Abstract:
Past pessimism about the solidity and survivability of the Alliance turned out to be misplaced, but assumptions about some of its fundamental tenets were not always correct. Doomsayers have been proven wrong. Internal tensions and external challenges have never brought the Alliance to a breaking point. After 75 years of existence, NATO appears to be a historical anomaly. A few lessons to ensure its longevity stem from this retrospective. NATO would be wise to stick with its core mission: deterrence and defense against an armed attack. Attempts to alter the rules and procedures of the Alliance risk endangering its foundations.

China’s global outreach and the War in Ukraine have pushed U.S. allies in Asia and Europe closer in recent years. Professor Tomonori Yoshizaki of Tokyo University of Foreign Studies (TUFS), former Vice President of the National Institute for Defense Studies (NIDS) of the Japanese Ministry of Defense, will help us understand the motivations behind the developing ties between Japan and NATO. He will explore the prospects of their cooperation in the Indo-Pacific and beyond and conclude by offering implications for the U.S.-Japan alliance.

3. The new NATO Force Model: ready for launch?

NATO Allies are in the process of a dramatic change to the Alliance’s force structure, which will see the NATO Response Force (NRF) replaced with a threetiered structure of Allied forces, to include an Allied Reaction Force (ARF), all of which is designed to better defend and deter. This new NATO Force Model faces a variety of challenges, from whether Allies will have suffi cient forces at appropriate readiness levels to fulfi l their own objectives to whether SACEUR will still have the authority to “alert, stage and prepare” Allied forces as a crisis emerges, through whether and how the Alliance’s command structure now needs a re-examination as well. To avoid the potential pitfalls and ensure the Alliance fulfi ls its own vision, NATO and its member nations ought to consider an array of mitigating steps, such as using snap exercises and inspection visits to ensure forces are indeed manned, trained and equipped, and emphasizing mass and capacity in Allied acquisition plans and capability targets.

4. NATO Summits: Looking ahead from Washington to The Hague

The July 2024 NATO Summit in Washington DC confirmed that the Alliance is ‘back to the future’. Upon its 75th anniversary NATO took important decisions to further strengthen its political-military power in response to a variety of security challenges, in particular to the threat posed by Russia. Increased defence spending is starting to deliver results in improving the military capabilities of European Allies. NATO’s partnerships with the EU and with countries in the Pacific have been reinforced. Yet, dark clouds are hanging above the Alliance on its way from Washington to its next Summit in The Hague (June 2025). First and foremost, the US presidential elections on 5 November cast a shadow over the transatlantic cooperation, or even worse, may result in a category 5 hurricane for NATO if Donald Trump re-enters the White House. American military support for Ukraine could stop completely, increasing the pressure on European Allies to do more, or to end their ‘whatever it takes’ rhetoric. To ensure the US contribution to NATO, European Allies will need to step up their defence efforts, even under Democratic President Kamala Harris. The American focus on the Indo-Pacific/China is raising questions about the European role and contribution to the Alliance as well as to the Asia-Pacific region. This policy brief will address these major issues for the Alliance on the road from Washington to The Hague.

Abstract:
NATO heads of state and government will meet in Washington on July 11, 2024 to mark the Alliance’s 75th anniversary. Not only will the leaders have to elect a new secretary-general, the anniversary will take place in the midst of an explosive global situation. As the war in Ukraine continues, the prospect of a second presidential term for ­Donald Trump also worries the Alliance. In order to strengthen NATO’s ability to defend its members in this time of multiple crises, leaders need to advance seven specific topics. Making headway on these could make the summit historic.

