Abstract:
The global economy has been shaped by important, disruptive technological changes in recent years. Many of these technologies have been instrumental in our global COVID-19 response and will become the new normal. Some of these technologies have been introduced by small firms, which grew spectacularly to become ‘unicorns’, with very high market value and global reach, setting new technological standards in their sectors. The future competitiveness of the EU economy depends on the interplay between firm size, technological progress and ability to use the opportunities offered by global markets. This paper looks at the role of trade policy in influencing this complex interplay and offers a few tentative conclusions and recommendations.

132. NDC@70: more relevant than ever

Abstract:
The information revolution put brick and mortar academic institutions under pressure to adapt, and the COVID pandemic has increased atten- tion on higher education models – business, intellectu- al, and philosophical. As the NATO Defense College (NDC) turns 70, and the Alliance ponders a new Stra- tegic Concept, it is worth reviewing the NDC model and value of education more broadly. General Dwight D. Eisenhower created the College in 1951 to prepare military and civilian officials for duty in NATO posts or in NATO-related positions in their capitals. War col- leges in France, the United States, and the United King- dom provided the conceptual basis for the NDC, but the NATO equivalent would have two differences: the NATO College would focus on Alliance issues more than national colleges, and consensus-building would be a key part of its education method. Seventy years later, the College still prepares military and civilian officials to assume positions of responsibility within NATO and that preparation has always included acquiring geo-stra- tegic knowledge and building relationships. NDC@70 means reflecting on how senior leaders acquire knowl- edge, develop skills, and strengthen relationships in to- day’s challenging period with rapid rates of technologi- cal change and increasingly segmented societies.

133. "Next Generation EU" Cities: Local Communities in a Post-Pandemic Future

Abstract:
As the world enters a new year, the Covid-19 pandemic is still upsetting our daily lives. And as 75% of EU citizens live in urban areas, cities are the most prominent stage both for responding to the health crisis, and for seizing opportunities to recover and move forward. Meanwhile, in 2020, EU countries agreed to Next Generation EU, a €750 billion recovery package that represents a once-in-a-generation opportunity. This report, produced in collaboration between ISPI and Eurocities, argues that cities should be given more say over how post-pandemic national recovery plans pan out between here and 2026, when all projects are supposed to be wrapping up. Indeed, the success of the EU recovery plans will hinge upon what cities do, or they don’t do over the next five years. How are cities rethinking their role within the “twin” green and digital transitions? How can they achieve gender parity, reduce inequalities, and preserve a vibrant cultural life?

Abstract:
Ayear and a half after the new Strategy with Africa proposed by the European Commission was made public, the new partnership between the two continents is still being defined. The impact of the Covid-19 pandemic with Africa’s first economic recession in 25 years and a sharp rise in poverty and debt has created new challenges for the two continents’ agenda, highlighting new gaps to address on the way forward. With the European Union-African Union summit scheduled for February 2022, the definition of the new partnership is once again gathering momentum, while both sides are still trying to define common positions. Will these two “natural partners” be able to tackle the most urgent challenges and turn them into opportunities for collaboration and engagement? What are the priority issues, and which ones are potentially most divisive?

135. COVID-19 financial aid and productivity: has support been well spent?

Abstract:
Most European Union countries have made good progress with vaccinating their populations against COVID-19 and are now seeing a rebound in economic activity. While the scarring effects of the crisis and the long-term implications of the pandemic are only partially understood, the effects of support given to firms can be evaluated in order to help plan the removal of crisis support. European regions and countries that depend heavily on services requiring physical proximity have been hit hardest by COVID-19-related measures. But these services sectors tend also to be the smallest and least-productive in any economy, implying that, coming into the crisis, the highest shares of zombie firms were in these sectors. Reliance on physical proximity and the higher incidence of zombies to start with have combined to make those services-dependent economies particularly vulnerable to any attempt to remove the support put in place during the pandemic. The evidence shows that the main goal of the provision of support during the COVID-19 crisis, namely to protect employment, has been achieved. However, the evidence is varied on how efficiently this was done, in terms of helping firms that have a good chance of surviving, while not supporting those that will in any case exit. An analysis of France, Germany and Italy shows the potential for ‘cleansing effects’ in that it was the least-productive firms that have been affected most by the crisis. While support was generally not targeted at protecting good firms only, financial support went by and large to those with the capacity to survive and succeed. Labour schemes have been effective in protecting employment.

