121. Do Regional Organizations Travel? European Integration, Diffusion and the Case of ASEAN

Abstract:
Why do regional organizations share a number of key institutions and policies? Why do regional organizations like the Economic Community of West African States (ECOWAS) or the Carribean Community (CARICOM) look like the European Union? And why do we find the norms of the Helsinki Final Act in treaties of the Association of Southeast Asian Nations (ASEAN)? The simple answer is that policy solutions developed in the context of regional integration diffuse. The paper contends that regional integration efforts in Europe have had a decisive but often unacknowledged influence on regional cooperation outside of Europe. The influence of European integration on regional organizations beyond Europe will be illustrated with a case that is unsuspicious of having emulated the European integration experience: The Association of Southeast Asian Nations (ASEAN). Since 1957, Southeast Asian states have selectively taken over policies and institutions from the European context. The most recent adoption, it will be argued, is the ASEAN Charter, in effect since November 2008. In accounting for this adoption, the paper argues that ASEAN members' decision is only partially driven by genuine regional or functional demands. Members borrowed from “abroad” expecting the Charter to provide a policy solution to the cooperation problems members faced. Thus, the paper makes an original general contribution to the existing literature on regional integration: It argues that a full account of regional integration processes needs to take diffusion processes into consideration.

Abstract:
The contribution focuses on the unfolding and tensions within the transatlantic relationship and it pursues, in particular, the question how the bonds of association between Europe and America are best comprehended and accounted for. In trying to break some new ground for theorization it argues that the Realist, Liberal and Constructivist accounts have so far come up short in terms of providing up-to-date and broadly acceptable answers. With the dominant theories focusing largely on either external enmity or internal homogeneity, difference internal to the relationship has too easily been conceptualized as destabilizing and seen as representing a rupture. In contrast, the paper assert s that while elements of enmity and homogeneity are important, communities such as the Atlantic one are also critically brought together by their internal differences. It then aims, in view of the difference-based dynamics at play and foundational for the Atlantic communality, to complement an d provide a corrective to the more established theorization of that togetherness.

Abstract:
The arrival of the Obama administration has brought significant hope to a transatlantic partnership that has been both ailing and adrift for the better part of the last two decades. Since the fall of the Berlin wall, the two sides of the Atlantic have struggled to identify a new common project and create the tools and institutions needed to address common challenges. To their credit, they have transformed their militaries, integrated new members into Western institutions such as the European Union and NATO, deepened economic ties, developed new partnerships, and acquired new capabilities. But they have also had a number of ugly and public disputes over the nature and severity of the threats they face as well as the means necessary to combat such threats.

The Liechtenstein Institute on Self-Determination (LISD) at Princeton University's Woodrow Wilson School of Public and International Affairs convened a private workshop, “A Strategy for Afghanistan and Its Region,” May 7-10, 2009 in Triesenberg, Liechtenstein. The workshop's aim was to discuss in-depth the strategy of the Obama Administration toward Afghanistan and its region and to formulate additional recommendations. Some twenty leading international experts from the region, Asia, Europe and the United States participated. The meeting was co-funded by LISD, the Carnegie Corporation of New York, and the Stiftung für Selbstbestimmung und Internationale Beziehungen (SiBiL) in Vaduz, Liechtenstein. The workshop was co-chaired by Francesc Vendrell and Wolfgang Danspeckgruber.

Abstract:
Over the past years, a series of bilateral disputes between EU member states and Moscow have significantly affected EU–Russian relations and exposed sharp internal divisions over the EU's approach towards Russia. Despite their potential for having a highly disruptive impact on EU foreign policy, the EU still lacks a consensus on how to handle bilateral disputes. This paper employs a case-study approach to provide an in-depth analysis of selected disputes and reviews several questions of importance for the coherence of EU policy towards Russia: What kinds of issues are at the centre of bilateral disputes? What strategies do member states adopt to resolve them? Under what circumstances are disputes raised to the EU level? The paper concludes that the scope of 'EU solidarity' in bilateral disputes remains deeply contested and draws on insights from the case studies to propose a set of guidelines for the EU's approach to bilateral disputes.

126. The Estimated Trade Effects of the Euro: Why Are They Below Those From Historical Monetary Unions Among Smaller Countries?

