1. New Russian Immigration to the EU: The Case of the Baltic States, Finland, Germany & Poland

Abstract:
The political atmosphere in Russia, as well as the September 2022 mobilisation call for military service, made thousands of Russians leave their home country. Although a vast majority of them have settled in post-Soviet countries, a noticeable portion has also taken up residence in EU countries. A recent couple of years have seen significant expert interest in new Russian immigration, so there is no shortage of publications on the phenomenon. However, many of these analyses suffer from substantial flaws. This report aims to provide a better understanding of new Russian immigration to the EU, as well as this group’s prevailing views on the most sensitive political issues. It concludes that the scale of emigration from Russia following the invasion of Ukraine is often overstated. It seems appropriate to distinguish between two waves of new Russian immigration to the EU. The spring wave was apparently more substantial in number and included a higher proportion of political and civil activists, academics, and IT professionals. In contrast, the autumn wave was less “politicised” as many of those leaving Russia were not necessarily opposed to Putin or his war but were primarily motivated by the fear of conscription and the prospect of being sent to the front line. After moving abroad, interest in Russia-related political activities among new Russian immigrants, even seasoned activists, tends to fade. Few remain engaged in political endeavours, instead focusing more on adapting to new realities. Their interactions with associations of Russian migrants from the previous “post-Crimean wave” are sporadic. When it comes to issues related to the politics of EU countries, new Russian immigrants often have a Russia-centric perspective on most of them. This is especially true regarding visa and travel sanctions against Russia. Immigrants remain almost impervious to the argument that for the governments of countries bordering Russia, the absolute priority is their national security and domestic public order, not the transformation of the Russian political regime at any cost. There were several quite sensitive topics that often provoked mixed feelings and even negative emotions among the respondents. The most challenging and almost taboo subject in Russian immigrant communities was donations to support the Ukrainian army. Along with Russian influencers and opposition politicians, most new Russian immigrants are reluctant to get involved in the Russia-Ukraine war, viewing it as not their concern. They largely attribute Russia’s invasion of Ukraine to the Russian government and state-owned media, seeing the Russian population merely as “victims of propaganda” and absolving “average Russians” of responsibility for the war. New Russian émigrés preserve regular contacts with relatives and friends in their homeland but tend to avoid discussing politically charged topics, particularly those related to Ukraine. It appears that they have virtually no impact on the perception of the Russia-Ukraine war and the political attitudes of those who stayed in Russia, and this divide between the two groups is likely to endure. Many admitted that by staying abroad, they are losing touch with developments in Russia. Moreover, most new Russian immigrants see no future for themselves or their children in Russia and are unlikely to return there. A few might consider a temporary return if a trusted leader came to power, but generally, they prefer to live in a free, democratic Russia without taking risks or acting as change agents. Hence, when developing a strategy regarding new Russian immigrants, it is essential to primarily consider the EU’s own security considerations rather than the imagined capabilities of these immigrants. It is crucial to avoid letting the wish for significant socio-political change in Russia cloud objective analysis. In the foreseeable future, Russia will continue to pose serious security threats to Europe, while, as of now, there is no serious indication that new Russian immigration could emerge as a politically influential force back home anytime soon.

Abstract:
Total wars do not just affect the belligerent societies. The two global conflicts of the first half of the twentieth century had repercussions in neutral countries and colonial territories that could not escape of their economic and political impact. This was certainly most evident for the European diasporas in the South American region. How did overseas Europeans participate in the war effort? What were the tensions surrounding the mobilization? What were the effects on the relationship with the adoption countries? These are some of the questions that the authors of Transatlantic Battles. European Immigrant Communities in South America and the World Wars (Brill, 2022) address. The book was edited by María Inés Tato, researcher at the National Council of Science and Technic Research (CONICET), in Argentina, and director of the Group of Historical War Studies of the Institute of Latin American and Argentine History “Dr. Emilio Ravignani”, University of Buenos Aires. Under her coordination, this collective project gathered several historians from different backgrounds, including Juan Pablo Artinian, Norman Fraser Brown, Juan Luis Carrellán Ruiz, Hernán Díaz, Marcelo Huernos, Milagros Martínez-Flener, Germán Friedmann and Stefan Rinke. The main goal of the project was to explore how European communities in South America expressed the transnational nature of their national identities through enlistment in armies and the mobilisation of eco­nomic and cultural assets. As Tato says in the book’s introduction, these immigrants, and their families “had two homelands: they were attached to their countries of origin and, at the same time, exhibited strong connections with the societies they resided in, developing a complex identity that recognized their dual allegiance.” Transatlantic Battles should not be understood as an isolated piece of work, but as a contribution to a growing academic movement that, for the last twenty years, has attended to the global dimension of the twentieth-century total wars. Tato herself has published and directed several books on the subject, working closely with colleagues on both sides of the Atlantic.

