261. Converging Europe: The Transformation of Social Policy in the Enlarged European Union and in Turkey

Abstract:
Is Europe converging in terms of policy development? How has the global financial crisis affected this and policy development in Europe more generally? What policy differences exist between European Union (EU) member states and other European countries? These and other questions posed in this volume are largely motivated by an attempt to understand the implications of the EU's Lisbon Strategy, which the editor, Ipek Eren Vural, defines as “a medium term development plan to facilitate transformation of the European economy, and to coordinate the economic and social policies at the national level” (p. 2). On the basis of this strategy and the Open Method of Coordination (OMC), or “governance tool” to pursue the economic and social “pillars” of the strategy (p. 2), there is reason to expect some convergence in Europe. Focusing primarily on the abovementioned social pillar within what Vural labels as institutional, intergovernmentalist, and neo-Gramscian frameworks in her introduction, this volume explores a wide range of issues/policies, including (un-) employment, poverty, flexicurity, pensions, welfare states, and gender equality. Drawing on time-series data from Eurostat as well as other data sources, the contributors generally find that the Lisbon Strategy was not successful in achieving its social policy aims; it was also undermined by the global financial crisis. There has been some policy convergence in Europe, but this varies by the type of convergence, the time period examined, and the specific policy domain. This review will briefly summarize and analyze the parts of this book and conclude with some final thoughts about the volume as a whole.

262. The Role of Religion in the Scientific Revolution

The Scientific Revolution of the 16th and 17th centuries was a defining moment in the history of Western Civilization. Modern science and the scientific method were born; the rate of scientific discovery exploded; giants such as Copernicus, Vesalius, Kepler, Galileo, Harvey, Newton, and countless lesser figures unlocked world-changing secrets of the universe. It has often been observed that such a revolution occurred only once in human history, and in one particular culture: the predominantly Christian culture of early-modern Europe. This observation gives rise to several questions: What role, if any, did Christianity play in the birth of modern science? Did faith give rise to science? Did a mixture of faith and reason give rise to it? Was Christianity somehow responsible—perhaps even necessary—for the rise of modern science, as some historians have argued? In short, what, if anything, does religion have to do with the Scientific Revolution? As long as science has existed, religionists have been attempting to reconcile religion and science. Recently, a new breed of scholars has asserted that religion itself—in particular Christianity—actually caused the birth of science. What are the facts of the matter? Toward answering that question, let us first review some earlier and relevant historical developments; then we will turn to relevant highlights of the Scientific Revolution itself. Science was born in ancient Greece among the pre-Socratics, who were the first to look for natural explanations of the world around them. Thales's claim that everything is made of water is significant because it assumes that the fundamental building block of the world is a natural substance. Embracing this naturalistic outlook, the Greeks of the classical and Hellenistic eras made important advances in astronomy, geometry, medicine, and biology—and established the fields of history, drama, political theory, and philosophy. Philosophy was especially important. Plato and Aristotle—the philosophical giants of Greece—created two dramatically different philosophical systems, especially in terms of their metaphysics and epistemologies. Plato, in exception to the general Greek attitude, proposed that the world we experience is not fully real. He maintained that the individual physical objects we see are imperfect, corrupted reflections of those in a higher reality. Plato called this higher dimension the world of the Forms and held that knowledge of this realm can be reached only via intuition. Although Plato revered mathematics, he did so for its alleged ability to train the mind to receive the Forms rather than as a means of gaining understanding of the physical world. Plato had little interest in studying this world.

263. Europe Beyond Aid: Assessing Europe's Commitment to Development

Abstract:
European countries pride themselves on being leaders in spurring development within poor countries. We find that Europe's approach to development could be characterised as energetically tackling the symptoms of poor economic opportunities for developing countries by providing effective aid, while doing relatively little to tackle the underlying structural causes of poverty. We use the Center for Global Development Commitment to Development Index (CDI) as a tool to examine Europe's performance overall. We combine the scores for the twenty-one European countries which are included in the 2012 edition of the Commitment to Development Index to calculate the single score they would have obtained if they had been a single country. This represents the combined commitment to development of these countries, by giving appropriate weight to the larger, more populous countries in Europe, which tend to have less development-friendly policies than the Nordic countries and the Netherlands. Our calculations show that compared to the other countries in the CDI, Europe as a whole performs better than most CDI countries on aid and environment, but less well in other dimensions such as trade and security. This paper provides the background to a series of more detailed studies of the policies of European countries, individually and collectively through the European Union, in each dimension of the CDI, which the Center for Global Development in Europe is coordinating.

