not best serve the peoples of Europe under current and expected future conditions.

Abstract:
The current European crisis has shed light on several weaknesses and the institutional incompleteness characterizing the euro area. The manifestation of Europe's fragility was preceded by a large build-up of debt in the private sector, associated with national current account divergences and the deterioration of competitiveness particularly of the euro periphery countries. With the economic situation deteriorating, private sector debt became less credible, contaminating banks' balance sheets and placing a heavy burden on governments. A sovereign-bank vicious circle emerged: on the one hand, with banking risk translating into higher sovereign risk because of the governments' guarantor role and, on the other hand, with the deterioration of government's creditworthiness affecting the banking systems through banks' sovereign bond holdings. In principle, this negative feedback can be stopped by breaking one of the channels of transmission. A banking union at the European level is proposed as one solution.

Abstract:
Turkey's role in the contemporary world continues to be a subject of intense debate, especially at a time when its economic performance surpasses that of several states within the European Union. In the light of recent developments, with the United Kingdom vetoing a rescue plan approved by the other twenty-six EU countries and therefore facing a future on Europe's periphery, Turkey can now negotiate from a position of strength, secure in the knowledge that it is no longer Europe's sole outsider, perpetually confined to its economic and political margins.

Abstract:
For a decade after the end of the Cold War, observers were profoundly optimistic about the state of the European Community (EC). Most endorsed Andrew Moravcsik's claim that the establishment of the single market and currency marked the EC as “the most ambitious and most successful example of peaceful international co - operation in world history.” Both arrangements, which went into effect in the 1990s, were widely regarded as the “finishing touches on the construction of a European economic zone.” Indeed, many people thought that economic integration would soon lead to political and military integration. Germany's minister for Europe, Günter Verheugen, declared, “[N]ormally a single currency is the final step in a process of political integration. This time the single currency isn't the final step but the beginning.” Meanwhile, U.S. defense planners feared that the Europeans might create “a separate 'EU' army.” In short, the common view was that the EC had been a great success and had a bright future.

Abstract:
This volume is a welcome contribution to the study of the last centuries of the existence of the Byzantine state, the 'empire' that until its demise in 1453 had dominated the Bosphorus and the link between Europe and Asia Minor, even though its political authority was minimal from the early years of the 14th century. Yet authority and legitimacy aside (for the Byzantines always saw themselves as the legitimate heirs to the Roman empire) it exercised both a fascination for those around it as well as an having an importance and, until quite late on, an influence far in excess of its actual military or economic power. Necipoğlu's book focuses on the politics of the empire, more particularly on the ways in which different groups within the empire adopted, fought for, or abandoned particular views of their situation within Byzantine society and in the wider world, and more particularly in the context of the influence, cultural, military and economic, of the regional powers around it. The empire's Latin neighbors in the southern Balkans on the one hand, along with the central Balkan powers of Serbia and Bulgaria (albeit minimally for the period in question), and the rising Ottoman power in Asia Minor and then Thrace on the other hand, frame this portrait, and the chronology is set by the last almost-century of the empire's existence, from the 1360s and 1370s to the 1450s. But the author's real interest is not foreign relations or military events, but rather the ideological, one might even say psychological, make-up of the various groups and factions within Byzantium, especially in Constantinople, Thessaloniki and in the southern Peloponnese, which can be detected in the sources of the period.

Abstract:
Egypt, like the other Southern Mediterranean (SM) countries, was more of a recipient than a co-initiator of the European Neighbourhood Policy (ENP) launched by the European Union (EU) in 2003. In fact, while being extended also to SM countries, the ENP was mainly intended for the EU's Eastern neighbours (Comelli, 2005). At that time, relations between the EU and Egypt were mostly conducted within the framework of the Euro-Mediterranean Partnership (Barcelona Process, launched in November 1995), and the related Euro-Mediterranean Association Agreement (AA), signed on 25 June 2001, had not yet entered into force.

Abstract:
This essay seeks to determine the nature of the strategic energy partnership between the Russian Federation and the People's Republic of China, focusing on oil and gas. In particular, it will attempt to answer the question of whether there is a real and valid strategic energy partnership between the two countries. Many joint declarations, statements, and treaties on the strategic partnership have offered evidence of the good relationship between the two countries. These have been reinforced in recent years through cooperation in different fields—economy, military, and energy—underpinned by an apparently common shared vision of the world. As far as the energy partnership is concerned, many advances have been achieved in the oil and gas sectors. This results from a complementary association of both actors that gives priority to market forces, since Russia is a major oil and gas producer and China, because of its growing economy, is a major consumer. However, this strategic energy partnership is limited in scope, and is very fragile for many reasons: the Russian domestic market is growing; Europe is a more attractive partner for Russian energy exports; Russia has fears regarding China's rapid expansion in economic and geopolitical power; China's tendency to engage in active diplomacy in all directions; and the influence of Japan and South Korea on the Asian market. All factors indicate that there is at present an energy partnership between the two countries, but that it seems to be more strategic for Russia than for China.

8. Of Knowledge and Work

Abstract:
The idea of the knowledge economy has brought with it a new paradigm of work that espouses the professionalization of all work. This new paradigm is now affecting the organization of work throughout the economy. However, not all work is knowledge work, whatever definition is used. The number of “professionals” may rise, but many workers still face rather traditional working conditions. Moreover, we argue, the expected growth in the share of knowledge work may be less than expected: along with the forces pushing for an increase in knowledge work, there are also forces counteracting these. We develop a simple typology of work that takes autonomy and frequency of external contacts as dimensions. Workplaces with high autonomy and frequent external contacts (with customers and other stakeholders) are considered “paradigmatic” for knowledge work. Using data from the European Working Conditions Survey (EWCS), we analyze the distribution of the European workforce across different types of work. Analysis of EWCS data (1995, 2000, 2005) shows that “paradigmatic” knowledge work is actually shrinking. We offer a first, tentative explanation of this remarkable trend.

The crisis that started with Hamas winning the Palestinian Authority (PA) elections in January of 2006 seems to have entered a new stage with the start of 2009. Israel, which provides the occupied PA with the bulk of its economic resources, the US and the EU classifying Hamas as a terrorist organization and the resulting 3 year long economic siege and blockade, and the Israeli operation that started on the 27th of December and lasted for 22 days have all made the humanitarian situation in this region unbearable.

10. Mad Cows and Ailing Hens: The Transatlantic Relationship and Livestock Diseases

This paper examines how the emergence and spread of animal diseases such as bovine spongiform encephalopathy (BSE, or “mad cow disease”) or avian influenza have shaped the dynamics of transatlantic trade in live animals and meat products. It then compares the responses of the US and the EU, respectively, to looming, potentially long-term threats of epidemics to human and animal health, focusing particularly on recent outbreaks BSE and avian flu. It documents what appears to be a shift away from a sole reliance on trade embargoes to protect animal and public health from disease outbreaks to deeper, institutional responses on the part of the US and EU respectively. However, while it appears that the EU is learning from the US public health establishment, there is little evidence of transatlantic cooperation in this area.
