241. Caribbean development alternatives and the CARIFORUM–European Union economic partnership agreement

Abstract:
The Economic Partnership Agreement (EPA) signed in October 2008 between the Caribbean and the European Union has been the subject of much controversy. There has been a marked split within the Caribbean between the officials and politicians who negotiated — and thus championed — the EPA and the wider academic and civil society community that subjected it to heavy criticism. The paper examines these debates in detail and situates them within the broader intellectual and practical panorama of Caribbean development alternatives. Specifically, it discusses how the terrain upon which development has been both theorised and practised in the region has narrowed significantly since the 1980s, with the EPA being the latest manifestation of this evolving trend. The paper consequently goes beyond an analysis of the short-term politics of the EPA to elucidate the deeper, structural explanations for the divisions over the EPA between the policy and academic communities and the wider implications of the Agreement for contemporary Caribbean development.

Abstract:
In 2008, the ministers of agriculture of European Union member states made a political agreement on the Common Agricultural Policy reform, also known as the Health Check. The reform coincided with three things: the ongoing Doha round of the World Trade Organization negotiations; political pressures to limit the costs of the policy financed from the common budget; and various 'new' policy issues. Rational institutional and constructivist approaches, which are often viewed as theoretical alternatives with each explaining some aspects of the reform, have employed simplified and narrow abstractions in conceptualising the role of these policy contexts. In order to identify the mechanisms facilitating the Health Check, a critical realist approach is proposed here, arguing that the relationship among the trade negotiations, budget bargaining, new issues and the policy reform can be explained by theoretically endorsing the asymmetrical development of the agricultural production factors and of production relations. A qualitative analysis is used to determine which of these three approaches seems to be better able to explain the empirical evidence.

A great number of European governments have decided on austerity policies to reduce their fiscal deficits and public debt. In order to evaluate such policies, it is necessary to analyze the present and past economic situation of European countries, and to recognize the important role that savings plays in understanding this economic situation and possible future developments. After examining the economic background of austerity policies and the role of savings, this article discusses the choice of different types of austerity policies and policy mixes.

Abstract:
Humankind recently crossed a historic threshold: over half of all human beings now live in cities. In contrast to most of human history, cities have become the default condition for human habitation almost everywhere on earth. Urbanization is proceeding rapidly and at unprecedented scales in Asia, Africa and the Middle East. These regions are poised to join Latin America, Europe, North America, and Australia as having more people living in cities than in rural areas. Between 2010 and 2050, the world's urban population is expected to grow by 3 billion people—a figure roughly equal to the world's total population in 1950—with the great majority living in developing-world cities.3 Our species, in other words, is already an urban one and will become even more so throughout this century.

Abstract:
Europe urgently needs to move forward on a number of crucial reforms simultaneously. To face the challenges of the recession, we need better economic integration. The crisis of the Euro zone is not only a debt crisis. What Europe is facing is a multitude of different crises, of which the debt crises in Greece, Cyprus, Spain, and Italy are only a small part. All European countries have accumulated huge debts, their social security models are facing an inevitable demographic challenge of enormous proportions. The conventional crisis management response—austerity—has failed to create a foundation for future economic stability. To survive, Europe needs to rethink the very foundations of its economic policies for a population that is older and a Europe more fractured. Europe needs to open itself up to immigration, foster regulation and integration of financial markets, overhaul social security structures set up decades ago, galvanize productive investment in new post-carbon industries that will create jobs and spur technological innovation, and invest in a security sector that is capable of projecting stability.

This paper examines the role of grassroots activities in Sweden concerning children rights protection and how the country has become a role model for the whole world in terms of human development and children rights, with special reference to the best practices they have elaborated throughout their history in order to tackle each specific problem regarding children who are classified as full human beings having the same rights as adults. This paper emphasizes that the Swedish children’s rights’ protection model should become a reference point for all other countries, including Turkey, in improving policy paradigms and ways of doin& things when incorporating grassroots organizations’ energy and innovation into the problem solving mechanisms.

In 2009, the EU’s Eastern Partnership (EP) initiative was launched with high hopes of spreading some of the fruits of the 2004 and 2007 enlargements to the countries on Europe’s eastern periphery. The main objectives of the program—targeted at six states, three in Eastern Europe (Belarus, Moldova, Ukraine) and three in the South Caucasus (Armenia, Azerbaijan, Georgia)—have been to support these countries in terms of economic and political reform, socio-economic development, and other fields, with the long-term objective of promoting deeper cooperation with the EU. While there have been elements of success, the record of the EP has also demonstrated the limits of the EU’s foreign policy influence […] Accordingly, the upcoming Vilnius summit—marking the fourth anniversary of the establishment of the EP—will be an opportunity for the EU to take stock and reevaluate not only its perception of the partnership states, but also its broader foreign policy objectives and the instruments through which it seeks to accomplish them. It has been argued that the key reason for supporting the Eastern Partnership is because it enables the EU to spread its values. Yet, this is precisely the thing that the European Union cannot (and should not) be doing at this point in time. […] Yet, even while the EU may not have the capacity to create a wide space for the European values of consensus and liberal democracy stretching across the Eurasian landmass from Portugal to the Pacific, it can and does have the ability to deepen cooperation with its Eastern partners on areas that support its interest. In this paper, we concentrate on the most important such dimension: energy security.

Abstract:
Differences in the growth of firms remain a major topic in economics and strategy research. In this paper we investigated the link between innovation performance and employment growth. First we discuss the problem from the theoretical point of view and then we analyze the relationship between innovation performance and the dynamics of employment in the Polish service firms in 2004-2009. Firms that introduced new services or marketing techniques experienced stronger growth. Process innovations contributed to employment reduction. Tellingly, this effect could only be observed in 2008-2009, a subperiod which saw the lowest levels of aggregate demand. This conclusion yields support to the presumption formulated by Pianta (2005) that the impact of innovation on employment growth depends on the macroeconomic situation.

Abstract:
The authors use the insights from strategy research and innovation studies to address two principal questions regarding the technology strategy of a firm: what are the distinct elements of technology strategy and what are the strategy determinants? Equipped with Zahra’s (1996) concept of measuring technology strategy, we analyze data from two runs of the Community Innovation Survey for Polish service firms. They propose a set of indicators reflecting four principal fields of technology strategy: pioneer-posture, R&D efforts, technology portfolio, and monitoring activities. Interactions between the strategic variables are analyzed and their determinants are assessed. The results suggest that technology strategies are determined by both factors external to the firm, and by the hitherto less stressed in the CIS-based empirical literature, internal factors. The role of internal factors increases with the macroeconomic environment becoming less favourable.
