211. On the road to sustainable mobility: How to ensure a just transition?

Abstract:
As the European Commission launches its long-awaited Strategy for sustainable and smart mobility, EU and national efforts to continue the transition to sustainable mobility will ensue. However, the green transition often overshadows and, at times, even comes at the expense of the most affected and vulnerable groups of society. The precarious, the elderly, people with disabilities and rural residents still face unfair conditions and access to mobility. Green alternatives are often scarce and far away, if they exist at all. Sofía López Piqueres and Sara Viitanen highlight the lack of inclusiveness in and the omittance of rural areas from European mobility systems and outline 11 recommendations which would ensure distributional justice, procedural justice and recognition justice. The carrots and sticks that are used to incentivise people to adopt more sustainable mobility options must be carefully studied. Moreover, process matters. Achieving buy-in for the transition requires considering the varying needs of people and placing special focus on vulnerable groups with limited mobility options, who may end up carrying a disproportionate cost of the transition without seeing the immediate benefits. It is time to accelerate the transition towards a climate-neutral economy and society with mobility systems that are both environmentally friendly and socially just.

Abstract:
Even if we were to radically change our behaviours and economic policies now, it wouldn’t be enough to stop all of the economic, societal and environmental impacts of climate change. The EU and its member states need to start thinking seriously about how our societies will adapt to this new reality. Climate mitigation alone will not be enough to stop the dramatic effects of climate change and will have to go hand in hand with adaptation efforts. That is the sobering reality European decision- and policymakers need to keep in mind when developing climate action measures. Given the close interconnections between ecosystems, people and economies in a globalised world, there are strong reasons for EU member states to join forces, pool risks and cooperate across borders. This paper, therefore, calls on the EU to mainstream adaptation and shift its focus from reacting to disasters to a more proactive approach that prioritises prevention, risk reduction and resilience building. During the presentation of the new EU climate law yesterday, European Commission President von der Leyen hinted that member states would be required to develop and implement strategies that do just that.

Abstract:
Donald Trump has regularly chipped away at multilateralism during his three years in power: climate change, trade wars, immigration, withdrawal from international conflicts, ambiguity about defence alliances, and even suspension of the US budget for the World Health Organization, to mention a few. EU policy, on the other hand, has always supported the UN and the multilateral approach. A traditionally open and liberal EU has a clear self-interest in preserving multilateralism. Could the EU (as I have previously argued[1]) still take the lead in forming effective international alliances to reactivate and possibly even reform multilateral structures? How can Europe take “its destiny into its own hands” as Angela Merkel suggested recently? Well said, but she is retiring in a year and a half. And meanwhile, what has the coronavirus done to Europe’s destiny? Let’s look at today’s main challenges and opportunities.

The European Green Deal aims to make Europe the first climate-neutral continent by 2050. This is not going to be an easy journey. To be successful, the European Green Deal will have to foster major shifts in the European industrial structure, including transitions from fossil fuels to renewable energy and from combustion engine cars to electric cars. Shifting economies from brown to green would be a major, historic socio-economic transformation. In this context of broad, paradigmatic, change for European industry, a ‘green industrial policy’ will be fundamental to Europe’s climate change ambitions. But what is green industrial policy? What market failures must it address? Unlike traditional industrial policy, green industrial policy must be directed to twin goals of climate protection and social welfare. Green industrial policy initiatives in the European Union so far, however, have been piecemeal and fragmented. This Blueprint examines how past mistakes can be avoided and how the EU can develop a coherent green industrial policy that will serve the goals of the European Green Deal.

215. Understanding the European Union’s regional potential in low-carbon technologies

This research identifies existing and potential specialisation in green technologies in European Union regions, and proposes an approach to identify policies that can help to realise this potential. Using the Organisation for Economic Cooperation and Development’s REGPAT database for regionalised patent data, we estimate the potential advantage European NUTS2 regions could have in 14 green technologies. We use network proximity between technologies and between regions to understand technological/regional clusters, and build the regressors for estimating potential regional advantage in specific technologies via zero-inflated beta regressions. We construct a dataset of lagged potentials and labour market, economic and demographic variables, and perform an elastic net regularisation to understand the association with current revealed advantages. Our approach indicates an association between technological advantage in green technologies in EU regions and participation rates in labour markets, sectoral employment in science and technology, general higher education, duration of employment, percentage of GDP spent on research and development (public and private), and other expenditure on R&D. If confirmed by causality tests, the established associations could help in designing horizontal economic policies to enable specific regions to realise their specialisation potential in specific green technologies.

216. China’s Response to Climate Change: A Study in Contrasts and a Policy at a Crossroads

China is the world’s leading emitter of heat-trapping gases, by far. In 2019, Chinese emissions were greater than emissions from the United States, the European Union, and Japan combined. There is no solution to climate change without China. China’s response to climate change is a study in contrasts. China leads the world in solar power, wind power, and electric vehicle deployment, but also in coal consumption. The Chinese government has adopted some of the world’s most ambitious energy efficiency and forest conservation policies, but is financing a significant expansion of coal-fired power plant capacity at home and abroad. China’s leaders are strongly committed to the Paris Agreement, but appear to attach less priority to climate change than in years past. This Issue Paper explores these contrasts. It does so at an important time in Chinese climate change policy. During the next 18 months, the Chinese government will spend heavily on economic stimulus measures, release its 14th Five-Year Plan (for 2021–2025), and develop short- and long-term climate action plans (known as its “updated nationally-determined contributions” and “mid-century strategy” in the terminology of the global U.N. climate process). Decisions by the Chinese government will reverberate globally, including in the United States. A Biden administration’s ambition in addressing climate change would be reinforced by ambition in China. This Issue Paper provides an up-to-date snapshot of China’s climate policies, drawing on data from 2019 and the beginning of 2020 (during the height of the COVID-19 economic lockdown), as well as recent remarks by Chinese leaders. It starts by examining Chinese emissions of heat-trapping gases. It then discusses China’s principal climate policies, explaining the main tools the Chinese government uses to address climate change and related topics. The Issue Paper concludes with a discussion of processes that will shape Chinese climate change policy in the years ahead.

OCTOBER 20, 2020 By: Paul Hofhuis, Senior Research Associate, Clingendael Institute As the US presidential election rapidly approaches, an important question is the prospects for (renewed) transatlantic cooperation, especially in the areas of green recovery to the economic effects of the COVID-19 outbreak, tackling climate change, and addressing these issues through multilateral approaches. In analyzing ambitions and initiatives on both sides of the Atlantic in three connected policy arenas, this brief argues that while a Democratic victory provides greater opportunity for collaboration, underlying structures for cooperation among societal stakeholders in the United States need to be reinvigorated to diminish polarization in society, which could continue to block the transition to a low-carbon economy.

The European Union is now taking the lead on climate action when striving to transform Europe into the first climate-neutral continent. This aim is at the core of the European Green Deal, a new strategy introduced by the Commission in December 2019. While the European Union and the rest of the world’s community is mobilizing, the climate change and environmental degradation are reaching unprecedented heights and posing an existential threat to the whole world. Climate change is by its nature a trans-boundary issue that requires a coordinated action. The EU’s ambitious plan was introduced during a time of a “green boom”, when environmental issues were among top political priorities. But is this Deal really going to turn the tables?
