11. International Peace Efforts in the Syrian Civil War: The ‘Inevitable’ Failure?

Abstract:
The purpose of this article is to assess international negotiation efforts towards ending the civil war in Syria. Although many peace events have been organised since the beginning of the civil war, the existing literature has paid little attention to the impact of international peace efforts in ending the Syrian war. The article aims to close this gap by assessing major peace efforts between 2011 and 2019; The Arab League Peace Plan, the United Nations peace initiatives, and the Geneva, Vienna and Astana peace talks. It analyses these efforts through official reports and documents published by the UN, US, Republic of Turkey, UN Security Council, and members of peace initiatives. These documents are complemented by newspaper articles showing the official views of the regional and global actors as well as the key agents of the conflict. Therefore, the article reveals the reasons for the failure of these conflict resolution efforts. The Syrian government’s reluctance to end the conflict in a non-violent way, the armed groups’ dream of territorial gains and regional and global powers’ involvement in the conflict prevented the solution of the conflict. It utilises official negotiations and ripeness approaches to investigate the insights and contents of peace efforts. The article argues that the regional and global powers have acted as facilitators instead of mediators in the peace talks. It finds that even though these peace events are viewed as official negotiations, they are only pre-negotiation efforts.

Abstract:
Following Turkey’s recent military operation in Syria (Operation Peace Spring), “Turks” and “Kurds” have widely been dichotomized by the Western media outlets and political circles. US President Donald Trump even claimed that “Turks” and “Kurds” have been fighting for hundreds of years, and that they are “natural enemies.” However, the complex historical relationship of “Turks” and “Kurds,” as a loosely connected social totality prior to the age of nationalism, refutes such sloppy and feeble contentions. This work presents an identity-driven historical survey of Turkish/Turkmen societies’ and polities’ interrelations with Kurdish collectivities until the emergence of modern nationhood and nationalism. In doing so, this article provides an ideational and narrational context feeding the Turkish government’s contemporary relationship with the Kurds of the Middle East. The major complication in journalistic and academic literature is rooted in the lack or omission of historical background informing current policy choices influenced by how relevant actors historically perceive each other. Today’s incidents and facts such as the “solution process,” “village guard system” or different Kurdish collectivities’ positions between Iran and Turkey are sometimes akin to precedent events in history. This work aims to make a holistic contribution to fill this gap and to provide a succinct historical overview of interrelations.

Terrorism in Afghanistan: A Joint Threat Assessment is intended to serve as an analytical tool for policymakers and an impetus for joint U.S.-Russia action. The report provides an overview of the security situation and peace process in Afghanistan, taking into account U.S. and Russian policies, priorities and interests; surveys the militant terrorist groups in and connected to Afghanistan and explores the security interests of various regional stakeholders vis-à-vis Afghanistan. Challenges relating to border management, arms trafficking and terrorist financing in Afghanistan are also briefly addressed.

14. Disorder from Chaos: Why Europeans fail to promote stability in the Sahel

Abstract:
France, Germany, and Sahel countries launched the Sahel Alliance in 2017 with the aim of bringing together major international donors to better coordinate development assistance and other financing efforts for the region. The Alliance aimed to integrate security, development, and governance perspectives but has struggled to find coherence and effectiveness – although it has adopted some novel approaches. The worsening security situation in the Sahel led international actors to then set up new initiatives, including the Partnership for Security and Stability in the Sahel and, more recently, the Coalition for the Sahel. However, the relationship between these initiatives remains largely theoretical, with the practicalities of cooperation and burden sharing yet to be fully defined. These new initiatives risk privileging security solutions to complex problems, meaning that necessary governance reforms may fall by the wayside. This is despite widespread acknowledgement, including from senior French officials, that there is no purely military solution to the varied conflicts and challenges in the Sahel.

Abstract:
Early Houthi promises to Yemenis of fairer and more transparent government have come to nothing, and the group exerts a rule of brutal suppression. The Houthis now govern over most of Yemen’s population and should be included in efforts to end the conflict and restore peace to the country. The Houthis seek international recognition, face growing internal challenges, and may no longer want to extend their control over southern Yemen. This provides some negotiating space. While the Houthis benefit from Iranian support, they are driven by their own interests and will wage war regardless of Tehran’s position. European states should now increase conditional engagement with the Houthis, looking to widen political and humanitarian space on the ground, while pushing all sides to the negotiating table.

