851. Poisoned heritage for the new Commission: The rule of law question

Abstract:
The rule of law issue is not going anywhere anytime soon. The Polish and Hungarian governments will likely remain in power for years. Czech, Croat and some Romanian leaders seem impressed and ready to follow the paths Kaczyński and Orbán have paved. And Italy might not have seen the last of Matteo Salvini. Member states that increasingly question, ignore, or even attack previously agreed-upon policies, political priorities or common principles are becoming a regular occurrence within the Union, one that the new Commission will have to deal with. In this Discussion Paper, György Fóris finds that in an increasingly politicised Union, the design of the current rule of law mechanism is lacking. He argues it cannot function effectively on legal grounds alone as long as the existing Treaty foundations remain ambiguous and the final decision is taken at the political level, where it is the Council and not the Commission that is the decisive player. So the von der Leyen Commission will face a difficult choice: either try to live with all of the formal members of the Union, listening to and mediating between them, while continuing to defend the rules and values that were entrusted to it as the Guardian of the Treaty and thus preserve the EU’s unity. Or, take sides and lead an open political fight against those who seem to weaken the previously agreed interpretation of fundamental European rules and principles. Fóris, however, offers a third option: While not giving up on unity, likeminded and willing EU countries could intensify their level of cooperation, while formally retaining all parties within the framework of a larger (and looser) Community.

852. Examining the Impact of E-Procurement in Ukraine

Abstract:
This paper examines the impact of Ukraine’s ambitious procurement reform on outcomes amongst a set of procurements that used competitive tendering. The ProZorro system placed all of the country’s government procurement online, introduced an auction approach as the default procurement method, and extended transparency. The reform was introduced with a dramatic increase in the proportion of government procurement that was conducted competitively. This paper examines the impact of ProZorro and reform on contracts that were procured competitively both prior to and after the introduction of the new system. It finds some evidence of impact of the new system on increasing the number of bidders, cost savings, and reduced contracting times.

In ancient times, Europe and Asia were connected together by the Silk Road, with Rome and China respectively serving as the two major terminals. The Silk Road was viewed as the main line of trade and business across borders at that time--an early version of economic globalization. In fact, the grand history of the Silk Road and the connection and exchanges between the two countries are well documented by Marco Polo in his Travelogue. Upholding the concept of globalization, China proposed the Belt and Road Initiative (BRI)in which Italy matters a lot. Relatively speaking, among all the countries in the Western Europe, the government and business community in Italy holds a positive stand towards BRI. Even though, it is still undeniable that there is still skepticism and doubt in carrying out relevant projects. Whether we can succeed in exploring more areas and spaces for cooperation and making full advantage of the complementarities between China and Italy, will affect not only the future development of the two countries but also the implementation of the BRI all across Europe.

In recent years, China-UK relationship remains “Golden”. As the first Europe member who joined the Asian Infrastructure Investment Bank (AIIB), Britain is trying to strengthen China-UK cooperation among all the aspects to evolve the “Golden Era”. Since Britain officially triggered Article 50 on March 29, 2016, Britain must find replacement markets in order to overcome the possible economic and political barriers after the Completion of the entire process, which makes China an essential partner in the background. This report offers the discussions and suggestions in the China-UK cooperation under the implementation of two policies – One Belt One Road (OBOR) and Northern Powerhouse. This report also discusses the strategic background, the actual process, the uncertainties for China-UK OBOR collaboration and the potential opportunities.

855. Maximizing the Shared Benefits of Legal Migration Pathways: Lessons from Germany’s Skills Partnerships

Abstract:
The world is experiencing significant demographic shifts. By 2100, Europe’s working-age population will have declined, and sub-Saharan Africa’s working-age population will have greatly increased. Many of these new labor market entrants will seek opportunities in Europe, plugging skill gaps and contributing to economies in their countries of destination. Germany is one country piloting and implementing projects that can help alleviate such demographic pressures and maximize the potential mutual benefits of legal labor migration. We discuss these projects, and highlight differences in their potential impact on development in the country of origin. We recommend that European governments build on, adapt, and pilot-test one of Germany’s approaches, also known as the Global Skill Partnership model: training potential migrants in their countries of origin before migration, along with non-migrants. Ideally, governments should pursue such pilot-tests with those countries that exhibit rising future migration pressure to Europe, particularly in sub-Saharan Africa. 856. Not Enough Maritime Capability: The Challenge of Reinforcing Europe

Abstract:
Russia’s actions in Ukraine in 2014 marked a clear shift in Russian foreign policy, with the Kremlin pursuing a more assertive and aggressive approach to Europe and the West. Russia’s resurgence has meant that the United States again must seriously consider a possible conflict in Europe in its military plans. Central to the defense of NATO allies is a requirement for U.S. reinforcement of Europe, and U.S. reinforcement in turn depends on U.S. maritime shipping, which faces a number of critical challenges. This paper examines the current capability and availability of U.S. shipping to meet U.S. strategic sealift needs. It describes efforts by the United States to modernize and sustain the capacity required for strategic goals, including the reinforcement of Europe, and examines how the United States could leverage allied commercial and sealift capacity to address potential gaps. Finally, the paper identifies recommendations for addressing these challenges. U.S. logistical capabilities that are required to reinforce Europe, including sealift capabilities, have atrophied since 1989. Competing naval requirements make addressing future sealift shortages unlikely to be a top funding priority, while complicated laws hamper quick solutions to filling maritime shortfalls. Until U.S. shipbuilding can fill the gaps, workarounds such as using allied maritime assets to ship U.S. reinforcements must be considered. The requirement to reinforce Europe is too urgent not to consider all alternatives to addressing future shortfalls.

