211. Rethinking energy security: An inter-paradigmatic debate

Abstract:
Mainstream discourse on energy security is premised upon the assumption of infinite growth. It hence focuses upon the economic, political, and security aspects of energy security. Consequently, it fails to provide satisfactory answers to the global environmental, energy, economic, geopolitical, and developmental challenges. An alternative paradigm is for this reason in demand. Ecological economics makes a strong case for disentangling prosperity from growth and studies how a substantial retreat of energy consumption is not only feasible, but will also efficiently address the sustainability challenge and enhance overall energy security. It also suggests how it can alleviate geopolitical and developmental tensions. Ultimately, the paper poses the fundamental question of how valid our assumptions are to lead us into a better, and sustainable, future.

212. Is Europe to Benefit from China's Belt and Road Initiative?

Abstract:
With the One Belt One Road (OBOR), arguably Beijing’s major diplomatic outreach in decades, a process towards greater Sino-European connectivity has been put in place. The implementation of the OBOR in Europe has focused so far on financing infrastructure projects, in particular railways in Southeast Europe and ports in the Mediterranean Sea. This has been complemented by growing monetary linkages between the People’s Bank of China and European central banks through the establishment of currency swap agreements and yuan bank clearing – so-called “offshore renminbi hubs” – with the aim of lowering transaction costs of Chinese investment and bolstering the use of the Chinese currency. While there are undoubtedly great economic opportunities, China’s OBOR initiative also presents the EU with a major political challenge. There is the risk, in fact, that a scramble for Chinese money could further divide EU member states and make it difficult for Brussels to fashion a common position vis-à-vis Beijing. Furthermore, China’s economic penetration into Europe may lead – if not properly managed – to a populist backlash as well as a strain in relations with Washington. All these elements should be taken into consideration by EU policymakers, as China’s OBOR makes inroads into the Old Continent.

Abstract:
The volume under review publishes the proceedings of a colloquium held at the University of Paris in July 2010. The aim of this colloquium was to fill a lacuna that characterizes the contemporary francophone international legal scholarship. Indeed, as noted by the editors in their foreword to the book, after a prolific period during the 1970s and 1980s, French and francophone scholars have gradually lost interest in Third World-related issues and ignored this topic in their research and teachings. This trend is regrettable and unfortunate because despite some progress and improvements, international relations are still marked by significant inequalities and disparities between rich and poor countries, while several regions of the world remain in a situation of extreme poverty. Therefore, there is an urgent need to renew and revive the reflection of French-speaking international lawyers on their discipline by inciting them to critically question the present existence and effects of the rules of international law relating to the Third World in the current globalized context. To achieve this goal, Mark Toufayan, Emmanuelle TourmeJouannet and Hélène Ruiz Fabri had the idea of bringing together, in Paris, francophone and anglophone scholars and prominent representatives of the critical Third World Approaches to International Law (TWAIL). TWAIL scholars were invited to expose their ideas and thoughts, and their French-speaking counterparts were asked to react and comment on these thoughts.

Abstract:
In this article, we aim to: (i) review the concepts adopted in the literature to explain the nature and behavior of the BRICS in international relations and (ii) present a new BRICS conceptualization proposal. From the first to the last Summit Conference, the BRICS explicitly advocates a multilateral world order through the inclusion of emerging countries in the base institutions of the Western order. For the elaboration of the article, we review the literature on BRICS, as well as the approach on regionalism proposed by Soderbaum to elaborate our conceptualization of the BRICS as an advocacy coalition.

Abstract:
The aim of this paper is to analyze the impact of political developments in Georgia since the 2012 parliamentary elections on Russo-Georgian relations. First, the authors examine the effect of changes in Georgia’s politics towards the Caucasus, Russia and the Euro-Atlantic region. Second, the authors analyze the opportunities for improving Russo-Georgian relations through studying the three following aspects of this bilateral relationship: creation of common economic space between Russia, Georgia, South Ossetia and Abkhazia; transformation of the Georgian North Caucasus Policy and its shift to-wards cooperation with Moscow; and implications of Georgia’s Euro-Atlantic integration for the regional security. The article suggests that Russo-Georgian relations are not doomed to be strained and have the potential for improvement.

