Abstract:
The Greek Diaspora Fellowship Program is funded by a grant from the Stavros Niarchos Foundation, and implemented by Institute of International Education (IIE) in collaboration with the Fulbright Foundation in Greece. With this grant, IIE supported 49 fellowships in 2016-2017 that created collaborative, mutually beneficial engagements between Greek institutions and North American academics.

913. K-pop Fans’ Reaction Videos and Their Implications for Korean Language Learning

Abstract:
As social media platforms such as YouTube have become important access points for Korean popular music (K-pop), international fans have enjoyed recording and sharing their responses to K-pop music videos on social media. In particular, reaction videos have been the most convenient and popular way for many international fans to share their opinions on and reactions to K-pop songs with others. This study aims to investigate the unique characteristics of reaction videos to share K-pop fans’ cultural experiences through YouTube videos and discuss the potential use of such fans’ learner motivation and learning environment for Korean language education. Four YouTube reaction videos were investigated through thematic analysis and through a discourse analysis informed by interactional sociolinguistics. The findings show how the reaction video creators build a community with other fans by establishing familiarity through agreement, considering the audience, and exchanging information, not only about a specific song, but also about K-pop in general and Korean Wave genres. These creators also demonstrated multiliteracies by expressing their opinions and feelings through facial expressions, visuals, and dance. These creators make their reaction videos regularly, proving their long-term enthusiasm for K-pop and the Korean Wave. This research offers important implications for future Korean language education, which will embrace diverse groups of international learners who actively participate in K-pop fan activities online.

914. From Right to Permission: Asylum, Mediterranean Migrations, and Europe’s War on Smuggling

Abstract:
The European Union (EU) and its member states have sought to curb unauthorized maritime migrant arrivals through a proactive combination of deterrence, intelligence, surveillance, anti-smuggling activities, border enforcement, and policing and readmission collaboration with Turkey, Libya, and Libya’s African neighbors. Through these actions, the right to seek asylum is being de facto transformed into a state-granted permission to seek asylum. Containment policies ensure that one cannot ask for sovereign permission without first paying smugglers. In support of their policies, EU and national authorities widely employ an anti-smuggling discourse that focuses on the ruthlessness of smugglers and the passive victimhood of migrants, including asylum seekers and refugees. This rhetoric aligns itself with what is perceived to be politically palatable, and contributes to preserving a volatile status quo. EU and national policies have failed to curb significantly maritime arrivals. Migrants face worsened conditions on Libyan soil, and death at sea. In recent memory, 2011 was seen as the deadliest year on record for Mediterranean migrations, only to be surpassed first by 2014 and then by 2016. During 2017, at least 3,119 persons died or went missing in the Mediterranean Sea (UNHCR 2017b). Deterrence, containment, and the related war on smuggling prove ineffective, and do not justify such a heavy cost. They quell the outrage cyclically generated by powerful images of Mediterranean carnage, even as they fail to mitigate the carnage itself. European and other liberal-democratic governments can act in more pragmatic, just, and dignified ways, including by attending to migrant agency and to local civic engagements. Provisions for family reunification, refugee resettlement, study visas and temporary protection should be enhanced. More ambitiously, governments need to reverse the very policies that eviscerate the right to seek asylum. Additionally, labor immigration quotas should be set that go beyond attracting skilled “talent” and seasonal workers, to reflect the demands of the job market and of Europe’s ageing societies, while protecting worker rights. Such measures would lessen unauthorized arrivals and the demand for smugglers, ease asylum workloads, and challenge nativist arguments. There is always a political market for effective policies such as these, but until European authorities begin to reject easy resort to tropes of ruthless smuggler criminality, that market will remain disturbingly untapped.

Abstract:
Corporatisation of critical information infrastructure (CII) is rooted in the ‘privatisation wave’ of the 1980s-90s, when the ground was laid for outsourcing public utilities. Despite well-known risks relating to reliability, resilience, and accountability, commitment to efficiency imperatives have driven governments to outsource key public services and infrastructures. A recent illustrative case with enormous implications is the 2017 Swedish ICT scandal, where outsourcing of CII caused major security breaches. With the transfer of the Swedish Transport Agency’s ICT system to IBM and subcontractors, classified data and protected identities were made accessible to non-vetted foreign private employees – sensitive data could thus now be in anyone’s hands. This case clearly demonstrates accountability gaps that can arise in public-private governance of CII.

Abstract:
On 15 October 2018, the Italian Ministry of Defence released its Plurennial Programmatic document (Documento Programmatico Pluriennale, DPP) outlining Italy’s defence expenditure forecasts until 2020.[1] The DPP was eagerly awaited this year, especially in light of the defence cuts announced by the current government, which is already embroiled in a difficult negotiation with the EU over Italy’s increasing budget deficit. Coming at a time when the EU is devoting increased effort and resources to boost its defence cooperation and the US Trump administration is admonishing its European allies for not paying their share to defend Europe through NATO,[2] Italy’s envisioned defence cuts are likely to cause some concern in Brussels and Washington. Ultimately, these may also increase scepticism as to Rome’s reliability as a key European partner in the defence realm.

918. Financing Energy Access in Sub-Saharan Africa

Abstract:
The electrification of Sub-Saharan Africa has traditionally suffered from a lack of adequate investments, given the scarcity of domestic funds and the higher regional risk perceived by foreign investors. And yet, electrification of the continent has accelerated lately, driven by innovative financing instruments that fit the African framework. Such tools as aggregation, securitization and guarantee instruments reduce risk premiums, thus increasing the attractiveness of the sector and making it easier for international institutions to provide back-up funding for private, local and decentralized projects. Critical in this regard has been Africa’s FinTech system, which enables forms of mobile payment and micro-credit access, resulting in innovative business models. Such sets of tools will be then fundamental to maintaining the current trends and, eventually, reach the long-awaited universal access to energy for those in Sub-Saharan Africa. Abstract:
A coalition government that is largely, if not entirely, alien to mainstream party politics has run Italy since June 2018. The coalition is made up of the League, a right-wing anti-immigration party, and the anti-establishment Five Star Movement (Movimento 5 Stelle, M5S), which refuses to categorize itself as either left or right wing. While the two parties did not campaign on a joint agenda, and actually competed in the March 2018 election, a number of important commonalities are present, particularly if one looks at party politics not through the horizontal “left-right” prism but through a vertical “open-closed” one.

Abstract:
On 6 December 2018, Friedrich-Ebert-Stiftung Rome (FES) and Istituto Affari Internazionali (IAI) co-organized the conference “External Borders and Internal Divisions of Europe: Policies and Politics of Migration” to foster debate on European migration and asylum governance by approaching it both as a policy issue and a political question. While the scale of migratory flows is no longer the main problem, countries at the Southern external borders continue facing different policy challenges. The lack of political will and continuing tensions among the member states stand out as the main obstacles blocking substantial policy reform at the European level. This context also provides fertile ground for further polarization of the political debate between the two extreme positions of open versus closed borders, highlighting the need for more balanced and neutral narratives on migration in the run up to the European elections.
