Abstract:
The "tough love" farewell speech of former US Secretary of Defense Robert Gates last June was more than a major policy speech on the state of NATO. His remarks were also highly symbolic, coming from a legendary Cold Warrior whose forty-year career had been oriented around the transatlantic relationship. Secretary Gates used his final appearance at the bully pulpit not only to warn Europeans that declining defense budgets risked undermining the credibility of the Alliance among US policymakers, but also that a new wave of American decision-makers would not necessarily share his generation's knowledge of, concern for, or sentimental attachment to the transatlantic alliance.

Imagine for a moment if in the autumn of 1945 the great leaders of the transatlantic community had let the ravages and cynicism of war strip them of their vision, ambition, and hope for a better future for mankind. Who could have blamed Jean Monnet, Harry Truman, Robert Schumann, George Marshall, and others if they had decided that the idea of forging an enduring Atlantic community of shared security, prosperity, and values was just too difficult to achieve and too hard to explain to their embittered and weary citizens? Yet without their sheer will to overcome Europe's history of chauvinistic bloodshed and America's instincts for insularity, the world would be far less safe and free.

Abstract:
The Permanent Secretary of State for Foreign Affairs analyses Danish foreign-policy priorities in 2011. The troublesome situation for the global econ-omy, including an uncertain outlook for the future, was the most impor-tant backdrop for Danish foreign policy in that year. Low growth prospects, combined with high levels of public debt, had wide foreign-policy implica-tions, amongst other things for the agenda of the EU and as a result also for the preparations for the Danish EU Presidency in the first half of 2012. This article therefore takes its point of departure in the state of the global economy, the state of the European economies and the challenges that this presented to the EU. It then goes on to discuss the emerging world powers, the Arab Spring, the world's conflict areas, security policy, Denmark's north-ern neighbours and various global issues, such as development cooperation, green growth and human rights. Finally, some reflections are offered on the core tasks of the Danish Ministry of Foreign Affairs at a time when there is increased pressure on Denmark's public finances and the world influence of Denmark's traditional partners and allies is waning.

204. The trade-off between Innovation and Defence Industrial Policy

Abstract:
The paper investigates the trade-off between innovation and defence industrial policy. It presents an agent-based simulation model calibrated for the Norwegian defence industry that compares different policy scenarios and examines the effects of a pending EU market liberalization process. The paper points to two main results. (1) It finds that a pure scenario where national authorities focus on, and provide support exclusively for, either a) international competitiveness or b) national defence and security objectives, is more Pareto efficient than a corresponding mixed strategy where policy makers simultaneously pursue both international competitiveness and defence and security objectives. (2) Under the conditions of the new EU liberalization regime, it finds that a stronger and more visible trade-off will emerge between international competitiveness and national defence and security objectives. The most threatening form of US and Iranian competition takes place in the military and security arena. The areas where this competition now gets primary attention are the nuclear and missile arena, and Iranian threats to “close the Gulf.” US and Iranian tensions over Iran's nuclear program have grown steadily over the years. They now threaten to reach the crisis point as Iran produces highly enriched uranium and develops all of the technology necessary to produce nuclear weapons, and as US, European, and UN sanctions become steadily stronger.

When the North Atlantic Treaty Organization (NATO) formed as a defensive military alliance more than six decades ago, one of its fundamental tasks was to deter Soviet aggression against Western Europe. Since the end of the Cold War, the Allies have come to understand that their security depends on their ability to face threats emerging from well beyond the Euro-Atlantic space. NATO has thus broadened its focus from collective defense to security management beyond its borders: its numerous operations in this capacity have included peace support, peacekeeping, disaster relief and counter-piracy missions. These operations have taken place not only in NATO's traditional areas of intervention such as the Balkans, but also as far afield as the Gulf of Aden, the Horn of Africa, Pakistan and Afghanistan.

210. Get "Smart": Paving the Way To A More Efficient Alliance

NATO Secretary General Anders Fogh Rasmussen's concept of Smart Defense, defined as "ensuring greater security, for less money, by working together with more flexibility," will be a hot topic at the NATO Summit in Chicago. The Secretary General has stressed that to successfully maintain its strength amid shrinking defense budgets and economic austerity, NATO "must prioritize... must specialize... and must seek multinational solutions." The European Union, much of its membership overlapping with NATO, has endeavored to accomplish a similar task through pooling and sharing, but concerns over sovereignty have severely limited progress. This policy memo provides several recommendations on how NATO can overcome this roadblock to secure state participation in the Smart Defense initiative. As military cooperation remains a sensitive issue, the success of Smart Defense will depend on how well NATO packages and markets these projects. NATO leadership must prove Smart Defense’s utility and dynamism while demonstrating the financial and strategic benefits to be gained by swift and comprehensive implementation. In order to create attractive projects, NATO will have to focus on four policy areas: 1) rework its structure to facilitate a more cooperative environment, 2) provide mechanisms to ensure efficiency, 3) stimulate and secure connections between like-minded states, and 4) find creative ways to include non-NATO actors in Smart Defense projects. It is through these initiatives that Smart Defense’s prospects for success can be raised; a success which is vital if NATO is to become the more efficient and interoperable alliance that its members need.
