Abstract:
The manuscript analyzes the current refugee’s crisis in Europe and the situation of the Syrian refugees in Syria’s neighboring countries such as Jordan, Lebanon and Turkey. The presented comparative analysis between the first instance decisions in asylum policies of several European countries is accompanied by additional statistics of the refugee’s influx. Several suggestions related to the necessary measures to be taken in short and long term in order to ensure more sustainable migration patterns are discussed in detail.

Abstract:
The movement has been part of human history; it is and has been integrated inside every human, becoming active as a result of various factors which at a moment are more or less dominant in one’s life. It is like a code written down in everyone’s DNA, making humans unable or better said “hungry” to be free and always look for better. Starting in March 2010, the Arab Spring opened a door for the biggest migration flow in modern history. Such as conflicts were crossing borders from one state to another in the fight for democracy and freedom from regimes, as domino effect migration did the same. Numbers increased every day and during 2015, in time of the Syrian crisis, we were witnessing a major migration flow to Europe since the European colonization and the Transatlantic Slave Trade. Mentioning the theory of push and pull factors as a starting point, although it has been used to explain the everyday movement of people, victims of human trafficking, towards rich countries which at the end become their countries of destination in the labyrinth of exploitation, lured by stories of well-paid jobs and good life, it can also be discussed in the context of migration movements during the 2015 and the beginning of 2016.

Abstract:
US-Russian nuclear arms control has remained deadlocked since the conclusion of the New Strategic Arms Reduction Treaty (New START) in 2010. The absence of progress hasn’t, however, been a major concern in either country. Although the United States could benefit from additional reductions as it considers the wholesale replacement of its strategic delivery vehicles, that interest appears rather marginal. Russia, already in the midst of its own delivery-vehicle replacement program, seems even less interested.

1646. Does EU Regulation Hinder or Stimulate Innovation?

Abstract:
‘Does EU regulation hinder or stimulate innovation’ is a frequently heard query in the EU, but there is little systematic analytical literature on the issue. Fragmented evidence or anecdotes dominate debates among EU regulatory decision-makers and in European business, insofar as there is a genuine debate at all. This text focuses on the multi-faceted, ambiguous and complex relationship between (EU) regulation and innovation in the economy, and discusses the innovation-enhancing potential of certain regulatory approaches as well as factors that tend to reduce incentives to innovate. We adopt an 'ecosystem' approach to both regulation and innovation and study the interactions between the two ecosystems. This general analysis and survey are complemented by seven case studies of EU regulation enabling and disabling innovation, two horizontal and five sectoral ones. The case studies are preceded by a broader contextual analysis of trends in EU regulation over the last three decades. These trends show the significant transformation of the nature as well as improvement of the quality of EU regulation, largely in the deepened internal market, which tend to have a favourable and lasting effect on the rate of innovation in the EU (other things being equal). Our findings include the following: Regulation can at times be a powerful stimulus to innovation. EU regulation matters at all stages of the innovation process. Different types of regulation can be identified in terms of innovation impact: general or horizontal, innovation specific and sector-specific regulation. More prescriptive regulation tends to hamper innovative activity, whereas the more flexible EU regulation is, the better innovation can be stimulated. Lower compliance and red-tape burdens have a positive effect on innovation. We recommend incorporating a specific test on innovation impacts in the ex-ante impact assessment of EU legislation as well as in ex-post evaluation. There is ample potential for fostering innovation by reviewing the EU regulatory acquis.

Abstract:
The rupture between Russia and the West stemming from the 2014 crisis over Ukraine has wide-ranging geopolitical implications. Russia has reverted to its traditional position as a Eurasian power sitting between the East and the West, and it is tilting toward China in the face of political and economic pressure from the United States and Europe. This does not presage a new Sino-Russian bloc, but the epoch of post-communist Russia's integration with the West is over. In the new epoch, Russia will seek to expand and deepen its relations with non-Western nations, focusing on Asia. Western leaders need to take this shift seriously.

Tax dodging is receiving increasing political attention in Europe. From corporate transparency legislation to early reflections on a European wealth tax, European institutions are promoting tax reforms that have the potential to reduce economic inequality in Europe and beyond - if they are well designed and implemented. The need to find financial resources to restore European growth, combined with recent media scandals, have opened up opportunities for progressive reforms to fight tax evasion and tax avoidance which costs the European Union around €1 trillion a year. The European and global political context has never been so favourable, with new European institutions having to deliver on fighting tax havens, harmonizing corporate taxation, improving tax transparency and ensuring greater tax cooperation. This briefing explores some of the solutions for fighting corporate tax avoidance that the European Union shoultad present in 2015, and explains why it is important to adopt them as soon as possible.

Abstract:
After years at the margins of international diplomacy, the Organization for Security and Cooperation in Europe (OSCE) has suddenly regained political relevance because of the Ukraine crisis that began in 2014. The organization turned out to be the most appropriate framework to manage the crisis and prevent further escalation. To continue to play a useful role in resolving this issue and in easing tensions between Russia and the West, the OSCE needs to adjust its way of working and strengthen its toolbox. As the relationship between Russia and the West deteriorated at the end of the 1990s, the OSCE’s role declined. The organization’s arms control regime eroded, its debates on human rights relapsed into ideological confrontation, and its work on promoting economic cooperation never got off the ground. The Ukraine crisis has revived the organization. While political crisis management has been left mainly to a few capitals working with the parties to the conflict, the OSCE’s monitoring mission in Ukraine has become an essential factor of stability. Violence has not stopped, however, and the mission’s work remains hampered by insufficient cooperation from the parties. The OSCE has also assumed an important role in facilitating negotiations on implementing the Minsk agreement, which contains a road map for a political settlement.