Abstract:
It was noted that the pandemic has not brought about systemic change but has instead accelerated and exacerbated existing trends. Both the US and the EU see the pandemic furthering disagreements and on both sides of the Atlantic by causing rise to internal political divisions on how to tackle the pandemic. One of the big lessons of this global crisis is that collaboration is crucial. Not even powerful countries, such as the US, can tackle it on their own. Now more than ever, it is time to move beyond competition and focus on strengthening international cooperation, otherwise we risk a success of non-democratic actors seeking to undermine democracy and rule of law.

Abstract:
After already enduring a 4-year term under United States’ President Trump, the future of the transatlantic relationship is at a critical junction. The US faces an upcoming election where the next administration can either further deteriorate relations or seek to rebuild and strengthen them. No matter the outcome, the future path will be intrinsically tied to how the transatlantic partners cope with the political, economic and security fallout of the global pandemic. Will the US return to the fold of multilateralism and restore an equitable world order in cooperation with the EU, or does the EU stand alone and will have to rapidly grow into a more influential geopolitical player? Or will relations continue their downward trajectories current and spur an accelerated retreat towards isolationist policies, creating space for external challengers like China and Russia to reassert their global positions and challenge the established order? This analysis will examine the current and upcoming challenges on the transatlantic horizon in regard to post-COVID economic recovery. Each region has proposed policies to tackle the current and upcoming economic aftermath of the pandemic, but as Europe outlines strong policies, the Trump administration’s approach has had dire consequences. The Biden campaign’s approach, on the other hand, shows similarities to that of Europe, evoking hope for a more harmonized approach that has proven successful in the past. This analysis will examine the US and EU’s diverging approaches to global issues, challenges and external challengers, such as Russia and China. As demonstrated by the Trump administration, the US is retreating on many of its multilateral and international commitments – how will the Transatlantic relationship look like if there is a second Trump term as opposed to if Biden takes over? Is the relationship irreparably damaged or can it be repaired? Finally, this paper will examine the future of transatlantic security under the framework of NATO’s 2030 reflection process and appraise how the new security landscape will look like post-COVID, especially as external threats mount and impact the Central and Eastern European front.

18. Sharpening EU sanctions policy for a geopolitical era

Abstract:
The European Union (EU) increasingly uses sanctions in order to respond to breaches of international norms and adverse security developments in its neighbourhood and beyond. This study provides a comprehensive analysis of the current state of EU sanctions and discusses options on how to maintain them as an effective tool. The study identifies the withdrawal of the UK as one of main architects of the instrument and an increasingly unilateral and unpredictable US sanctions policy as key challenges. In addition, the EU’s machinery for planning, deciding, implementing and enforcing sanctions exposes vulnerabilities in an increasingly geopolitical environment. The current shifts in international relations constitute an opportunity to clarify the strategic nature of EU sanctions and to fine-tune the sanctions machinery. EU unity and a joint diplomatic approach to international crises are vital for the success of the policy tool. Consequently, the efforts to improve the instrument need to ensure member states’ ownership of EU sanctions policy. Our economic analysis of Russia sanctions and countermeasures reveals rather minor macroeconomic repercussions for the EU and Finnish economy. The efforts to sharpen EU sanctions policy is important for Finland as one of the smaller and export oriented countries in the EU given the increasingly turbulent world marked by geopolitical competition. 19. The EU’s external action on counter-terrorism: Development, structures and actions

Abstract:
Terrorism is one of the most significant security threats in Europe. As it is transnational in character, countering it requires both cooperation between EU member states and widespread external action. This report examines the latter by focusing on the concepts, development, actors and structures, as well as the practices of the EU’s external action on counter-terrorism. The EU’s external action on counter-terrorism is performed in four different frameworks: diplomacy, crisis management, external aid, and the external action of the EU’s internal security agencies. All of these have their own policy-making structures with different actors and mandates, and hence the overall picture is complex. Several ongoing institutional reforms add to the complexity. Although the EU’s external action on counter-terrorism has its challenges and limitations, the EU has shown that it is capable of adapting its approach to changing needs. The EU can add value to the counter-terrorism action of its member states by developing and promoting common concepts and practices, maintaining an overview of the threat, and facilitating cooperation with different partners. However, the EU’s external action on counter-terrorism is dependent on the ability of the member states to agree on common goals and the ability of the different EU actors to coordinate their actions. This publication is updated version of the Finnish report published as part of the implementation of the Government Plan for Analysis, Assessment and Research in January 2020.
