21. Towards open and secure digital connectivity: Europe’s and Taiwan’s paths after the world’s first digital pandemic

Abstract:
Surveillance capitalism and digital authoritarianism have become facts of life in recent years. Set against the US–China trade–tech–data standoff, the European Union (EU) and its member states are navigating their course of open strategic autonomy, assessing how to position themselves in the digital age. Synergies and coordination with like-minded partners – including the United States (US) and countries in the Indo-Pacific – seem inevitable. This raises the question of to what extent Taiwan can be a partner for closer cooperation on digital matters. Can the EU, and specifically the Netherlands, and Taiwan move beyond diverging priorities, and promote a human-centred approach to the digital domain by leveraging their economic, scientific and cultural ties? In answering this question, this Clingendael Report examines the approaches of both sides to strengthening resilient societies, so-called ‘Big Tech’ regulation and digital development assistance. Findings suggest that while the underlying strategic interests and goals of Taiwan and Europe on digital connectivity align, priorities and strengths diverge. China’s growing influence and assertive behaviour pose a substantial challenge to both sides’ open, inclusive democracies, economic competitiveness and standard-setting power. As Europe and Taiwan improve policies domestically, as well as in and with third countries, especially in the Indo-Pacific region, they can benefit from each other’s complementary skills in specific digitalisation and digital connectivity domains.

22. Productivity and the Pandemic: ShortTerm Disruptions and Long-Term Implications

Abstract:
This paper analyses quarterly estimates of productivity growth at industry level for three advanced economies, France, the United Kingdom, and the United States, for 2020. We use detailed industry-level data to distinguish reallocations of working hours between industries from pure within-industry productivity gains or losses. We find that all three countries showed positive growth rates of aggregate output per hour in 2020 over 2019. However, after removing the effects from the reallocation of hours between low and high productivity industries, only the US still performed positively in terms of withinindustry productivity growth. In contrast, the two European economies showed negative within-industry productivity growth rates in 2020. While above-average digital-intensive industries outperformed belowaverage ones in both France and the UK, the US showed higher productivity growth in both groups compared to the European countries. Industries with medium-intensive levels of shares of employees working from home prior to the pandemic made larger productivity gains in 2020 than industries with the highest pre-pandemic work-from-home shares. The paper also experiments with US data on employment at county level by allocating within-industry productivity contributions for 2020 to urban, sub-urban and rural areas, showing that the contributions to within-industry productivity growth from manufacturing and other production industries in urban and sub-urban areas increased during the pandemic. Overall, after taking into account the productivity collapse in the hospitality and culture sector during 2020, productivity growth shows no clear deviation from the slowing pre-pandemic productivity trend. Future trends in productivity growth will depend on whether the favourable productivity gains (or smaller losses) in industries with above-average digital intensity will outweigh negative effects from the pandemic, in particular scarring effects on labour markets and business dynamics.

In the last few years participants of the banking sector in North Macedonia are facing big competition as a result of the increased innovations between these participants. The only way for banks to stay relevant with their operations is to create a sustainable competitive advantage. For an organization to hold out in a competitive environment, it needs to develop competitive strategies. One of the aspects of creating a competitive advantage in the banking sector is creating digital services. These services have a high impact on the banking sector and enable banks to have a competitive advantage in different manners. In addition to a theoretical approach to creating a competitive advantage in the banking sector, we conducted empirical research on how banks in North Macedonia create competitive advantage by offering digital services. This paper aims to describe the end-users attitude on digital banking services as well as the bank’s strategies on creating a competitive advantage by offering digital banking services.

With investigations into large technology companies’ allegedly monopolistic behaviour across the globe, competition policy has become a central issue in economics and politics. But can more robust enforcement of our current rules tame the power of the tech giants? As the role of the UK’s Competition and Markets Authority (CMA) expands with Brexit, how does its proposed approach towards tech platforms compare in an international context – especially vis-à-vis the EU – and can it be effective in making sure markets don’t tip in favour of a single dominant player? What can the government, academics and the private sector do to tackle the challenges to competition from algorithms that might be prone to collusion, self-preferencing and other harms to fair market outcomes?

