Abstract:
In addition to national gender policies, African governments and non-state actors engage with the African Union and United Nations to negotiate and draft international agreements on gender equality issues. This DIIS Working Paper explores the priorities, contestations and gaps in the African Union’s gender governance; the status of and priorities in gender-responsive governance at country level; and African priorities in global gender policy spaces. This study discusses those linkages between different levels while focusing on nine countries: Burkina Faso, Egypt, Ethiopia, Ghana, Kenya, Somalia, South Africa, South Sudan and Uganda. Taking Danish development co-operation priorities as a point of departure, these countries provide perspectives from very diverse economic and security contexts.

Abstract:
The European Union’s (EU) development policy is a broad field of activity that has undergone multiple significant modifications in both its definitions and its goals. The external relations of the European Union have long included development policy, resulting in an asymmetrical relationship with Africa. Since the turn of the century, the scope of the EU-Africa relationship has expanded to cover new challenges including climate change, terrorism, trade liberalization, and migration. EU development policies reveal a long-term shift in EU development priorities away from fundamental development goals and toward a wider array of ambitions, actors, and methodologies. Identifying and prioritizing the International Organizations on which it and its member states should best focus their diplomatic and political capital is a challenge. Given the political clout and relevance of the African Continental Free Trade Area (AfCFTA) for the continent’s economic development, the EU can concentrate its efforts on encouraging its implementation by deepening its Economic Partnership Agreements (EPAs). Working together to strengthen multilateralism and support the implementation of the European Green Deal and the AfCFTA form the axis of a new articulated African agency.

Abstract:
The EU and Africa’s African Union held their sixth summit on 17-18 February 2022: a week later Russia invaded the Ukraine. In the short-term, European focus shifted from Africa but increasingly EU officials and member states are looking towards Africa. The EU seeks to step up cooperation with some African countries to help replace imports of Russian natural gas and reduce dependence on Moscow by almost two-thirds in 2022. The EU has also revised its list of critical minerals, which it is members seek to guarantee supply chains. This article assesses the evolution of EU-Africa relations, particularly since December 2007 with the launch of the Joint Africa-EU Strategy. The EU’s Africa focus is increasingly more strategic, and coherent, this is still not the case for Africa whose common interests towards Europe remain fragmented although the launch of the continental African Free Continental Trade Area (AfCTA) is a positive development. Looking forward it will be reinvigorated trade and investment that needs to become the heart of Africa-EU relations if this partnership is to prosper – not security, aid and countermigration that has framed past EU focus.

5. A Comparative Analysis of Human Rights Protection in European Union and African Union Countries: An fsQCA Approach

Abstract:
This study contributes to the human rights protection literature by using Fuzzy-set Qualitative Comparative Analysis (fsQCA) in the analysis of 76 cases composed of European Union and African Union countries. Results indicate that the ratification of treaties, establishment of human rights institutions, and high GDP per capita in the absence of rule of law, play crucial roles in the high rate of protection of human rights in Europe. In Africa, however, the low GDP per capita and absence of rule of law significantly weaken human rights protection. The analysis reveals that the establishment of human rights institutions is essential to protect human rights in Europe, while high GDP per capita and rule of law are paramount to improving human rights protection in Africa in relation to any institutional configuration, approach, or policy.

Abstract:
Ayear and a half after the new Strategy with Africa proposed by the European Commission was made public, the new partnership between the two continents is still being defined. The impact of the Covid-19 pandemic with Africa’s first economic recession in 25 years and a sharp rise in poverty and debt has created new challenges for the two continents’ agenda, highlighting new gaps to address on the way forward. With the European Union-African Union summit scheduled for February 2022, the definition of the new partnership is once again gathering momentum, while both sides are still trying to define common positions. Will these two “natural partners” be able to tackle the most urgent challenges and turn them into opportunities for collaboration and engagement? What are the priority issues, and which ones are potentially most divisive?

Abstract:
When the October 2020 summit between the European Union (EU) and the African Union (AU) was postponed, leaders blamed the pandemic. Yet, there was a sense that the issue went deeper. Both sides still resent the other’s handling of what Europeans refer to as the “migration crisis” of 2015. AU officials complain about the EU’s divide-and-rule approach to managing migration, while their European counterparts allege that AU officials encouraged African states to leverage migration flows to extort cash. Yet migration remains an area where the EU and AU policy agendas are in fact broadly aligned, on paper and in political rhetoric at least. The AU has adopted a free movement protocol and is looking at mobility to strengthen the continental labour market and promote intra-African capital flows. The EU has lent its support to the project, keen to build bridges with Africa on a traditionally divisive issue.

8. Weapons Compass: Mapping Illicit Small Arms Flows in Africa

Abstract:
In the first-ever continental analysis of illicit arms flows in Africa, the African Union Commission and the Small Arms Survey identify the scale, availability, characteristics, and supply patterns of illicit small arms in Africa. The African Union (AU) Master Roadmap of Practical Steps to Silence the Guns in Africa by Year 2020 was adopted in January 2017 and sets out practical steps to address the underlying drivers of conflict as well as the tools and enablers of violence. Preventing the illicit flows of weapons within Africa, including to conflict zones, is a vital component of the AU Roadmap, and this report aims to provide AU member states with a synthesis of relevant information on the topic. Weapons Compass: Mapping Illicit Small Arms Flows in Africa finds that cross-border trafficking by land is the most prominent type of illicit arms flow affecting countries on the continent. The weapons trafficked comprise both those sourced from within the continent—such as legacy weapons recycled from earlier conflicts and weapons diverted from national stockpiles—as well as arms sourced from other parts of the world, including embargo-breaking transfers from the Middle East and Eastern Europe. The report provides practical recommendations for AU member states to tackle illicit arms flows by noting specific assessments that can be generated to fill knowledge gaps; practical guidance and tools to develop; and ways in which to support and coordinate the implementation of those recommended actions.

The arrival of a new leadership team in Brussels provides an opportunity for Europe to reinvigorate its role as a global development power and to build a true partnership with its continental neighbour, Africa. These tasks have never been more urgent. With only 10 years to go, the world is far from achieving the Sustainable Development Goals (SDGs) by 2030. A confluence of well-documented global trends, including accelerating climate change, declining multilateralism, and the erosion of democratic norms, is only increasing the challenge.

From 26 to 27 October 2016, the African Union (AU), in collaboration with the Government of the Arab Republic of Egypt, hosted the 7th AU High-level Retreat of Special Envoys and Mediators on the Promotion of Peace, Security and Stability in Sharm El Sheikh, Egypt (Sharm El Sheikh Retreat). Co-organised by the African Centre for the Constructive Resolution of Disputes (ACCORD), and the Cairo Center for Conflict Resolution and Peacekeeping in Africa (CCCPA), the retreat brought together a range of senior representatives from the AU Commission (AUC), including the Commissioner for Peace and Security, Special Envoys, Special Representatives and distinguished mediators. Also in attendance were senior representatives of the continent’s regional economic communities (RECs) and regional mechanisms (RMs), as well as eminent officials from the United Nations (UN), European Union (EU), League of Arab States (LAS) and civil society organisations (CSOs).
