Abstract:
Among the most important developments in international affairs of the past decade is the emergence of Turkey as a rising regional and global power. Turkey has long been an important country as a stalwart member of the North Atlantic Treaty Organization (NATO), an aspirant to European Union (EU) membership, and an important link between the West and the East. Yet the changes in Turkey over the past decade have been so dramatic—with far-reaching political and economic reforms, significant social reforms, and an active foreign policy—that the country is virtually unrecognizable to longtime Turkey watchers. Today Turkey is more democratic, prosperous, and politically influential than it was five, ten, and fifteen years ago.

The return of Vladimir Putin as Russia's president and the probable end of Dmitri Medvedev's modernization project will increase the alienation within German-Russian relations. Germany's modernization partnership with Russia has produced limited results because the two sides have different views on the cooperation. While the German side wants to develop common projects of good practice which will modernize the Russian economy and politics, the Russian side is interested in technology transfer. The interest in and knowledge of Russia among German decision-makers is decreasing. Germany lacks vision and concepts on how to influence developments in Russia. This is also due to the resistance of the current Russian elite towards implementing political reforms. As a result, Russia is losing its most important advocate in the EU (also regarding energy policy). This will have a negative impact on EU-Russia relations because the EU lacks leadership on Russia. Ongoing changes in Russian society, which challenge the Putin system, will present an opportunity to find new allies in Russia for cooperation and modernization, which may increase Germany's interest in its large neighbour. But this will call for a more balanced approach between the Russian elites and society in Germany's Russia policy.

Abstract:
The image of India as an emerging power is widely held, but there is equal reason to see the European Union as an emerging power, too, even at the risk of raising eyebrows. Like India, the EU seeks to become a global political player on top of being a great economic power. As the global power dynamic shifts, both are trying to define their roles in an emerging multipolar world. The question arises whether closer cooperation can help the EU and India to achieve their ambitions. Though they have committed to a strategic partnership, in its present state the EU-India relationship has been likened to a “loveless arranged marriage.” With each increasingly absorbed by domestic problems, the prospects for closer ties are fading, notwithstanding the opportunities that would be lost.

The Arctic ice is melting. If current trends continue, there will be dramatic changes in the region, with far-reaching implications. At the same time, the receding ice opens the region to economic development, including through the exploitation of previously inaccessible hydrocarbons and minerals. In September 2011, both the Northern Sea Route (along Russia's north coast, formerly known as the Northeast Passage) and the Northwest Passage (along the northern coasts of Alaska and Canada) were open for some time, potentially creating shorter shipping routes between Asia, Europe and North America. Increased human activity in the sparsely populated and in hospitable Arctic requires new initiatives to achieve safety and security for the region's environment and its inhabitants and visitors.

96. First Joint Russian-U.S. report on Cyber Conflict

In the spirit of the reset of relations between Moscow and Washington, Russian and U.S. security and cyber experts undertook to model new cooperative behavior for dealing with the most challenging security topic of our age: cybersecurity. Until now, the conventional wisdom has been that setting the “rules of the road” for cyber conflict would be both tedious and extraordinarily difficult. In this first effort, the joint team demonstrated that progress can be and is being made. This paper presents five joint recommendations that are immediately actionable and, if implemented, would be effective in preserving key humanitarian principles of the Laws of War. The progress demonstrated here can serve as a catalyst for further progress to achieve that goal. This joint paper presents the consensus findings of the Russian and U.S. experts on the Rendering of the Geneva and Hague Conventions in Cyberspace. The work is a product of a Track 2 bilateral program that seeks to open dialogue, build sustainable trust and have a positive impact in the most difficult, most critical areas for international security. In recent history, Russia and the United States have had an outsized influence on international issues. When these two countries can agree on a common approach to any particular problem, other countries are prone to listen seriously. For that reason, top experts from Russia and the United States agreed to tackle the problem of cybersecurity together. The hope is that other countries will join in this process.

In the area of security, the Czech Republic and the U.S. should build closer cooperation around President Obama's Prague Agenda, NATO Ballistic Missile Defence project and in the field of post-conflict reconstruction while working together to mitigate obstacles to constructive NATO-EU relations. In economic relations, they should enhance cooperation taking full advantage of the Strategic Dialogue framework both in terms of discussing global and transatlantic trade issues, and in boosting bilateral commerce. Regarding values, they should cooperate more on democratic transition in Eastern Europe, including through the framework of Eastern Partnership in which the U.S. should become involved.

Abstract:
The Korean Peninsula, despite its size, is one of the most critical areas of the world. A land that bears a bitter legacy of the Cold War, and that is still heavily militarized, Korea shows a striking contrast from North to South. These two opposite political systems cohabit under a fragile peace that could be broken at any moment. This has led to a massive military development and the deployment of a wide array of troops on both sides. The future of North Korea is crucial for the entire region and could affect the EU's economy as well. Many issues remain to be solved in order to achieve a durable peace in the region or, at the very least, to avoid the resumption of war. The European Union could play a role in this unfolding crisis in a manner that could also help its ailing economy.

Abstract:
Cooperation between the EU and Russia in the field of energy efficiency has come under the spotlight in the past two years. In Europe and Russia alike, enthusiasm and expectations are rising that energy efficiency will become an area for successful cooperation including the EU-Russia Partnership for Modernization and other frameworks for cooperation. Yet, the practicalities of that cooperation can still be characterized as being in the "pilot phase". This has become apparent in most of the interviews conducted during this study. Despite the enthusiasm, there is a noticeable and recurring feeling of uncertainty over how the cooperation might turn out in practice and whether the declared goals and intentions will be matched by material results. At the same time, the view that was also commonly expressed was that the actors involved in the cooperation activities were ready and willing to steer cooperation forwards onto a more project-oriented footing, not focusing on merely talking and exchanging views and experiences.