3. Destination-Country Policies to Foster Diaspora Engagement in Development

It is now widely recognized that emigrants and their descendants contribute greatly to the development of their countries of origin or ancestry, not only with remittances but also by starting businesses, through exchanges of knowledge, and more. And many migrant-origin countries have invested in connecting with their diaspora and leveraging its contributions. Far less attention has gone, though, to how countries of destination with substantial official development assistance programs are supporting—or could support—their resident diasporas’ engagement in the development of countries of origin. This report explores the diaspora engagement actions and policies of Western donor governments—including France, Germany, the Netherlands, Norway, and the United States—highlighting distinctive features. It considers a variety of modes of engagement, such as assistance with forming or strengthening diaspora organizations, grants for diaspora-led development projects, consultations, skills circulation initiatives, and support for entrepreneurship. The report also explores why more destination countries have not (consistently) operated diaspora-for-development programs, and offers lessons about effectiveness and sustainability.

Abstract:
Greece’s fiscal crisis has energized its relationship with its diaspora in the last several years, after decades of decline, as well as reshaping the diaspora itself due to the massive crisis-driven migration. Research institutes as well as individual scholars have addressed key aspects of the diaspora and homeland relationship prior to and during the crisis. South East European Studies at Oxford (SEESOX) established in 2015 the Greek Diaspora Project, a dedicated research unit which has applied the well-established diaspora and development literature to the Greek case, in the crisis and post-crisis years. The opportunities for synergistic research between University centers and think tanks located in Greece and abroad, in satisfactorily addressing this crisis-driven transformation of the diaspora & homeland relationship, are compelling. SEESOX and ELIAMEP have thus decided to collaborate so they can catalyse such synergies both between themselves and with universities in Greece and abroad. SEESOX’s and ELIAMEP’s joint endeavor will be resolutely comparative as well as cross-disciplinary, reflecting both the requirements of a highly advanced diaspora studies prospectus as well as the respective strengths of the two partners.

Abstract:
This Clingendael policy brief seeks to explain visible manifestations of Turkish politics in European cities. Why does Turkish politics lead to unrest in Rotterdam and Berlin and what institutional mechanisms facilitate this? The brief highlights various drivers, institutional manifestations and historical changes, but also points out that there are a number of uncertainties and questions about the motivations for, and modus operandi of, Turkey’s influence in European societies. These questions are all the more relevant as European policy-makers increasingly seek to take measures in order to curb this. The main argument developed in this brief is that effective policy ‘at home’ (in Europe) will require better knowledge of socio-political developments ‘abroad’ (in Turkey). The first and second parts of this brief, therefore, show how the drivers of Turkish influence on the diaspora have changed over time. The third section highlights how present-day diaspora politics is institutionally anchored in Western Europe. Most of the practical examples in this brief are drawn from the Dutch context, but the dynamics will be familiar to those observing this phenomenon in other Western European countries.