Abstract:
The competitiveness of industries and countries is shaped more and more by technological advancement in the production and use of information and communications technology (ICT). This report considers the supply side of ICT goods and services. It studies the drivers of ICT production location and trade across countries with a focus on the relative position of the EU. The analyses clearly indicate that the EU must step up its efforts to accelerate the shift towards digital production and strengthening the ICT sector that produces the required technologies and services. In addition, from a trade policy perspective, a harmonised set of standards and regulatory framework is to be aimed at to minimise mismatches in technical specifications and requirements. This will lead to the diffusion of positive externalities and should allow for a smooth operation of the global value chains in these products.

The issue, “Digital Selves: Embodiment and Subjectivity in New Media Cultures in Eastern Europe and Eurasia,” is available in open access at digitalicons.org This issue considers the role of the physical and sensory body in relation to social identities and minority advocacy in regional digital culture. Engaging conversations in disability studies, queer studies, and feminist studies, the articles in the issue consider gender, disability, and LGBTQ identity as both embodied and online. The launch will feature brief presentations by participating authors on civilians at war in Ukraine, the assemblage of vibrant disability counterpublics on the Russophone internet, contestations around concepts of ethnicity and heritage in Russia’s border regions through digital music online, queer stories of coming out in Russia and anti-homophobia protest in Poland. Digitalisation is driving major transformations in economics, politics, and the balance of power in global affairs. To catch the current wave of technological innovation and cope with its geo-economic and geopolitical implications, the EU should enhance its data infrastructure, unleash the potential of its Digital Single Market, and design a digital policy that contributes to the development of global digital governance and fosters multilateral cooperation. In order to foster its digital sovereignty, the EU and its member states should follow a strategy based on three main pillars: bracing to address European overdependence on foreign technologies, unfair competition in digital markets, and infrastructure vulnerabilities; empowering Europe by removing barriers in the Digital Single Market, implementing the principles of data-openness and innovation outlined in the EU digital strategies, addressing unfair data-merging practices, expanding EU funding for innovation with a focus on small- and medium-sized enterprises, and enhancing the digital skills of the workforce; and engaging internationally to leverage EU regulatory power and boost alliances for effectively regulating emerging technologies, digital markets, data governance, and international data flows. Digitalisation, innovation, digital skills, and international engagement will be crucial to sustaining Europe’s competitiveness and economic growth. The recommendations outlined above will enable the EU to pursue its objective of digital sovereignty during its “digital decade,” as European Commission President von der Leyen put it in her first State of the Union Address. This paper is part of the joint European Policy Centre – Konrad-Adenauer-Stiftung project on ‘Fostering Europe’s strategic autonomy: priorities for action’ that runs throughout 2020 and aims to outline a concrete agenda to strengthen Europe’s role in the world and its sovereignty.

