141. Between Integration and Resettlement: The Meskhetian Turks

Abstract:
The Meskhetian Turks is a population, which was deported to Central Asia, along with seven other ethnic groups in the Soviet Union during World War II. Whilst other deported people, Chechens, Ingush, Balkars, Karachais and Kalmyks were rehabilitated after Stalin's death and allowed to resettle in their pre-deportation territories, three groups were not permitted to return. These included the Crimean Tatars, who were only to be rehabilitated with the demise of the Soviet Union, and have subsequently returned in significant numbers to Crimea in Ukraine over the past 15 years. Another group, the Volga Germans, originally deported from the Soviet Volga German Republic, have largely emigrated to Germany in the post Soviet Era, and do not have territorial aspirations in the Volga region. Hence, the Meskhetian Turks are the last of the 8 deported peoples, for whom rehabilitation and resettlement remains unresolved.

142. Russian-Speaking Minorities in Estonia and Latvia: Problems of Integration at the Threshold of th European Union

Abstract:
The restoration of the Baltic states' independence, back in 1991, brought about a number of political and legal challenges. The presence of large nontitular communities in Estonia and Latvi has proven to be the most pressing of these. Notwithstanding the fact that the European Commission already in 1997 concluded that 'on the whole the rights of the Russian-speaking minorities are observed and safeguarded', the legal status of these living relics of the Soviet period remains controversial. A resolution of the Council of Europe Committee of Ministers, adopted on 13 June 2002, criticised the protection of national minorities in Estonia. In the lead-up to the December 2003 parliamentary elections, the Russian Duma adopted a resolution 'on gross violations of human and minority rights in the Republic of Latvia'. Dmitry Rogozin, chairman of the Parliamentarian Committee on International Relations, announced that Russia should consider the weapon of economic sanctions to put pressure on the Baltic state, which he described as 'a land of hooligans' where 'Nazis have come to power'. Whereas these statements have to be situated within the context of the ongoing election campaign, the remarks of Alvaro Gil-Robles, European Council Commissioner for Human Rights, are to be taken more serious. During his visit to Riga in October 2003, the High Commissioner criticized the lack of citizenship for more than twenty per cent of Latvia's population and recommended the granting of voting rights to non-citizens in municipal elections. On the other hand, Günter Verheugen, EU Commissioner responsible for enlargement, declared that Latvia fulfils all the criteria in the field of societal integration and has complied with all international requirements regarding its ethnic minorities.

Abstract:
Ethnic politics continue to dominate political discourse and institutions in the post-conflict regions of former Yugoslavia (Bosnia-Herzegovina, Kosovo, Macedonia). This has rendered these regions dependent on external intervention and blocked or delayed political and economic development, including the process of integration into European and Euroatlantic structures. Some of the post-conflict arrangements have rightfully come under criticism—both from within and outside the region—as obstacles in the normalization of ethnic relations. While the status quo needs revision and a different approach to institutional design is required, this paper argues against abandoning groupbased institutions altogether. Instead, it argues for a more dynamic and processoriented approach to accommodate ever-changing interethnic relations.

Abstract:
Financial arrangements reflect political bargains. Like national labor regimes, the formal and informal rules and relationships governing the allocation of financial resources distinguish one type of capitalist society from another. How firms are financed shapes companies and industries and affects the risks citizens must bear, how they save for retirement, where they work, their job security and ability to buy homes, and the disparity between rich and poor. Leading theories provide increasingly inadequate explanations for changing institutional arrangements in western European finance. They emphasize convergence to global standards and the causal effects of either increased levels of mobile capital or the diffusion of ideas. Or else they describe change within a national trajectory and attribute it primarily to domestic politics, national historical institutions and path dependency. They exclude the possibility of independent regional-level causes. My empirical study of changing financial arrangements for smaller European companies between 1977 and 2003 reveals causes rooted firmly in European Union politics. Neither global forces nor national institutions were primarily responsible for drawing the stock exchanges of Europe into cross-border competition and prompting them to create new US-style markets. Instead, supranational political entrepreneurs, acting with relative autonomy, largely drove this pattern of institutional change. In pushing beyond the international-domestic dichotomy and emphasizing the independent effects of European-level politics, my argument contributes to a growing body of detailed empirical research on the national and global impact of the EU. It also provides more sustained analysis of the causes, mechanisms and effects of adopting US institutional forms outside American borders.

