- This paper presents an overview of the current state of global environmental governance with an eye toward highlighting the challenges that are presented by the scale and speed of environmental change that we are now witnessing. The scale of anthropogenic environmental change has led to what many now dub the Anthropocene - reflecting that humanity is changing our natural planetary systems in ways that have fundamental implications on a geologic scale. It also harkens in an era when humanity will be called on to consciously manage on a planetary level massive environmental change and the economic and social impacts that arise from this change.

- Policy communities in the United States and Europe are increasingly identifying climate change, environmental deterioration, water management, and food security as key concerns for development and global governance. The interplay of these trends is visible in the upheavals across the Middle East, with food riots and water disputes illuminating the region’s food insecurity. In the five years before the uprising in Syria, for example, the country experienced one of the worst droughts on record, which decimated wheat production and wiped out livestock. In Yemen, tensions—and outright conflicts—over water rights and illegal wells underpin the ongoing insecurity and anti-government sentiment. There is little question that the effects of climate change will cause more extreme weather events and crop insecurity in the decades to come, and it is reasonable to expect that they will magnify such dangerous problems. A few years ago, the complex interplay of several factors—including droughts in major grain- and cereal-producing regions, increases in biofuel production that reduced grain supplies, and other long-term structural problems—triggered the 2007-2008 world food crisis. The disruptions that this crisis caused affected both developed and developing countries, creating political and economic instability around the world and contributing to social unrest. The crisis highlighted the critical importance of better understanding the interdependencies and cascading effects of decisions made throughout the global food system, as well as how climate change could exacerbate such challenges. The increasing urgency of food and climate security requires greater international cooperation and, more specifically, innovative and forward looking transatlantic policy responses to address these pressing issues. Over the past decade, the links between climate change, food security, and political instability have steadily risen on the global policy agenda, and both adelphi and the Center for American Progress have played a role in bringing attention to their importance. CAP has conducted significant research and analysis on the security effects of climate change, including its effect on human mobility, and has elevated these issues in Washington, D.C. For its part, adelphi has a long track record of raising climate security issues in Europe and in 2015 led an international consortium that prepared a report and knowledge platform for the Group of Seven, or G-7, nations on climate change’s effect on state fragility.

La Estrategia Global de Seguridad de la UE no aborda adecuadamente ni el cambio climático como prioridad fundamental ni algunas de sus implicaciones en las políticas de los Estados Miembros de la UE.

65. On the Road to Paris: How Can the EU Avoid Failure at the UN Climate Change Conference (COP 21)?

- At the 15th UN Framework Convention on Climate Change (UNFCCC) Conference of the Parties (COP) meeting in Copenhagen in 2009, the European Union (EU) failed to achieve most of its objectives. In 2011, at the 17th COP meeting in Durban, the EU was crucial in bringing about a deal on a roadmap towards a new global climate change agreement, to be adopted in December 2015 at the 21st COP meeting in Paris. This paper examines the lessons the EU has learned and can learn from its experience in Copenhagen in the run-up to Paris. It considers, first, the EU’s relative bargaining power; second, the relative position of its objectives/interests mapped against those of other negotiating parties; and third, how the EU can leverage its relative power through strategic action in pursuit of its objectives. The paper recommends that the EU focus on building a broad alliance with other progressive negotiating parties on mitigation in order to avoid a lowest common denominator outcome.

- In the closing months of 2015, two separate events thrust the city of Paris into the epicentre of global security politics. On November 13th, the French capital was the site of a series of coordinated terrorist attacks. At least nine individuals claiming allegiance to the Islamic State in Iraq and Syria (ISIS) used suicide vests and assault weapons to target citizens and symbols of the Republic. The attacks, which took place in cafés, restaurants, the national soccer stadium, and a crowded music venue, killed more than 130 people and precipitated the largest state of emergency across France since the Second World War. Just two weeks later, the 21st Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC) convened in Paris. The conference, known as COP21, was a pivotal moment in the global effort to reach a multilateral agreement on global climate change. The juxtaposition of terrorism and climate change, two of the most pressing security issues of our time, encapsulate the complex and intertwined nature of contemporary threats to global security. The political and normative implications of the November events in Paris demonstrate the intricacies of securitization theory, a “radically constructivist” approach to understanding the nature of security threats.[1] This theory provides a framework for understanding the process through which political issues are transformed into security issues, while offering a series of cautionary warnings about the adverse consequences of security discourse and practices within democratic societies. The application of securitization theory lends a unique understanding to both the terrorist attacks and popular engagement in the climate summit. This framework also clarifies the resulting trade-off between renewed securitization of terrorism and democratic mobilization at COP21.

- The Lima meeting is already over. Again, the script from every climate summit is being repeated: a framework for negotiation has been settled, the basis for future agreements has been laid down, however, decisions are still being postponed. In this case, until the Paris Summit in late 2015. Inter alia, the lack of sensitivity of the United States towards environmental protection, coupled with the failure of the European Union in solving their almost chronic financial, social and political instability crisis, have left the world’s environmental protection strategy orphan of leadership. Certainly, a strategic project in the near future of the international community and essential for humanity.

- Intended nationally determined contributions (INDCs) for mitigation of greenhouse gas emissions are expected to be an important part of a post-2020 climate agreement under the UNFCCC. However, it is not certain yet what these INDCs will contain and how they will be assessed. The EU Emissions Trading System (EU ETS) faced similar challenges in its first years (2005-12). Thus, the mechanisms and lessons learned under the EU ETS could be applied to the INDCs to create a governance and assessment system that increases transparency and builds trust among parties to the UNFCCC.

69. Tana Johnson. Organizational Progeny. Why Governments are Losing Control over the Proliferating Structures of Global Governance

- According to mainstream functionalist theories of international law and relations, international organizations are vehicles of states, tied to their masters by meticulous legal instructions. As Jan Klabbers recently pointed out in this journal,1 functionalism was based on the idea of establishing peace by channelling international relations into the purportedly technical, a-political realm of international organizations. Research of the last couple of decades has profoundly rebutted the assumption that international organizations are a-political. They have been discovered, among others, to serve as platforms for the formation of epistemic communities, as agorae for political deliberation and contestation or to use their bureaucratic potential and the flexibility of their mandates to establish a degree of independence from their principals. The book by Tana Johnson, professor of political science at Duke University, adds another important perspective that has not been explored so far. She turns our attention to the fact that institutional design might matter for the international organization’s independence from member states. As chief witness for her thesis, she summons the Intergovernmental Panel on Climate Change (IPCC). Originally a brainchild of the US government, it is today a fairly independent institution fallen from grace with its master. Johnson argues that it owes its independence to the influence of international bureaucracies – that is, staff of other international organizations, upon the process that led to its establishment. The thesis puts the spotlight on the fact that a majority of new international organizations that saw the light of the day during the last decades was fostered by pre-existing international organizations.

70. Can Negotiating a Uniform Carbon Price Help to Internalize the Global Warming Externality?

- It is difficult to resolve the global warming free-rider externality problem by negotiating quantity targets. By contrast, negotiating a single binding minimum carbon price (the proceeds from which are domestically retained) counters self interest by incentivizing agents to internalize the externality. The model of this paper indicates an exact sense in which each agent's extra cost from a higher emissions price is counterbalanced by that agent's extra benefit from inducing all other agents to simultaneously lower their emissions. Some implications are discussed.
