351. Linking an EU emission reduction target beyond 20 % to energy security in Central and Eastern Europe

Abstract:
The Central and Eastern European Member States are expected to play a key role in the debate around future EU climate policy, including the potential move beyond a 20% greenhouse gas (GHG) reduction target by 2020. Hungary and Poland hold the rotating EU Presidency in 2011, and energy security has been placed as a priority issue on both Presidency agendas. At the same time, energy security is a key issue in climate policy, particularly for the Central and Eastern European (CEE) Member States. Hungary's ambassador for Energy Security, Mihaly Bayer, made the link explicit, saying “if we can settle energy security then we can deal with climate change more calmly”. It is important to gain an understanding of the actual underpinnings of the energy security debate in CEE, and of the impact of a more stringent 2020 reduction target for this region.

352. A climate of consensus: The UNFCCC faces challenges of legitimacy and effectiveness

Abstract:
The Cancún climate meeting adopted a package of decisions to numerous standing ovations. However, it did so against loud and formal protests from Bolivia, stretching the concept of “consensus” more than ever before within the UN climate regime. The Cancún meeting also brought to everyone's attention the inconvenient truth that decision-making in the UNFCCC exists in a legal vacuum. The Conference of the Parties has never agreed its Rules of Procedure, and has during its 17-year history operated with draft Rules of Procedure without voting rules, under a general agreement that decisions are taken by “consensus”. In the light of the dramatic events in the recent Copenhagen and Cancún meetings, as well as the daunting prospects of achieving a ratifiable legal instrument for post-2012, it is clear that the relationship between consent and authority has become too flimsy to provide an unproblematic basis of legitimacy for the UNFCCC's decision-making. The 2000s led to the erosion of UNFCCC's legitimacy as a decision-making arena, especially in the subjective views of Northern governments as well as considerable parts of the expert community and the public in general. This trend led to an outburst of UN scepticism after the Copenhagen meeting, declaring the UN climate regime to be a “multilateral zombie”. While the Cancún meeting has been criticised with arguments based on process and legitimacy, from a broader perspective it seems likely that achieving decisions with some substance is actually the primary need in securing the legitimacy of the UN process. Had the Cancún agreement been negotiated outside the UN, it would very likely have been weaker on several fronts. Also, it is important to keep the longer term option for a legally binding treaty open; the only institutional possibility for this lies within the UNFCCC.

Abstract:
What does Green minority action do to our traditional views of minorities as conflict-prone, rights claiming entities that defy definition and pose constant tension in normative political theory? Normally concerned with justification of such issues as the right to existence, the right of self-determination, the protection of culture and language, and steeped in discourses of politics and struggles for recognition as well as of identity and difference, and multiculturalism versus egalitarianism, political theory has confined itself to addressing minority issues in terms of normative accommodation. The arrival on the scene of Green political thought has not c hanged this (as yet) but the empirical facts may force normative political theorists to engage with Green theory as well as impel Green political thought to address normative minority accommodation. It is the possibility of the latter that I will explore in this paper.

Abstract:
In the last decade, energy systems transformation has become the new and unheralded frontier of European deepening. Starting in 1996, the European Union mandated the liberalization and integration of national energy systems, put a price on greenhouse gas emissions from electricity generation, established binding targets for renewable energy adoption, mandated the breakup of state energy monopolies, and sponsored the creation of EU-level regulatory and standards-setting bodies for energy infrastructure and markets. Most recently, the Europe 2020 program has established enforceable goals for the integration, liberalization, and decarbonization of the European electricity supply system, and ambitious but aspirational targets in energy efficiency.

355. Distributional Consequences of Climate Change Impacts on the Power Sector: Who gains and who loses?

Abstract:
Climate change tends to negatively affect the power sector, inter alia, by causing cooling problems in power plants and impairing the water supply required for hydro-power generation. In future, when global warming is expected to increase, autonomous adaptation to climate change via international electricity markets inducing reallocations of power generation may not be sufficient to prevent supply disruptions. Furthermore, the consequent changes of supply patterns and electricity prices might cause an undesirable redistribution of wealth both between individual power suppliers and between suppliers and consumers. This study ascertains changes in European power supply patterns and electricity prices caused by ongoing global warming as well as related redistribution of wealth for different climate change scenarios. Our results confirm that autonomous adaptation in the power sector should be complemented by planned public adaptation in order to preserve energy security and to prevent undesired distributional effects.