In 2003, for the first time in decades, Iraqis in the diaspora were able to return to their former homeland and help in the rebuilding of their country. Many returned in 2003 with ambitious plans and ideas to help in the country’s development, some through political parties and others through civil society. Due to political developments in Iraq however, and the subsequent ethno-sectarian political system installed under the US-led intervention, diaspora mobilization has been affected and shaped by homeland politics and dynamics, privileging some while thwarting others. Indeed, the post-2003 political system contributed to the fragmentation of diasporic mobilization along ethnic and sectarian lines due to homeland political dynamics. This, in turn, has shaped the issues and the type of transnational and translocal mobilization carried out by different groups. Focusing predominantly on the UK context and to a lesser extent the Swedish one,[i] this study explores both top-down and bottom-up approaches to Iraqi diaspora transnational mobilization, and assesses the opportunities and constraints for coordination in diasporic transnationalism. Drawing on 15 semi-structured interviews conducted with community gatekeepers, organizational representatives, and professionals working in specific sectors, as well as numerous informal interviews, and supplemented by interviews conducted from 2013 to 2018 in both London and Stockholm, this study assess the different waves of migration and socio-economic profiles of Iraqi migrants, how pivotal moments in Iraq’s recent history have affected diasporic transnationalism, and underlines the hindrances to mobilization. The study finds that where the first waves of UK migration saw the arrival of political and religious elites, medical professionals, and artists, latter waves saw the arrival of less skilled and educated workers, as well as refugees. This provides the background both to Iraqi diasporic mobilization and links to the post-2003 political system and to the fragmentation that would ensue. While some diasporic elites went on to serve in the Iraqi government, other diaspora individuals worked through civil society, providing development, training, knowledge transfer, and social welfare. The study also finds that the instability in Iraq, homeland dynamics affecting the positionality of groups vis-à-vis the country, and lack of funds are major obstacles to broader mobilization. To this point, while there is no denying the will of the diaspora to help in the rebuilding of Iraq, distrust in the diaspora among ethnic and sectarian groups presents a particular challenge to collaboration and cooperation. Building trust and reconciliation, helping to create a platform between diaspora groups, the wider public, and Iraqi organizations, and focusing efforts on cultural, heritage, health, and developmental issues – and avoiding party politics – could help overcome these obstacles to allow the diaspora to play a greater role in supporting the Iraqi state and society.

Abstract:
The Middle East saw its share of globe-altering events in the last year. While JMEPP seeks to offer original analysis beyond the headlines, almost all major contemporary regional developments have been addressed in the present edition. The list, of course, is not exhaustive, but includes the Abraham Accords and increasing international marginalization of Palestinians, the renewed fighting over Nagorno-Karabakh between Armenia and Azerbaijan, continued protests amidst crises and weakening state institutions in Lebanon, and the rise of Turkey’s aggressive imperial foreign policy, to name a few. While there are major global transitions afoot as relates to the region, there is also a lack of transition— sadly, the 10-year anniversary of the Syrian revolution marks little change for those living under the dictatorship of Bashar al-Assad. Likewise, the humanitarian crisis in Yemen persists. The edition discusses what may become of newly inaugurated President Biden’s policies toward the region, including the challenge of renegotiating the Joint Comprehensive Plan of Action (JCPOA) with Iran. And finally, the edition would be remiss to not address how Covid-19 has impacted the region.

Abstract:
This article proposes a re-reading of the problem of gender, or as it has been put, more often than not, ‘the woman problem,’ that resists the reproduction of modern/colonial systems of governance and their political norms, standards, ideals and pacts. In turn, it seeks to open pathways to dialogue with, rather than import, conceptions of gender that respond to the terms through which modern/colonial societies have been forged on the continent of Abya Yala, drawing inspiration from decolonial and diasporic perspectives. To this end, the article maps some of the available channels of the gender debate in what has come to be known as the global South from an array of perspectives that highlight the ways in which the relations between categories of oppression and privilege (such as race, class, sexuality and gender) are reflected and positioned so as to grapple with the coloniality of knowledge, power and being. More specifically, it focuses on three ways of dealing with power dynamics in the context of Abya Yala that have influenced how we conceive and respond to questions of gender. Its primary objective is to investigate the politico-epistemic conditions that structure gender thinking in binary and intersectional ways, and, in turn, open space for imbricated approaches forged from within (post-)colonial histories that do not take as their starting point the importation of theoretical references from places otherwise situated within a global political economy of knowledge/power/being. More than a critique of theoretical standpoints from the global North, in and of themselves, which regardless were not thought to respond to our realities, here we analyse the terms through which gender and feminisms have been put up for debate. Without effectively decentring the Eurocentred references that preoccupy gender thinking in our respective disputes, we risk continued distraction from what is at stake when gender is put on the table: the (im)possibilities of living one’s full humanity on one’s own terms.