Andy Rose (2000), followed by many others, has used the gravity model of bilateral trade on a large data set to estimate the trade effects of monetary unions among small countries. The finding has been large estimates: Trade among members seems to double or triple, that is, to increase by 100-200%. After the advent of EMU in 1999, Micco, Ordoñez and Stein and others used the gravity model on a much smaller data set to estimate the effects of the euro on trade among its members. The estimates tend to be statistically significant, but far smaller in magnitude: on the order of 10-20% during the first four years. What explains the discrepancy? This paper seeks to address two questions. First, do the effects on intra-euroland trade that were estimated in the euro's first four years hold up in the second four years? The answer is yes. Second, and more complicated, what is the reason for the big discrepancy vis-à-vis other currency unions? We investigate three prominent possible explanations for the gap between 15% and 200%. First, lags. The euro is still very young. Second, size. The European countries are much bigger on average than most of those who had formed currency unions in the past. Third, endogeneity of the decision to adopt an institutional currency link. Perhaps the high correlations estimated in earlier studies were spurious, an artifact of reverse causality. We test the hypotheses regarding lags and size directly; and we address the endogeneity problem by means of a natural experiment involving trade between the CFA countries of Africa and the euro countries of Europe. Contrary to expectations, we find little evidence that any of these factors explains a substantial share of the gap, let alone all of it.

En el presente artículo analizaremos el desenvolvimiento de las relaciones entre la Federación Rusa y los países europeos miembros de la Unión Europea (UE), haciendo hincapié en el análisis de las causas y escenarios que han provocado un auge en el clima de contradicciones y tensiones que se han registrado en los años más recientes. Asimismo, abordaremos el papel y la influencia que han ejercido los estados postsoviéticos europeos (Estados Bálticos, Ucrania, Georgia, Azerbaiyán) dentro del espectro de las relaciones bilaterales de Rusia con la UE, dada su importancia para la estabilidad y seguridad regional. Estos países ocupan un papel muy importante no solamente dentro del espectro de la política comunitaria de vecindad europea, sino también en la dinámica de los vínculos de Bruse¬las con Moscú. También analizaremos el papel que ha desempeñado el gobierno de Estados Unidos (EE.UU.), en el marco de las relaciones de la UE con Rusia, al colocar, tanto a la UE como a Rusia, en una posición de rehenes de los desacuerdos y fricciones mayores que se han suscitado entre Washington y Moscú durante los últimos dos años; expondremos, igualmente, las expectativas que se mantienen con la llegada del presidente Barack Obama a la Casa Blanca. Hasta el año 2008, Rusia se había fortalecido como potencia, fundamentalmente, a causa del aumento de los precios del petróleo, del gas y de recursos naturales, mientras que mantenía invariable su in ISSN tención de recuperar su posición como potencia regional y global, lo cual, incomodaba (e incomoda) a algunos gobiernos europeos, fundamentalmente a los países ex-socialistas. Para este año 2009, se pronostica un crecimiento de apenas un 3% a causa de la crisis mundial, que también los afecta.

Abstract:
The EU and Belarus have arrived at an important but difficult crossroads. After a long freeze, relations between Brussels and Minsk have been thawing over the past year. In September 2008, the Council of the European Union announced its readiness to 'begin to review the restrictive measures against Belarusian leaders and to take positive and concrete measures that may lead to a gradual engagement, including via a meeting between the European Union troika and the Belarusian Minister for Foreign Affairs'. A month later, on 13 October, the Council decided to restore political dialogue with the Belarusian authorities and to suspend travel restrictions against leading Belarusian officials for a period of six months. The package of restrictive measures imposed on Belarus in 2006 was extended for one year. Since October 2008, three Troika meetings between the EU and Belarus have taken place. They were complemented by a visit to Minsk by EU High Representative Javier Solana in February, and a visit by EU Commissioner for External Relations and European Neighbourhood Policy Benita Ferrero-Waldner in June. Mean- while, the European Commission and the Belarusian govern-ment held consultations and began technical cooperation in the fields of energy, transport, phytosanitary regulations and agriculture at the beginning of 2009. In May 2009, Belarus was included in the multilateral dimension of the Eastern Partner- ship. The EU and Belarus launched a dialogue on human rights issues in June 2009.

European foreign policy in the Middle East and North Africa (MENA) is a highly fragmented construction. Since the mid-1990s the EU's policies with Maghreb and Mashreq countries have been pursued under the rubric of the Euro-Mediterranean Partnership (EMP), the European Neighbourhood Policy (ENP) and now the Mediterranean Union. This plethora of highly institutionalised initiatives has been developed with negligible linkage to policy in the rest of the Middle East. Relations with the Gulf Cooperation Council remain low key and strikingly disconnected from the EMP. Contrary to its rhetorical emphasis on supporting regional integration around the world, the EU has failed to build its strategy towards Iran and Iraq into a regional security framework. Even more reproachable, given its credibility and influence in the economic sphere has been the EU's inability to foster regional economic integration between the Mediterranean and the Gulf.