Abstract:
This report provides multiple perspectives on security in the Arctic area. A key objective is to demonstrate that, although the Arctic is the site of competing natural resources and land claims, which are emerging from such phenomena as melting ice and new sea routes, there are also many signs of fruitful regional cooperation and sound neighbourly relations. This thesis is supported by the high level of Arctic institutionalisation that has evolved since the end of the Cold War. Despite this, some media outlets have routinely portrayed the Arctic as a possible site of inter-state conflict. Such accounts do not take sufficient account of the collaborative initiatives that take place within the Arctic Council, the Nordic Council of Ministers and the European Union, to mention a few. The Arctic is situated within a complex web of multilateral and bilateral networks, ranging from states to regional institutions. What is more, there is a great deal of emphasis on the involvement of indigenous and local communities in key decision-making processes. This is not to argue that there are no challenges to security and prosperity in the Arctic area, but rather that we need to investigate these against the backdrop of the ongoing institutionalisation of the High North.

358. A Call to Members of the European Parliament: Take transparency seriously and enact the 'legislative footprint'

The code of conduct that was agreed by a cross-party working group of the European Parliament (EP), the EP Bureau and Conference of Presidents, is a watered-down compromise that lacks provision for the introduction of the 'legislative footprint' that the plenary requested the Bureau to set up. The legislative footprint is a document that would detail the time, person and subject of a legislator's contact with a stakeholder. Published as an annex to legislative reports, it would provide insight into who gave input into draft legislation. Unfortunately, the Constitutional Affairs (AFCO) Committee with Carlo Casini (EPP) as Chair and Rapporteur has so far failed to improve the draft in this respect. Against a backdrop of past scandals and recent criticism of early agreements negotiated in trilogues behind closed doors, the EP is about to miss an opportunity to show that it has learnt its lesson, and that it takes seriously its role as guarantor of legitimacy in EU decision-making. Transparency means proactive action: by adding a provision for a legislative footprint that identifies the interest representatives with whom key actors met and from whom they received advice, Members of the European Parliament (MEPs) have a chance to turn the EP into a role model for parliamentary transparency in a pluralistic democracy.

359. The EU and the global climate regime: Getting back in the game

Abstract:
The Copenhagen climate summit was seen as a set-back for the eu. It was left out of the final meeting between the usa and major developing countries which lead to the Copenhagen Accord, and had to accept a deal that fell below its expectations. Due to the impact of the economic crisis, the eu's current target of a unilateral 20 % reduction is no longer as impressive as it seemed in 2007–2008; this is undermining the eu's claim to leadership. In order to match the higher pledges of Japan, Australia and the us, as well as shoulder its fair share of the industrialized countries' aggregate 30 % reduction, the eu would have to pledge a 35 % reduction. The eu's practise of attaching conditionalities to its higher target gives it very little leverage. However, there might be a case for the eu to move unilaterally to a 30 % reduction in order to accelerate the decarbonisation of its economy and capture new growth markets. Doing so could support stronger policy development in other countries such as Australia and Japan, and help rebuild trust among developing countries. But on its own it would be unlikely to have a substantial impact on the position of the other big players—the usa, China, India, and Brazil. The incoherence of the eu's support of a “singe legal outcome” from the Copenhagen summit, based on the elements of the Kyoto Protocol, was a major cause for its isolation. The us remains domestically unable to commit to this type of a ratifiable treaty while developing countries are not yet ready to commit to absolute targets. A return to a two-track approach, involving the continuation of the Kyoto Protocol and the negotiation of a new instrument for the usa and major developing countries, may be a more politically and practically feasible approach, while retaining the goal of working towards a legally binding instrument for all key participants over time.

360. Future Impacts of Climate Change across Europe

Abstract:
This CEPS Working Document reviews the potential impacts of climate change on 11 key indicator categories and 3 large regions covering the entire European Union. Although there remains a considerable degree of uncertainty about local and regional effects, the paper highlights strong distributional patterns. Northern Europe might even experience some positive effects, while the Mediterranean will mostly be negatively affected. Still, the cumulative impacts of climate change on poorer countries will also affect northern European countries, as growing water scarcity and other repercussions in Mediterranean countries could pose social and security challenges through increasing risks of conflicts and migration pressures.
