1. EU Autonomy, the Brussels Effect, and the Rise of Global Economic Protectionism

Abstract:
The Brussels Effect, once emblematic of the EU’s alleged influence in shaping global regulations, has now become a factor contributing to global regulatory fragmentation. The EU must recalibrate its trajectory towards a liberal and rules-based trading order, prioritising widespread regulatory liberalisation to counteract the risks of global protectionism and regulatory spirals. A holistic approach, both internally and globally, is crucial to prevent regulatory and subsidy spirals on a global scale. This recalibration is essential to keep global markets open and enhance the EU’s own economic and technological competitiveness. In response to the 2008 financial crises, the EU underwent a shift in its approach to global trade, transitioning towards Strategic Autonomy. However, this gradual move away from a liberal global trade order has led to increased regulatory burdens and regulatory fragmentation, impacting businesses within and beyond the EU. The Brussels Effect, as denoted in this paper, highlights the EU’s signalling effect on other governments in considering and implementing regulations. This effect has contributed to increased trade restrictiveness and regulatory fragmentation globally. The EU’s insistence on “autonomy” and “European values” not only empowers others to follow suit, contributing to the rise in global protectionism, but also contradicts the EU’s historical support for open trade principles and its commitment to a highly competitive social market economy. A wealth of EU regulatory data reveals a stagnation and, in many cases, a regression in regulatory cooperation within the Single Market. This is evident from rising trade restrictiveness and a tendency towards increased legal fragmentation instead of convergence across the EU. The evolving regulatory acquis of the EU, coupled with insufficient cooperation and stalled trade agreements, poses risks beyond its borders. The EU’s paradigm shift towards autonomy contributes to global regulatory spirals and protectionist measures, particularly evident in services trade. Despite the EU’s historical commitment to harmonisation and liberalisation, many sectors, such as transport and logistics, telecoms, and digital services, have witnessed the imposition of new laws and rules that hinder trade. With the EU’s share of global GDP expected to decrease to 9% by 2050, there is a critical need for EU governments to enhance its regulatory capabilities and foster innovation. To wield influence in global economic diplomacy, EU policymakers must prioritise policies that unleash the collective ingenuity of individuals and businesses that help to maintain high levels of productivity, competitiveness, and prosperity.

Abstract:
The digital transformation of the global economy and society has accelerated after the Covid-19 pandemic. The European Union (EU), compared to China and the United States, is losing its capacity for innovation and control over data and fundamental raw materials and could even lose ground in the regulatory power it has in the digital realm. This paper pays special attention to the situation and progress toward a new European policy to achieve digital strategic autonomy. It also briefly outlines the Recovery Plan for Europe as a possible incentive for its promotion. Both descriptive and analytical methods were employed to gather the data from secondary sources and provide reliable research results. The major findings of this article are that strategic autonomy is an imperative requirement for sustaining and encouraging European integration, forcing the EU to advance faster toward developing critical digital technologies. There is also an urgent need to secure critical parts of supply chains and data protection, intellectual property, and defense against disinformation. Finally, the European Union must improve its resilience to face new crises and lead the digitalization of its economy.

Abstract:
The EU is determined to maintain the transatlantic bond, while Russia tends to interpret the EU’s strategic autonomy precisely as autonomy from the US. The Western unity effort is significantly strengthened by the poor state of the EU’s relations with Russia. Russia is ready to pay lip service to the idea of a more capable EU, but instead it sees opportunities in areas where bilateral cooperation with member states is possible. The EU-wide consensus is doomed to remain critical vis-à-vis Russia for the foreseeable future. The EU will increasingly focus on gaining autonomy from Russia, primarily in the energy field and in terms of hard security deterrence. The EU-Russia geopolitical tension, centred on the common neighbourhood, is long-term and might cause as yet unseen damage to the relationship if it is not handled carefully.

Abstract:
The relief in Europe following Joe Biden’s election has been tempered by uncertainty as to how the new administration might approach transatlantic relations. This paper lays out three paths that the US could take. The benign neglect model assumes that Washington will be consumed by domestic challenges and competition with Beijing, de facto downgrading Europe as a priority. In the primacy model, the US sees its leadership as indispensable for sustaining the international order and battling authoritarianism. The US would expect Europe to follow its lead, while old reservations about European strategic autonomy would resurface. The major reform model would see a humbler US foreign policy, understanding that it cannot repair the fragile international liberal order alone. Supporting European strategic autonomy would be key in devising a new transatlantic division of labor. Domestic challenges and ingrained policy habits mean that the US will likely gravitate toward neglect or primacy in its dealings with Europe. A major reform of the transatlantic relationship, while desirable, would require significant political will and investment on both sides of the Atlantic.

Abstract:
The EU is caught up in a debate over whether to increase its autonomy with regard to the wider world. International developments and crises of recent years have raised the question of whether Europeans should be more capable of managing the risks stemming from their exposure to global trade and possible over-reliance on allies for their security. This report analyses how the pursuit of strategic autonomy transforms EU policies in the field of security, diplomacy, trade, and technology. The report makes recommendations on how the EU can advance strategic autonomy, while striking a balance between protectionist tendencies and the need to stay open to international engagement and cooperation. Instead of focusing on the divisive question of strategic autonomy from others, member states should pay attention to more constructive approaches and concrete actions to strengthen strategic autonomy. In each of the policy fields, the right mix of protection of European assets, provision of the economic and political basis, and the projection of European interests and values abroad will be vital.