Abstract:
Finland’s entry into NATO marked admission to a nuclear alliance. The aim of this report is to provide an overview of the structure and trends of the international nuclear order, the basics of NATO’s nuclear deterrence and its implementation, and decision-making related to the alliance’s nuclear weapons policy. The study will also assess how Finland can participate in NATO’s nuclear deterrence policy if it so wishes and what effects NATO membership will have on Finland’s arms control policy. Nuclear deterrence constitutes one part of NATO’s deterrence mix, and the alliance views nuclear weapons as the supreme guarantee of its security. U.S. nuclear weapons form the backbone of NATO’s nuclear deterrence, and a small proportion of its nuclear weapons are stationed in allied countries. According to NATO’s statements, the purpose of its nuclear deterrence is to preserve peace, prevent coercion and deter military aggression. NATO has not made any major changes in its nuclear weapons policy in recent years. The key outlines of NATO’s nuclear weapons policy are decided at NATO summits. The alliance has its own senior body for discussion on nuclear weapons: the Nuclear Planning Group. Non-nuclear allies such as Finland have several opportunities to influence and participate in the alliance’s nuclear weapons policy. Importantly, as a member of NATO, Finland can continue its active arms control efforts.

7. Grand strategy: Alliances

Abstract:
Alliances are usually temporary arrangements among states to counter—or “balance” against—a specific common threat. The United States’ Cold War alliances, by contrast, have become seemingly permanent. States tend to balance power when they face a major threat. Bandwagoning, by contrast, is a particularly poor option for states with the capability to put up a fight. When threatened, states tend to join forces in alliances rather than surrender their national survival to the whims of a more powerful aggressor. Alliances, however, entail costs and risks. These include the dangers of being drawn into war through entanglement and entrapment, the deleterious effect on deterrence by allies that neglect their defense by “free-riding,” and the moral hazard produced by enabling allies to act like “reckless drivers.” Over time, the United States has shifted from a deep skepticism of “entangling alliances” to a global network of security dependents that are treated as an end in themselves, rather than a means to an end. This posture has left the United States overextended, while encouraging allies to neglect their own capabilities and preparedness. The United States can and should significantly reduce its alliance commitments, particularly in Europe and the Middle East, where threats to the U.S. are remote and local powers can balance adversaries. In Asia, the United States should act as a backstop to the regional balance of power rather than a vanguard.

While a third year of full-scale war rages in Europe, they will need to guard the tone of their celebrations. But it would be remiss of the Allies not to recognise the importance and success of their organisation. NATO remains the essential transatlantic forum. It has had huge positive impact on security in Europe and elsewhere, built shared understanding and purpose among a growing number of members, and successfully adapted to decades of changing circumstances. There is much to applaud. But there is also work to be done. The summit’s main business will concern Ukraine, defence and deterrence, and burden-sharing. While there are unlikely to be big announcements, the summit should play a significant role in ensuring that the decisions taken in Madrid in 2022, and Vilnius in 2023 are properly implemented. This series of briefs examines some of the key issues for the Washington Summit. In the first brief of the series, Henrik Larsen looks at the additional steps NATO might take in Washington to help Ukraine defeat Russia’s aggression. There is seemingly no common appetite to advance Ukraine’s membership status, but the Alliance is likely to take a new role in coordinating the delivery of lethal aid. It may also agree an initiative to secure more stable longer-term financing of military assistance. Even so, it is hard to see that NATO’s support and solidarity represent a genuine commitment to Ukraine’s future security.

One of the more surprising consequences of Russia’s full-scale invasion of Ukraine was Finland’s accession to NATO in April 2023 (and Sweden’s in March 2024). In the fourth brief of the series, Iro Särkkä looks at Finland’s integration into the Alliance. Over the past year, Finland has found that its initial resistance to changing any aspect of its fiercely independent defence model is not sustainable in the face of the needs of NATO’s collective defence. As it integrates more closely, it has an opportunity to carve out a role as a champion of Nordic-Baltic interests.

These operational plans, adopted at the Vilnius Summit in 2023, are also intended to be a key driver of NATO’s capability planning process. NATO has revealed little about the implementation of the plans in the past year. But it is clear that serious capability gaps need to be addressed if the Alliance’s deterrence and defence posture on the north-east flank and elsewhere is to be credible.
