1291. What Post-WWII Schoolchildren Learned about the World

Abstract:
A look at the role of textbooks in shaping worldviews, global literacy, and national pride. The middle of the twentieth century was a watershed period in history for many reasons, with one of the most significant being the rise of mass education systems across the world. As Britain shed its colonies, newly independent countries with influential leaders launched efforts to educate their masses—efforts that had been held back under colonial rule. India and Egypt, under Nehru and Abdel Nasser respectively, began using government schools to strive for social integration and mold their citizens’ worldviews to enlist them in national economic development and modernization. Britain, too, launched a much-needed expansion of its secondary education system and revamped its elementary schools to meet the demands of the postwar baby boom.

Abstract:
When we think of the Holocaust our mind slips inexorably to dismal images of cattle cars stuffed with people, or to gas chambers, crematoria and the cruel irony of the “Arbeit Macht Frei” gate. But of the six million Jews killed during the Holocaust over a million were shot with rifles and other small arms. They were not killed in concentration camps, but were murdered in fields or forests and pitched into mass graves outside villages in Nazi-occupied Eastern Europe. Before Auschwitz, Sobibor or Treblinka, the Holocaust began with bullets. The same is true of most mass atrocities carried out since 1945. From the killing fields of Cambodia to the burnt villages of Darfur, most of the killing was done with rifles and other small arms. It is for this reason that there is an enduring connection between preventing atrocities and confronting the international arms trade. The AK-47, or Kalashnikov, is the most popular weapon in the world today, with an estimated 70 million currently in existence. Numerous countries manufacture local variants of the ubiquitous assault rifle and while a new Chinese-made AK-47 might cost you $500, you can easily purchase one in many former conflict zones for as cheap as $50. When I lived in Johannesburg during the mid-1990s, leftover AK-47s from the civil war in Mozambique were still making their way through the townships and some entrepreneurial gangs were even renting out their AK-47s to other aspiring criminals at an hourly rate.

Abstract:
Since its first incumbency after the 2002 general elections Turkish politics has witnessed considerable changes in the policies of the AKP in economic and political realms. Academics have tried to understand the nature and possible causes of these policy changes mostly focusing on the electoral concerns. This study provides a different dimension to the debate by focusing on the party organization as a possible dynamic preventing / enabling this kind of a policy change. As such, it relates the policy changes of the AKP to the changes in the inner structure of the party organization. This kind of change is tracked through the analysis of the social and political backgrounds of the members of the party's main decision organ-the Central Decision and Administrative Committee.

1294. Aftermath of the Terror Attack on Breitscheid Platz Christmas Market: Germany’s Security Architecture and Parliamentary Inquiries

Abstract:
On December 19th 2016, Anis Amri, a Tunisian citizen, hijacked a truck and crashed into a Christmas market at Breitscheid Platz in Berlin. The Islamic State claimed responsibility for the attack, which resulted in twelve deaths and fifty additional casualties. Amri escaped the crime scene and travelled through Germany, the Netherlands, Belgium, and France to Northern Italy where police officers killed him near Milan three days later. This assault was the first major terrorist event in Germany for decades. Prior to this event, the most recent attacks were the Red Army Faction plots in the 1970s, the Olympics hostage-taking in 1972, and the right-wing motivated attack on Munich’s Oktoberfest in 1980. This attack, in which a vehicle rammed into a crowded Christmas market in the center of Berlin, not only sparked a debate about Berlin’s migration policy at large, but also focused the conversation on specific questions. How could Amri be seeking asylum in Germany despite his criminal record in Italy? How did he operate inside Germany using fourteen different identities? Did he rely on a network of supporters? How did he manage to travel through half of Europe before his life ended? Some political voices called for security-related reforms aimed at improving video surveillance, data exchange, and deportation processes, while others demanded a thorough parliamentary investigation of the plot. This paper will briefly touch upon those parliamentary attempts on state and federal level to explore the plot. It will then revisit federal inquiries into matters related to the security architecture over the past twenty-seven years as well as the coverage of these inquiries in the media. Finally, this study will conclude with some thoughts about whether a federal parliamentary inquiry should have been used to investigate what happened before, during, and after the attack.

Abstract:
This paper provides an overview of the European Phased Adaptive Approach (EPAA) missile defense debate from a Turkish perspective. While Turkey participates in the EPAA by hosting a U.S. early-warning radar in Kurecik, Malatya, its political and military concerns with NATO guarantees have led to the AKP government's quest for a national long-range air and missile defense system. However, Turkish decision makers' insistence on technology transfer shows that the Turkish debate is not adequately informed by the lessons learned from the EPAA, particularly the technical and financial challenges of missile defense.

Abstract:
The following papers were commissioned as part of the Missile Defense, Extended Deterrence, and Nonproliferation in the 21st Century project supported by the Project on Advanced Systems and Concepts for Countering Weapons of Mass Destruction (PASCC). The papers have two general purposes: 1) to create a body of work that provides an overview of the missile defense developments in major regions of the world; and 2) to provide emerging scholars the opportunity to conduct research, publish, and connect with each other. We believe we have succeeded on both counts. The papers written for this project will be valuable for academics and policymakers alike, and will be published and disseminated by the Center for International and Security Studies at Maryland. This element of the project has also been successful in further bringing together a new cadre of experts in the field and developing the next generation of academics and public servants who will benefit from their participation in this project.

Abstract:
This discussion paper analyzes a sample of 2014-2016 Russian-language publications focused on Russia’s security relations with the United States. It characterizes the Russian expert debate at that time as dichotomous in nature, where security policy analysts proposed either coercive or restrained policy approaches in dealing with perceived threats. It assesses similarities and differences of these two perspectives with regard to the nature of Russia’s political-military relationship with the West, as well as past challenges and then-future opportunities in nuclear arms control and strategic stability.

Abstract:
The central objective of this article is to contribute to studies on EU counter-terrorism discourse by bringing the “external dimension” in. To that end, it borrows concepts of the Discourse-Historical Approach and provides an in-depth linguistic examination of the international aspect of the EU’s counter-terrorism discourse. The article identifies good governance and the Arab “Spring” as two central themes of this discourse and illustrates the linguistic means in which the two topics are made “natural” and “normal” by reference to counter-terrorism. The analysis also discusses the political and normative effects of EU discursive construction of counter-terrorism.

Abstract:
In this paper, we argue that Russia’s interference in the 2016 presidential election is just one part of a wide-ranging effort by Moscow to undermine confidence in democracy and the rule of law throughout countries in the West. Russia has engaged in this effort because, in both economic and demographic terms, it is a declining power – the only way it can “enhance” its power is by weakening its perceived adversaries. Because Russia’s aim is to erode the health of Western nations, we argue it is time for America and its allies to employ a comprehensive, non-kinetic response to contain Russia.

Abstract:
On 23 June 2016, the United Kingdom voted by a 52 to 48 margin to leave the European Union. The result of the EU referendum was the latest and most dramatic expression of long-term social changes that have been silently reshaping public opinion, political behavior, and party competition in Britain and Western democracies. In this essay, we consider the underlying social and attitudinal shifts that made “Brexit” and the rise to prominence of the populist, right-wing U.K. Independence Party (UKIP) possible. Finally, we consider what these momentous developments reveal about the state of British politics and society.
