31. CBDCs for Dummies: Everything You Need to Know about Central Bank Digital Currency (And Why You Shouldn’t Be Afraid of It)

Abstract:
“No cash accepted in this store”. What might seem to some like science fiction is on its way to becoming reality. The rise of non-cash payments is a global phenomenon, although moving at different speeds around the world. To keep up with the digitalisation of payments (and of the economy), many central banks are exploring the development of Central Bank Digital Currencies (CBDCs), a digital form of cash. Despite being confined to a technical discussion among experts, when (rather than if) launched, CBDCs concerns us all. Thus, raising awareness of what CBDCs are, and of their key economic and political dimensions, is crucial to ensure that citizens are not only passive spectators. This paper has the ambition to provide (non-expert) readers with straightforward and simple answers to some of the many questions they may have around CBDCs. It sets the ground to better understand what CBDCs are (and are not), their drivers and their possible design. It will explore the impact of CBDC systems on privacy, the geo-strategic drivers of CBDCs and the possible rivalry between public and private money. Paper prepared in the framework of a research effort on the risks and the opportunities related to Central Bank Digital Currencies (CBDCs) with the support of Intesa Sanpaolo and the Bank of Italy.

Abstract:
The growth of the digital economy in the Middle East and North Africa could become one of the key solutions to the region’s youth unemployment crisis. Governments in the region have taken steps to create an environment in which technology startups can thrive. However, they need to overcome challenges such as flaws in their education systems, bureaucratic inefficiency, and a lack of funding for new businesses. Digitisation not only creates new opportunities for employment and political participation but also enables digital authoritarianism in the region. Europeans must help construct the region’s digital infrastructure, to prevent China from popularising its internet governance model there. The European Union should support the digitisation drive in the Middle East and North Africa through regulation, capacity-building, and funding.

The countries of Central and Eastern Europe (CEE) possess fundamental strengths that uniquely position the region to capitalize on the next wave of digitalization – solid education systems, a large talent pool of “STEM” graduates, widely adopted digitally enabled services, and fewer technology legacies. But, these advantages alone do not mean that Central and Eastern Europe will automatically succeed in this digital transition. One key factor of success will be the ability of these countries— all of them in the European Union—to cooperate in this effort across the region, for both their future economic development and their political influence within Europe and in the transatlantic relationship. Abstract:
In the last year, Europe has begun to recognise the need to defend its sovereignty in a threatening world. Covid-19 has revealed and exacerbated many of Europe’s existing vulnerabilities; the European Union and its member states remain unable to act autonomously in key areas of national life. Based on ECFR research, we propose five sovereignty agendas in health, economic, digital, climate change, and traditional security, all designed to promote a more sovereign Europe on that issues that matter most to Europeans. Europe must not relinquish its rules-based approach or lapse into protectionism. But, to protect the open, multilateral order they so cherish, Europeans need to promote new rules permitting them to take action against countries that undermine the international system. The EU’s €750 billion pandemic recovery fund offers the chance to underwrite this ambition – but, ultimately, Europeans need to master the art of acting as a geopolitical force in the world.

The EU needs a disinformation strategy that is adaptable and built to last. The European Union (EU) needs a well-conceived and forward-looking policy for countering threats in the information space, especially those posed by disinformation, influence operations, and foreign interference. Because of the amorphous and ever-changing nature of the threat, EU officials and their counterparts in EU member states would do well to craft an approach that draws on a variety of effective tools, including strategies for altering adversaries’ behavior, nonregulatory principles and norms to foster a well-functioning digital public sphere, and regulatory interventions when necessary to ensure that digital platforms uphold suitable norms, principles, and best practices.

Since the 1990s, election observation has become a vital tool of the international community to support democracy and assess the legitimacy of governments. Observers receive better pre-deployment training and briefings, funding is more readily available, and methodologies have grown more sophisticated. Yet, as the election observation industry has become more professional, democracy is in decline. The European Union needs to be more strategic as both a donor and a provider of election observation. This policy brief, authored by the external policy team of the Open Society European Policy Institute, proposes six areas of reform, which include monitoring of the political processes leading up to polling day; improving collaboration with observers at a local level; strengthening and supporting the role played by civil society; setting stronger guidelines for the digital arena; developing guidelines for technology used; and finally, striking a new balance between the observation missions’ technical and political mandates.

The report Ethnic Origin and Disability Data Collection in Europe: Measuring Inequality—Combating Discrimination is published within the framework of the Equality Data Initiative, a project launched by the Open Society Foundations in collaboration with the Migration Policy Group and the European Network Against Racism to increase awareness within the European Union for the need to collect reliable data for groups at risk of discrimination. The report challenges the commonly held view in Europe that the collection of disability and ethnic data is categorically prohibited. It voices the necessity to involve the affected communities in the process of defining best practices and to respect binding core principles of data collection such as self-identification of the data subject and consent-based, voluntary, and anonymized data collection. The focus of the research is on Bulgaria, Germany, Hungary, Ireland, Romania, and Sweden in the field of public education and on France in the field of public employment. Most of these EU member states collect data about their citizens in one or other way. However—as the report suggests—their methods lead to results that are either inaccurate or unreliable. The report makes recommendations for action at both the national and EU levels in order to achieve effective change in the field of equality data and to use data to promote equal treatment. Advocacy and strategic litigation are needed to steer national debates away from taboos, and question unlawful, harmful, or simply unsuitable data collection practices, and to call for the inclusion of disability and ethnic minority communities in the process. The European Commission and other EU institutions can provide guidance in this process by issuing recommendations and guidelines on equality data collection.

39. Mapping Digital Media: German Public Service Broadcasting and Online Activity

Few countries support public service broadcasting more enthusiastically than Germany, where the public service broadcasters (PSBs) are seen as more informal, modern, and entertaining than before, without having lost their reputation for quality. The combined budgets of all the PSBs far exceed the combined advertising revenue of private broadcasters. Yet the PSBs face a demographic threat. Around half of their viewers are over 65 years old, while only 5 percent are under 30. If the PSBs are to safeguard their future, they must attract younger audiences. This means developing services online. At the same time, following private-sector complaints, the European Commission decided the license fee was distorting competition. The PSBs responded with a public value test to assess new services. Debate in this context has centered on two crucial questions: whether or not internet portals and online products fall within the remit of public service broadcasting, and whether PSBs should be allowed to compete for advertising with private media. In this paper, Johannes Weberling explains the German search for an equitable balance between public and private media interests online, in the light of European Union concerns over state aid.