Abstract:
Aspen Central Europe hosted the Network in Prague in January 2019, with participants from Hungary, Poland, Slovakia, and the Czech Republic. Participants emphasized that there should be a focus on mapping where exactly AI can support existing professions, create new ones, but most importantly streamline the education system towards current trends and lifelong learning. It is essential to speed up the adoption of AI in Europe, as well as connect it with major challenges in society, such as tackling climate change or innovating healthcare, where, for example, AI can be explained by its promoters as a way of delivering better services rather than merely introducing a new technology.

Abstract:
The murder earlier this month of journalist Lyra McKee in Northern Ireland on the night before Good Friday illustrates the fragility of peace in a region in which terrorist violence has persisted. In our cover article, Aaron Edwards writes that this was “the latest in a series of incidents that have raised the specter of a surge in terrorist violence in Northern Ireland.” In examining the evolution of the threat from militant groupings on both sides of the sectarian divide, he notes there has been a “blurring of the concepts of terrorism and criminality that challenges orthodox perspectives on the security landscape in Northern Ireland.” Our interview is with Edmund Fitton-Brown, the Coordinator of the ISIL (Daesh)/Al-Qaida/Taliban Monitoring Team at the United Nations. This issue features the concluding article of a two-article series focused on IED and WMD network convergence. The first article, published in our February 2019 issue, warned there was a high risk that profit-minded suppliers within vast, transnational IED networks may expand in the future into WMD proliferation. In the second article, Major Stephen Hummel, Lieutenant Colonel Douglas McNair, Colonel F. John Burpo, and Brigadier General James Bonner examine in greater detail the ways this could happen. Audrey Alexander and Bennett Clifford examine the threat posed by Islamic State-affiliated hackers and hacking groups. Through “analysis of several U.S. prosecutions of Islamic State-affiliated hackers and their networks, proficiencies, and activities,” they argue that “very few of these actors demonstrate advanced hacking or cyberterrorism capabilities.” Caleb Weiss examines the evolution of the threat posed by the Islamic State in Somalia, noting the group, “which is believed to only number in the low hundreds of fighters, appears to have significantly expanded its operations across Somalia, albeit from a relatively low base.” He argues the resulting reignition of tensions with the much larger al-Qa`ida affiliate al-Shabaab means “it is far from clear whether the Islamic State in Somalia will be able to sustain its operational expansion.”

Abstract:
The Easter Sunday attacks in Sri Lanka took the terrorism studies community by surprise because there had been no known history of jihadi violence inside the country and very little to indicate that local groups had the wherewithal to carry out such a large-scale coordinated operation. There is much that remains unclear about the links between the Sri Lankan cell and the Islamic State, but nearly 18 years after 9/11, the suicide bombings were a reminder that clandestine terrorist groups can, at any moment, strike in unexpected places and ways. In our cover article, Amarnath Amarasingam, whose research has focused on both Sri Lanka and global terrorism, outlines what is known about the network that carried out the Easter attacks and situates the attacks in the broader context of evolving intercommunal tensions in the country. Brian Michael Jenkins examines the options for dealing with the significant numbers of Islamic State foreign fighters currently detained in Syria, warning that “endless delay” risks creating a serious threat to international security. Our interview is with Vidhya Ramalingam, the co-founder of Moonshot CVE, a company using technology to disrupt and counter violent extremism globally. Mitchell Silber examines how the terrorist threat against Jews in the West has evolved by examining attacks between 2012 and the present day. He notes that “what may be the most striking findings from this case study analysis are that first, Europe has become the focal point of the jihadi terror threat to Jews in the West and second, the United States has become a new, emerging focal point of the extreme right-wing terror threat to Jews in the West.” Last month, Abu Bakr al-Baghdadi appeared for the first time on camera since the Islamic State heralded its ‘caliphate’ in Mosul’s al-Nuri mosque five years ago. Haroro Ingram, Craig Whiteside, and Charlie Winter explain how the video underlined the group’s strategic transformation with the Islamic State’s leader now portraying himself as “the guerrilla ‘caliph’ of a global insurgency.”

In our cover article, Matt Bryden and Premdeep Bahra trace the evolution of the jihadi terrorist threat in East Africa over the last three decades. They argue that al-Shabaab’s January 2019 attack on the Dusit D2 luxury hotel compound in Nairobi, Kenya, “brought together three strands of al-Shabaab’s organizational DNA: its Somali provenance, its ideological affiliation with al-Qa`ida, and its growing cohort of trained, experienced East African fighters. The successful combination of these traits in a single operation suggests that al-Shabaab’s longstanding ambition to transcend its Somali origins and become a truly regional organization is becoming a reality, representing a new and dangerous phase in the group’s evolution and the threat that it poses to the region.” Our interview is with Catherine De Bolle, the Executive Director of Europol, who previously served as Commissioner General of the Belgian Federal Police between 2012 and 2018. Graham Macklin outlines what is now known about the Christchurch terrorist attacks. He writes: “In the space of 36 minutes on March 15, 2019, it is alleged that Brenton Tarrant, an Australian far-right extremist, fatally shot 51 people in two mosques in Christchurch in the deadliest terrorist attack in New Zealand’s history. What was unique about Tarrant’s attack—at least insofar as extreme-right terrorism is concerned—is that he livestreamed his atrocity on Facebook and in doing so, highlighted the Achilles heel of such platforms when faced with the viral dissemination of extremely violent content.” Joana Cook and Gina Vale provide an updated assessment of the numbers of foreign men, women, and minors who traveled to or were born in the Islamic State, examine the proportion that have returned ‘home,’ and outline the continuing challenges foreign women and minors affiliated with the Islamic State pose to the international community. Robin Simcox assesses the terrorist threat from “frustrated travelers” in Europe by examining the 25 plots (eight of which resulted in attacks) by such individuals since January 2014.