264. Innovative and absorptive capacity effects of education in a small, open economy

Abstract:
Evidence points to relatively low supply elasticities for workers skilled for research and development (R), which can hamper innovation and growth. Increasing the supply of R skills will expand an economy's innovative capacity. A simultaneous effect of increased education, which is particularly important for small, open economies, is to raise final goods producers' capacity to absorb cross-border knowledge spillovers. In a calibrated endogenous growth model for Norway, we find that increasing the share of highly educated workers has pronounced absorptive capacity effects that partially crowd out R innovation. Both innovative and absorptive capacity expansions contribute to higher growth and welfare.

Abstract:
This paper sets out to explain policies, implementation arrangements and results (PIRs) in Uganda's fisheries sector. Industry actors wanted to be able to keep up with European standards in order to survive in the chilled and frozen fillet export industry. They put pressure on ruling elites to support the establishment of effective hygiene and testing procedures. This helped the fishing industry succeed to an extent that helped create interests in the status quo. Fishermen, their dependents, and the fish processors all wanted to maintain a high level of fish catches. It was politically costly for ruling elites to enforce fisheries management because strict enforcement was unpopular with fishermen, as well as with many fishermen and security agents who benefitted from illegal fishing. Therefore, the success was not maintained: a pocket of efficiency was established with regard to hygiene and testing, but not with regard to enforcing fisheries management. Overfishing and the near collapse of the fishing sector were the results.

Over the last few years, the Eastern Mediterranean has been increasingly fraught with growing competition between regional players, most notably Turkey, Cyprus, and Israel, signalling an apparent return of power politics in regional relations. Of all actors involved, Turkey stands out for being both an ever more influential power and a source of serious concern to other countries in the region due to its greater assertiveness and perceived hegemonic ambitions. Against the backdrop of recent regional developments and their international implications, including the dispute over drilling rights off Cyprus' coasts, Turkey's image as a constructive and dialogue-oriented country, a critical achievement pursued by a generation of Turkish politicians, diplomats and officials, risks being replaced by one of an antagonistic/assertive power. Facing the first serious challenge to its claim to embody a benign model as a secular Muslim democracy and a responsible international actor, Turkey should not indulge in emotional reactions. It should opt instead for a more moderate and balanced approach based on the assumption that only cooperation and constructive dialogue, even with rival countries, can help it realize its ambition of being the regional pivot.

268. Breaking Free from Europe: Why Africa Needs Another Model of Regional Integration

Abstract:
Support for regional economic integration in Africa runs high amongst the continent's international development partners and African elites. However, its expression in European forms of economic integration is not appropriate to regional capacities and in some cases may do more harm than good. This lacuna is exacerbated by technical and theoretical analyses rooted either in economics or international relations literature. This article sets out to reconceptualise the foundations of African economic integration by reviewing key debates within each literature and comparing the results across disciplinary boundaries. Overall, it is concluded that a much more limited approach is required, one that prioritises trade facilitation and regulatory cooperation in areas related primarily to the conduct of business; underpinned by a security regime emphasizing the good governance agenda at the domestic level. Care should be taken to design the ensuing schemes in such a way as to avoid contributing to major implementation and capacity challenges in establishing viable and legitimate states. In doing so, the presence of regional leaders with relatively deep pockets - South Africa in the Southern African case - points to the imperative of building such limited regional economic arrangements around key states.

Fewer people are smoking in the United States, Europe, and most of the developing world. Excise taxes, bans on smoking in public places, and graphic health warnings are achieving such dramatic reductions in tobacco use in developed countries that a recent Citigroup Bank investment analysis speculated that smoking could virtually disappear in wealthy countries over the next thirty to fifty years.

Abstract:
As Azerbaijan celebrates its 20th anniversary of independence, democratic development remains a key challenge facing the country. Despite the fact that Azerbaijan successfully coped with immediate problems such as poverty reduction and economic and political stability, the need to reform the public administration and decentralize governance has become particularly urgent. The main problems, however, remain the same: low public trust in institutions, the absence of a democratic political culture and the lack of bridging social capital. In this regard, the assistance of the Transatlantic Community is necessary. The European Union and the United States should pursue a developmental approach to democracy promotion in Azerbaijan, which has higher chances to succeed than a more explicitly political approach, considering the weak institutional capacity in the country.