28. Financing the European Union: New Context, New Responses

Abstract:
Roughly two thirds of the European Union’s budget is financed out of member states’ national tax revenues. These resources, based on gross national incomes, are transparent, fair and in line with the principle of subsidiarity but they lead to political debates that emphasise the cost of EU spending rather than the benefits, and add to the perception of the EU budget in terms of net balances, rather than value added. The financing of the EU budget must be reassessed in the light of the July 2020 decision to launch the Next Generation EU programme. Budget resources could include a plastics charge, a carbon border adjustment mechanism, a digital tax, revenues from emissions trading and a financial transactions tax. We evaluate these options against four criteria: whether the origin of the revenue can be assigned to a particular member state; whether the revenue can be raised in isolation or requires pan-European tax coordination; whether the new resource can help reduce tax distortions in the EU; and whether the resource is related to EU policies. Revenues from emissions allowances fit these criteria best. Carbon emissions do not primarily cause damage only where they occur. Taking the EU cap on emissions as a given, additional emissions in a particular member state should be regarded as a negative externality on other member states. Emission reduction objectives are set at EU level. Whoever auctions off an allowance, wherever the corresponding emission occurs in the EU, and wherever the resulting good or service is consumed, the impact on common policy outcomes is the same. In this regard, proceeds from the sale of emissions trading system allowances are not that different from customs duties. Compared to the ETS, the other candidates for EU own resources are less convincing. Carbon border adjustments are intended to limit international competitive distortions rather than to generate revenue. Digital taxes and minimum corporate taxes are best left to the process underway in the Organisation for Economic Co-operation and Development. On a financial transactions tax there is no agreement within the EU. Total ETS revenues up to 2050 would approach €800 billion in a realistic scenario and possibly even €1.5 trillion assuming the scope of the ETS and the share of auctioned permits are increased. ETS revenues therefore would be largely sufficient to repay the Next Generation EU debt. However they would generate distributional effects, and so part of the revenues should finance grandfathered rights that would accrue to the member states. The EU can tackle the distributional issues involved in the reform of own resources.

n this study, commissioned by the Computer and Communications Industry Association, we explore the economic and social impacts of digital services in Europe, and identify the actions digital services providers are taking to tackle illegal and harmful content. We conclude by suggesting points for the European Commission to consider as it develops its upcoming Digital Services Act. The rapid growth of digital services has had a transformative impact on daily lives and economic activity across Europe. Much of Europeans’ online activity is enabled by a dynamic and innovative network of online platforms. These sustain jobs and revenues themselves, and support economic activity amongst the ecosystems of businesses and individuals who use them. Even more importantly, digital services enhance economic competitiveness. They reduce barriers to growth for SMEs, enabling them to access infrastructure and customers, and to trade internationally, without making large up-front investments. Digital services also create value for consumers, delivering more choice, convenience and lower prices, and other benefits which are more social in nature. However, the technologies have been misused by some users for purposes which are harmful or illegal. Providers recognise this challenge and have developed a range of individual and collective initiatives to address it.

30. The Future of the Automotive Industry: Dangerous Challenges or New Life for a Saturated Market?

Abstract:
The automotive industry is undergoing a radical transformation. New social, technological, environmental and geopolitical challenges are redefining the characteristics of a saturated market, opening new scenarios while offering opportunities for the entry of new players. These challenges are bound to trigger reorganization of the global value chain between old and new suppliers and car makers and their suppliers, affecting the distribution of employment, the regionalization of production and the dynamic evolution of the comparative advantage of nations. In this paper we address the issue of the reorganization of global value chains in the face of these challenges. The analysis will compare the relative position of core and peripheries in the North-American and European macro-regions, focusing on Mexico, which represents a significant case study for analysis of the impact of the digital transformation on the domestic value chain in an “integrated periphery”, and of trade agreements on the location policies of big multinationals. The dependency of the Mexican automotive industry on the strategic decisions of global players is considered a factor of great vulnerability, especially in a context of rapid change in the patterns of consumption, technologies and international trade agreements. For Mexico, as for European producers in the integrated and semi-peripheries, the main challenge in the near future will be posed by the radical transformation the industry is going through in electrical and autonomous-driving vehicles, which sees regions and players outside the traditional automotive clusters in the lead. The transformations taking place are bound to change the global structure of automotive production. The rise of new competitors from the emerging economies and would-be entrants from other sectors, competing in mastering the new digital and software technologies, threatens the established structure of the industry. The pandemic has led to a spectacular acceleration in the process of change, while heightening uncertainty about future developments. This is why the governments of leading countries are joining in the race, wielding carrots and sticks in support of their industries and in the endeavor to encourage risk-taking and investment in research and innovation, step up e-vehicle production while providing for the necessary infrastructures, and guarantee their companies a place in the new industry.