Abstract:
Contemporary Spanish literature abounds in narratives where silence has an important function. In the fiction of Cristina Fernández Cubas it has epistemological implications. Mercè Rodoreda and Maria Barbal employ a rhetoric of silence to call attention to the situation of women who are obliged to remain silent and suffer without protest. Carme Riera and Dulce Chacón utilize silences, and acts of breaking silence, to emphasize the lack of voice of marginal beings and to highlight sexual, socioeconomic and political inequalities. In the present paper, I focus on the role of silence in a novel by Barbal and a story by Riera.

On April 24, Greek and Turkish citizens of Cyprus voted on UN Secretary General Kofi Annan's plan to resolve the long-standing dispute on the island. The elusive Cyprus issue once again evaded solution: although 65 percent of the Turkish Cypriots voted to accept the Annan plan, 76 percent of Greek Cypriots said no. The plan — born out of recent UN-sponsored negotiations between Turkey and Greece, as well as Turkish and Greek Cypriot leaderships — envisaged the unification of the Turkish Republic of Northern Cyprus (TRNC), recognized only by Turkey, and the internationally recognized Government of Cyprus (GOC) in the ethnically Greek south into a federal state ahead of the May 1 deadline when the GOC is scheduled to enter the European Union (EU) representing the whole island. Why was the Annan plan accepted by the Turkish Cypriots, yet rejected by the Greek Cypriots? What are the implications of the new situation for Turkey, the EU, and the United States?

Abstract:
Three days after the terrorist bombings in Madrid, the pro-American, conservative Spanish government was defeated in general elections, to the surprise of many observers. Although officials have not yet confirmed that the al-Qaeda terrorist network was responsible for the attacks, the polling result was immediately interpreted as reflecting electorate anger at retiring Prime Minister Jose Maria Aznar, and the belief that his foreign policy had made Spain a target of foreign terrorists. An immediate pledge to withdraw Spanish troops from Iraq by incoming Socialist leader Jose Luis Rodriguez Zapatero is a blow to the Bush administration's Iraq policy and represents, albeit unintentionally, a major political triumph for al-Qaeda.

Abstract:
Syrian president Bashar al-Asad's January 6 interview with London's Daily Telegraph -- in which he indicated that Syria would not relinquish its weapons of mass destruction (WMD) capabilities until Israel did so also -- suggests that Syria is not likely to follow Libya's recent example of foregoing WMD in order to improve relations with the West. Still, Europe's newly aggressive approach to countering proliferation offers an opportunity for greater transatlantic coordination and the potential to reap concrete results.

Abstract:
The paper, written for a joint project of the Gulf Research Center in Dubai and the Bertelsmann Foundation, explores whether the lessons from the transformation of Europe from a conflict formation into a security community could be transferred to the Persian Gulf region. It records and analyses the European experience with "security models" actually applied such as balance-ofpower, nuclear deterrence, arms control and confidence-building, democratic peace, regional integration etc. as well as various alternative models such as common security and defensive restructuring of the armed forces. It further analyses the structure and dynamics of the Persian Gulf region, finding few of the European models to be really applicable. It concludes with outlining two different scenarios for the development of the region after the invasion and occupation of Iraq.

Abstract:
This study focuses on 'Europeanisation' as an instrument of conflict resolution in the south eastern periphery of the EU. By 'Europeanisation' we mean the cultural, legal, institutional and economic impact of European integration on domestic structures. The introduction of such institutional mechanisms and processes takes place at formal and informal levels. By European integration we do not only mean accession to the EU, but also participation in the wider European international organisations such as the OSCE, Council of Europe, NATO's Euro-Atlantic Partnership Council/Partnership for Peace (EAPC/PfP) and Confederation of Independent States (CIS). All these organisations have their own concepts of Europe.