7. The Digital Markets Act (DMA): Between European autonomy and transatlantic cooperation

Abstract:
Greece is seeking to unleash innovation and digitalization to stabilize its economy in the aftermath of the economic crisis and to recover from the pandemic. Greece is closely monitoring EU regulatory developments on digital affairs and adjusting its legislation accordingly. The proposed Digital Markets Act (DMA) is aligned behind the broader EU strategy of increasing European digital autonomy, an objective also endorsed by Greece. The DMA-related concerns of politicians, experts, representatives of the business sector and start-uppers are important and multifaceted, and ought to be taken into account in Europe (and Greece), especially with regard to the question of the DMA’s allegedly negative impact on innovation. It is in the interest of the EU (and Greece) to strike a balance between the emphasis on regulation and ‘gatekeepers’ on the one hand, and the need for enterprises and start-ups to benefit from services provided by digital giants (often for free) on the other. Combining the above with the pursuit of European digital autonomy is a demanding task. Although the DMA does not directly impact on Greek companies, the country is hoping for a smooth evolution in transatlantic relations during the Biden Presidency, both generally and in technological affairs. Greek start-ups envisage a boost in their US presence. The DMA proposal is inevitably complex; more time may be required for some EU member-states, including Greece, to actively join the debate.

Abstract:
How can EU regions with legislative powers amplify their presence through the RLEG initiative and play a stronger role in EU decion-making? Made up of 16 regions with legislative powers, the RLEG initiative aims to contribute to and improve the functioning of EU multilevel governance systems. The joint initiative also aims to bring citizens closer to the EU, such that a stronger ‘line of sight’ is generated between them and the EU’s multilevel governance system. This requires that the role of regions with legislative powers is better acknowledged by key partners. However, that recognition is not currently present, which directly impacts the role RLEG can play in EU decision-making. This report recommends that RLEG improves the positioning of their agenda for greater coherence and visibility so as to foster improved dialogue with decision-makers.

Abstract:
This study problematizes the Sikh’s demand for Khalistan, a separate country of their own. To begin with, they demanded a greater degree of political autonomy within the domains of India. During the colonial period the Sikhs supported the Indian National Congress’s demand for the division of Punjab and inclusion of the East Punjab into Bharat. But soon after the creation of Bharat(India), `the Sikhs realized that they were betrayed and they started to vow for more autonomy. Initially, they felt that PEPSU was a step towards their aspirations but later they felt that they had missed the train and moved for Punjabi Province. After much deliberation and delaying tactics, finally the Punjab emerged on the Indian Territory in the form that always proved a nightmare for the Sikh community.

La Defensa no ha sido prioritaria paralas políticas comunitarias, aunqueen los últimos años se hatomado conciencia de la necesidad de impulsarla, con una atención especial al desarrollo industrial. En 2013 se produce un hito significativo cuando el Consejo decide debatir,de forma monográfica,el futuro de la seguridad y defensa. Hasta entonces el Consejo primaba las ópticas nacionales y la Comisión actuabahacia la industria,fundamentalmente como regulador para extenderlas reglas de mercado único alámbitode defensa.La crisis de Libia de 2011 mostróla necesidad de disponer de autonomía estratégica. La crisis se produce en un momento de caída generalizada de los presupuestos de defensa que dificultabaabordar grandes programas de forma individual por las naciones. Cobra valor la necesidad de disponer de una base industrial competitiva que respalde las operaciones autónomassin dependencias externas.Eneste marco se promulga la Estrategia Global de2016,de la que derivan la aplicación a defensa de la iniciativa PESCOy el Plan Europeo de Defensa, en el que se incluye un fondo dirigidoa incentivar la cooperación industrial.La dotación del fondo entre2021 –2026 se ha rebajado, pero se ha mantenido a pesar de las presiones por reducirlo a niveles mínimos o incluso suprimirlo.Las iniciativas de los últimos años para propiciar la cooperación en defensa, con especial atención al componente industrial, están en marcha y será difícil volver atrás,aunque los europeos estén inmersos en el dilema entre proteccionismo y cooperación, y en el debate sobre el papel de la Unión en el escenario global.La crisis COVID 19 ha desviado la atenciónhacia otras políticas, pero no ha relegado la actuación en defensa. El futuro presenta un escenario de mayor inestabilidad, y mayor competencia entre grandes potencias en el que Europa no presenta una voz única. En esas condiciones se enfrenta a la necesidad de decidir entre disponer de capacidades adecuadas a sus objetivos políticos o mantener los modelos actuales.Si el objetivo es contar con autonomía suficiente para abordar acciones independientes, el desarrollo de una política industrial de defensa resultará un elementobásico y estará condicionado por las visiones de los estados, el esfuerzo presupuestario, y lacoordinación entre oferta ydemanda.