Since their inception, through 2012, the institutions comprising the World Bank group have been involved in lending nearly a trillion dollars. In this paper, we focus on the IBRD, which is the core of the World Bank. The IBRD has the potential to continue to grow and be an important player in official financial flows, supporting critical long-term development projects with large social returns, in sectors ranging from infrastructure, social sectors, or environment.

Abstract:
This brief commentary assesses the progress made by Turkey under the Justice and Development Party (the AK Party) toward European Union (EU) membership and democratization. While it acknowledges positive steps, it notes that the goals of EU accession and democratic consolidation remain elusive. One consideration is that the expectations or “goalposts” for both have moved so that, relative to the objectives of those supporting democratic freedoms and Europeanization, progress in Turkey has still been rather modest. While the democratization package of September 2013 offers some hope for democratization, it remains difficult to see substantial progress in terms of joining the EU.

Abstract:
THE SUBTITLE of this one-volume overview of Jewish history presents its main focus as the notion of diaspora, but its twenty-eight chapters are more accurately grasped by dividing them into sub-themes. Chapters 1-9 discuss the development of “diaspora” as a social-historical concept in recent scholarship, and sketch the emergence of the Jewish diaspora from Biblical times (when Israelites and Judeans were exiled by the Assyrian and Babylonian empires), through the diaspora under Roman rule whose benchmark was the destruction of the (second) Jerusalem Temple in 70 of the Common Era. The next section (chapters 10-15) portrays medieval Jewish life, mainly within the context of Christian Europe. Chapters 16-18 are a history of ideas, touching upon major Enlightenment luminaries and some of the reactions of Romantic thinkers. It underlines the (often multivalent) ways that Jews appeared within these intellectual schemes. The emergence of racial ideas, feeding into Nazi ideology and policies, and a condensed history of the Holocaust are presented in chapters 19-27. A final chapter discusses “Zionism, Israel, and the Palestinians,” tailing off in the 1970s.

219. Erbil Sends Oil, Ankara Gets Trouble

Abstract:
Since the international media reported crude oil flowing from the KRG to Turkey, doubts about the act's legality, political acceptability and opacity have surfaced. This oil trade is commercially enticing for energy-hungry Turkey, but is also politically risky. The Turkish government's lack of transparency regarding the KRG energy deal's economic and technical aspects has triggered domestic criticism - an especially risky proposition given the proximity of next year's election - and the KRG deal may also hinder international reliance on Turkey as a reliable energy hub. Turkey would be better advised to position itself as a partner for the export of Iraqi oil and gas, without making any distinction between federal and regional authorities. An Ankara-Erbil-Baghdad partnership based on normalized energy relations would help Turkey build new energy bridges with the EU, reducing gas prices for European consumers and strengthening Turkey-EU relations.

Cuba: Port Upgrades and Free-Trade Zones BY MARC FRANK When Latin American and Caribbean heads of state gather in Cuba in January 2014 for the Comunidad de Estados Latinoamericanos y Caribeños (Community of Latin American and Caribbean States— CELAC) summit, the agenda will include a side trip to Mariel Bay. There, Brazilian President Dilma Rousseff and Cuban President Raúl Castro will cut the ribbon on a brand new container terminal that Cuba hopes will replace Havana as the country's principal port. Brazil financed more than two-thirds of the $900 million project, built in partnership with Brazilian construction company Odebrecht over six years—providing $670 million in loans for terminal construction and infrastructure development such as rail and road. The facility, with an initial capacity of 850,000 to 1 million containers, will be operated by Singaporean port operator PSA International. The Mariel Bay facility, located 28 miles (45 kilometers) west of the capital on the northern coast, was built to attract traffic from the larger container ships expected to traverse the Panama Canal in 2015. It could also serve as a major transfer point for cargo heading to other destinations. But the competition is already fierce. The Dominican Republic, Jamaica, the Bahamas, and Panama are all rushing to improve their port facilities.
