101. Russia’s relative resilience: Why Putin feels vindicated by the pandemic

Abstract:
Covid-19 has damaged Russia’s economy and President Vladimir Putin’s political agenda. Yet the crisis has given the Kremlin some grim self-confidence that things might be bad, but others have it worse. Putin sees most countries’ behaviour in the pandemic as having validated his philosophy of international affairs: liberalism and universal rules are in retreat, while state-centrism is advancing. The pandemic has exposed many of Russia’s weaknesses, ranging from its healthcare system to a general lack of trust in state institutions. But none of these problems implies the imminent collapse of the country’s physical or political infrastructure. The fact that Russia’s economy is projected to contract less than those of most Western countries makes the Kremlin feel vindicated in its economic policies. Russia’s experience of covid-19 has fostered a ‘wait and see’ attitude towards foreign policy in the Kremlin – an expectation that time is on the country’s side.

Abstract:
“Uncertainty is the only certainty” – these words are credited to the Roman philosopher Pliny the Elder, who died in the wake of an eruption of Mount Vesuvius in the year AD 79 which buried the city of Pompeii under volcanic ash. Whether or not the corona pandemic will be remembered 2,000 years from now, the virus reminds us of Pliny’s words: We may not yet know how SARS-CoV-2 will affect our societies, but affect them it will. Given this momentous event, like other organizations, we at Körber-Stiftung have had to respond with flexibility and a willingness to do things a little differently – one of the results is this special issue, juxtaposing German public opinion with international perspectives on the policy choices facing Berlin. This pandemic is occurring at a time of profound political change. Experts and policy-makers have pointed out for the better part of two decades now that whatever happens in China is likely to affect us. The absence of US leadership, a divided Europe, the increasing prevalence of international mistrust – like a focal lens, the coronavirus has shown us in all too much detail how these dynamics might play out over the next few decades. Germany has long struggled to adapt to these new realities. Germans have been told that their country will need to take on “more responsibility”, and that we will need to “take our fate into our own hands”. One example of how Berlin has tried to do so is through a renewed emphasis on multilateralism as a pillar of its foreign policy, not least by crafting the Alliance for Multilateralism. But how do these dynamics, and the spotlight they have cast on Berlin’s role in international affairs, square with public opinion? To answer this question remains the mission and idea of The Berlin Pulse.

The Beirut Port blast (BPB) has revealed the fundamental failure of the Lebanese political system, but deep democratic reforms will take time and are fraught with risks. Given the US withdrawal and the extreme tensions in the region, the EU has a critical role to play in addressing the short-term humanitarian crisis, responding to the economic and financial situation, and providing a forum for civil society empowerment. If it fails to do so, the price is further geopolitical destabilization.

The European Union sees civilian CSDP missions as a hallmark of its foreign policy. But these missions are implemented ad hoc, without any kind of systematic or strategic planning. As a result, the EU does not have the right capabilities to address essential challenges. Capability-based planning organized into a ten-step process offers a much better way. Existing EU initiatives can be used to kick-start a new approach.

A crisis can bring out the best in Germany’s European policy, resulting in its selfless embrace of deeper integration. But sometimes crises require Germany to lead from the front rather than melt selflessly into the background. On such occasions, Berlin has seemed a little too keen to stress that it is taking action under severe constraints. While Germany’s EU presidency showcased both tendencies, its shift toward crisis-driven realism risks overshadowing its strides for a better Europe.

Alexander Lukashenka has so far been seen in Ukraine as a guarantor of Belarus’ independence from Russia. Therefore, the Ukrainian authorities initially avoided condemning the electoral fraud to avoid weakening the Belarusian president. That have since tightened their positions in response to Lukashenka’s accusation that Ukraine helped initiate the protests. However, Ukraine will not become actively involved in resolving the crisis in Belarus and will limit itself to reacting to Belarusian provocations and supporting EU policy towards that country.

Abstract:
The COVID-19 pandemic may lead to a resurgence of the euro crisis. In this context, Italy seems particularly vulnerable: support for the euro is lower than in most other eurozone countries, and a possible exit could have serious consequences for the common currency. Based on a novel survey experiment, this paper shows that the pro-euro coalition is fragile in Italy and preferences are malleable. They are heavily dependent on the perceived costs of continued membership, as a majority of Italians would opt for Italexit rather than accepting a bailout plan requiring the implementation of austerity policies. Individuals who feel they have not benefited from the euro are most likely to support exit when faced with the prospect of austerity. This suggests that, differently from Greece, where voters were determined to remain in the euro at all costs, the pro-euro coalition may crumble if Italy is exposed to harsh conditionality.

The conflict between Russia and Ukraine remains unresolved and—after five years—it does not appear to be reaching a resolution any time soon. The ongoing crisis in eastern Ukraine between the Ukrainian government and rebel forces supported by Moscow not only degrades the relationship between Kiev and Moscow but also contributes to the deteriorating relations between Russia and the West. [1] This particular regional conflict has become an important destabilizing factor for international security. Findings from a new binational survey, conducted by the Chicago Council on Global Affairs and the Levada Analytical Center, show that a plurality of Russians believe these eastern areas of Ukraine should be independent states.[2] And a majority of Russians continue to say that Russia’s annexation of Crimea has brought the country more good than harm.

Eline Rosenhart analyzes the way that the CAR has become an arena for the competition of interests between France and Russia. The Central African Republic (CAR) has been described as the “periphery of peripheries,” a country which seems to be of very little interest to the rest of the world. Although rich in natural resources such as diamonds, gold and uranium, the government of CAR is unable to make use of them in such a way that would benefit the economy of the country. Landlocked, ravished by bloody civil wars, and heavily dependent on foreign military support, CAR has become synonymous with disaster.
