Abstract:
What are we to make of the Withdrawal Agreement and the Political Declaration outlining the future relationship between the EU and the UK? This European Policy Brief explores the current state of the Brexit debate from a Belgian perspective. While the Brexit deal deserves to be welcomed, domestic politics continue to act as a bottleneck. Whether or not the Withdrawal Agreement obtains parliamentary approval, Belgian authorities would do well to stay alert and prepare for multiple potential outcomes.

Abstract:
Western actors have long dominated the political processes and discourses that shape global norms impacting interstate behaviour. Yet, more recently, powerful autocratic regimes such as China and Russia have seemingly challenged democracies, emerging as potential contesters of international norms. What might be the outcome of this contestation? This paper broadly explores this query by investigating Russia’s humanitarian justifications for its Ukrainian incursion. It examines whether Russia’s claim of humanitarian intervention is more than a petty attempt to disguise pure power politics. Is Russia contesting Western understandings of humanitarian interventions in order to reshape our ideas of permissible violations of sovereignty norms to protect vulnerable populations? Using Atlas.ti, we also explore global responses to Russia’s humanitarian claims. Our initial findings indicate that the Ukrainian intervention enabled Russia to contest Responsibility to Protect (R2P) and to champion an alternative version of humanitarian intervention with some limited success.

Abstract:
In the Middle East and North Africa, EU foreign policy has tended to prioritise regime stability over democratisation. Existing research has argued that this could create anti‐European sentiment in the respective populations. However, empirical evidence on the relationship between the EU’s stance towards regime change and citizen attitudes remains rare. Focusing on Morocco and Egypt, this study uses a mixed‐methods approach, combining qualitative case studies with original survey data to examine whether the EU’s divergent responses to the 2011 uprisings in these two countries are mirrored in regime opponents’ support for EU cooperation.

Abstract:
The EU’s Civilian CSDP Compact aims to revitalize an important tool that has been suffering from lack of interest among member states, amid the greater interest in boosting the EU’s defence capabilities instead. Adding scalability and modularity to the Union’s civilian missions should make them more flexible. Expanding the competences of internal security agencies to act externally may increase internal competition over the same resources and lead to overlapping tasks in external action. Despite the momentum for reforming the EU’s key security instruments, there seems to be less interest in reforming the decision-making structures regarding them, which can lead to insufficient coordination and coherence between actors on the ground.

Abstract:
One of the most notable consequences of the end of the Cold War was the diminished role of nuclear weapons in international relations. The world’s primary nuclear weapon powers, the United States and the Russian Federation, made considerable reductions in their nuclear forces. The climax of the process was the New START Treaty signed in 2010. Now, the optimism that characterized the first decades of the post-Cold War era is rapidly evaporating. Geopolitical competition again dominates global and regional security dynamics. Nuclear powers are modernizing their forces and introducing novel systems that may affect strategic stability. At the same time, existing arms control regimes are crumbling. This report takes stock of recent developments in deterrence in general, and nuclear deterrence in particular. Its main ambition is to understand how deterrence has changed in light of certain post-Cold War trends. To this end, the report introduces the basic principles of deterrence. It also explores the nuclear-related policies and capabilities of the four nuclear weapon states most directly involved in European security affairs – Russia, the United States, France, and the United Kingdom. Importantly, the report also analyses the implications of the recent trends in strategic deterrence for Northern Europe. This report is part of a research project conducted by the FIIA entitled ‘New Challenges for Strategic Deterrence in the 21st Century’. The project is part of the implementation of the Government Plan for Analysis, Assessment and Research 2018.

Abstract:
Additive manufacturing (AM) machines are multipurpose manufacturing instruments that rely on the transfer of build-information in a digital form. AM is a rapidly developing technology with a growing range of applications, especially in the aerospace and defence industry. It is also generating concerns about its potential to create ways of weakening or circumventing dual-use and arms export controls. This SIPRI Paper examines (a) the state of the art in AM; (b) its ability to produce military equipment and dual-use items; (c) the application of export controls to AM and their implementation at the national level; and (d) the challenges that implementation and compliance present for governments, companies and research institutes. The conclusions summarize potential options and considerations when expanding controls on AM. This is one of two research papers that address the closely related issues of controlling transfers of software and technology and applying exports controls to AM. Taken together, the papers examine some of the most challenging issues that governments, companies and research institutes in the European Union (EU) and the wider world are facing when they seek to effectively implement dual-use and arms export controls. The papers also address a range of topics that are under active discussion within the multilateral export control regimes and in connection with the recast of the EU Dual-use Regulation. The event provides a platform for prominent global thought leaders sharing the values underpinning SIPRI, its research and other activities. The inaugural SIPRI Lecture was held in May 2018 on the theme ‘Is the world on the road to peace or war?’ in the presence of His Majesty Carl XVI Gustaf and Her Majesty Queen Silvia of Sweden. The lecture honoured HE Dr Hans Blix and his lifelong career of distinguished public service dedicated to peace, disarmament, non-proliferation and conflict resolution and was followed by a distinguished panel discussion.

Abstract:
The Black Sea region is experiencing a changing military balance. The six littoral states (Bulgaria, Georgia, Romania, Russia, Turkey and Ukraine) intensified their efforts to build up their military potential after Russia’s takeover of Crimea and the start of the internationalized civil war in eastern Ukraine in 2014. As a member of the North Atlantic Treaty Organization (NATO), Bulgaria aims to support NATO’s security objectives of increasing military spending, enhancing defence capacities and developing interoperability. Bulgaria contributes to NATO’s military activities in the Black Sea region and regularly hosts and participates in exercises with NATO partners. However, Bulgaria also tries to remain on good terms with Russia by way of bilateral economic and political cooperation.

1170. After the West? A Positive Transatlantic Agenda in a Post-Atlantic Age

The golden age of transatlantic relations is behind us. It is tempting to reduce the reasons for this change down to the personalities of the leaders involved, and particularly to the peculiarities of U.S. President Donald Trump, but such an approach would ignore the deeper trends that have been affecting both the European and American sides for years. The relationship between the United States and Europe does not have the centrality it once had for policymakers on either side, and matters ever less to their publics. Part of the reason for the diminution of the relationship’s importance should be cause for celebration: the main strategic adversary that justified America’s deep commitment to the European continent—the Soviet Union (USSR)—has collapsed. Despite divisions and setbacks, most of Europe is reunited and the past two decades have seen a tremendous expansion of the European Union (EU) and the North Atlantic Treaty Organization (NATO) to new members. The Russian annexation of Crimea and invasion of Donbas have given new impetus to NATO and underscored the willingness of allies to stand together. Setbacks in the rule of law in Poland, Hungary, and Romania, and divisions over the management of the Eurozone and the refugee crisis, should not obscure the tremendous success the last three decades have seen for the transatlantic alliance and European unity. Yet there is much that is sobering in the current diminution of ties and cooperation. Other challenges and threats have emerged to demand attention: terrorism, instability in the Middle East, and the rise of China all present new challenges. The financial crisis and failed foreign interventions have fueled skepticism over the role of the United States on the international stage. Internal divisions in Europe and the euro crises have turned European attention inward even as the past two American presidents have pressed Europeans to do more externally and spend more on their own security. Leaders on both sides have pursued different priorities, occasionally differing in their worldviews. The American withdrawal from the Iranian nuclear agreement (JCPOA) on May 8th has sparked yet another “crisis of transatlantic relations,” but focusing on specific decisions obscures the deeper trends. Successive American presidents have paid but lip service to their European allies in making decisions beyond the transatlantic sphere and examples of potential cooperation on crises such as Libya or Syria have ended in failure.