136. The COVID-19 Curtain: Can Past Communist Regimes Explain the Vaccination Divide in Europe

Abstract:
As of November 2021, all former Communist countries from Central and Eastern Europe exhibit lower vaccination rates than Western European countries. Can institutional inheritance explain, at least in part, this heterogeneity in vaccination decisions across Europe? To study this question we exploit novel data from the second wave of the SHARE (Survey of Health, Ageing, and Retirement in Europe) Covid-19 Survey fielded in Summer 2021 that covers 27 European countries and Israel. First, we document lower Covid-19 vaccine take-up amongst individuals above 55 years old who were born under Communism in Europe. Next, we turn to reunified Germany to get closer to a causal effect of exposure to Iron curtain regimes. We find that exposure to the Communist regime in East Germany decreases one’s probability to get vaccinated against Covid-19 by 8 percentage points, increases that of not wanting the vaccine by 4 percentage points. Both effects are quite large and statistically significant, and they hold when controlling for individual socio-economic and demographic characteristics. We identify low social capital -measured as voluntary work, political engagement, trust in people- as a plausible channel through which past Communist regimes would still affect individuals’ preferences for Covid-19 vaccination.

This article aims at analyzing the various ideological interventions, prompted by the pandemic in Turkey, in the fields of power, politics, and religion. In a country and a context where politics and religion are closely connected, and a particular Turkish experience with few parallels in the Muslim world, our investigation will be two-fold: how to calculate the ongoing impact of Covid-19 on the Turkish political field, and secondly, how has the religious world reacted in backing up politics in its response to this crisis. We are seeking to understand the effects of the crisis on the established power, and on the orientations of national and international policy in the context of a health crisis. 138. Not for patching? Public opinion and the commitment to ‘build back better’

Announcing the launch of a ‘Build Back Better Council’ in January 2021, bringing together various business leaders, the Prime Minister Boris Johnson said that ‘as we recover from this crisis it won’t be enough to just go back to normal – our promise will be to build back better and level up opportunity for people and businesses across the UK’. 1 The following month, the Leader of the Opposition, Keir Starmer, said he believed ‘there’s a mood in the air which we don’t detect often in Britain. It was there in 1945, after the sacrifice of war, and it’s there again now. It’s the determination that our collective sacrifice must lead to a better future’. 2 The historian and peer – and the Mile End Institute’s patron – Lord Hennessy similarly argued recently that the Covid-19 experience ‘has sharpened our sense of the duty of care we have one for another, that a state has for all of its people, to a degree we have not felt collectively since World War Two and its aftermath’. 3 These appraisals of the impact of the crisis, and political commitments to change, are giving rise to debate. Are we to experience a moment similar to that of postwar transformation? If so, what is the prospect for the Britain that emerges from the Covid-19 pandemic to be significantly different, in policy terms, from what preceded it? The latter question in particular animates this project – Not for Patching?, of which this report marks our earliest findings, based on an opinion survey. Ipsos MORI surveyed 1,120 adults across Great Britain, posing questions across a range of policy areas. Fieldwork was carried out online from 19 March 2021 to 22 March 2021, and data weighted to match the profile of the population. All polls are subject to a wide range of potential sources of error, but they still give us an insight into the public’s priorities. Further analysis of this data, and further surveys, will continue to add to this project. The purpose of this report is to examine the views of the British public on what rebuilding after the pandemic might mean. What we offer here are some preliminary indications of what policy areas the public want to prioritise, and how the machinery of government has managed and performed during this crisis. We are interested in both priorities and performance here, not least because we consider them linked.

Abstract:
Germany’s plan to return to its debt brake creates a serious risk of premature fiscal tightening. Given that the fiscal divide between Europe and the US will widen sharply in 2021, a hasty return to European and German fiscal rules would stifle recovery and undermine efforts to rebuild transatlantic ties in trade and macroeconomic cooperation. This paper proposes several practical options to attenuate the fiscal drag associated with a return to the debt brake and calls for a broad debate on its reform.

Abstract:
Overall, as the COVID-19 crisis unfolded, the EU proved capable to act. Crisis management addressing the pandemic benefited from the fact that Germany held the presidency of the EU Council in the second half of 2020 and could build upon its traditional approach: developing European capabilities, including all governments, and being prepared for the unexpected. Now, going forward, Germany needs to use its experience with complexity and uncertainty to help form a strategic doctrine for the EU.
