- Iraq has a long and complicated history with the United States, and security and military engagements have been the primary driver of the relationship. Iraq’s relations with Russia, on the other hand, have been more transactional and economically-oriented. At a time when there are signs of US disengagement from the Middle East and North Africa while Russian and Chinese activities in the region are increasing, it is useful to trace the past US and Russian strategies in Iraq and assess how the United States could better tailor its strategy toward Iraq in the future in order to achieve durable outcomes that would bring benefits to both sides such as a responsive government, a thriving economy, and security. - We’re in an era when the risks of major-power conflict are growing. The most likely contenders are China, the rising power, and the US, the formerly dominant power that’s now in relative decline. The other worrying contingency is conflict between Russia and US-led NATO. But what about the third possibility: the prospect of China and Russia collaborating to challenge American power? The most dangerous scenario for America would be a grand coalition of China and Russia united not by ideology, but by complementary grievances. This paper examines Russian and Chinese concepts of great-power war in the 21st century, their views of the West and its military capabilities, and what risks they might both take to regain lost territories. The paper concludes by examining how America might react, the implications of all this for the West, including Australia, and what sort of armed conflict might be involved.

- What’s the problem? Sino-Russian relations have been adapting to an era of great-power rivalry. This complex relationship, categorised as a ‘comprehensive strategic partnership of coordination for a new era’, has continued to evolve as global strategic competition has intensified.1 China and Russia have not only expanded military cooperation but are also undertaking more extensive technological cooperation, including in fifth-generation telecommunications, artificial intelligence (AI), biotechnology and the digital economy. When Russia and China commemorated the 70th anniversary of the establishment of diplomatic relations between Soviet Union and the People’s Republic of China in October 2019,2 the celebrations highlighted the history of this ‘friendship’ and a positive agenda for contemporary partnership that is pursuing bilateral security, ‘the spirit of innovation’, and ‘cooperation in all areas’.3 Such partnerships show that Beijing and Moscow recognise the potential synergies of joining forces in the development of these dual-use technologies, which possess clear military and commercial significance. This distinct deepening of China–Russia technological collaborations is also a response to increased pressures imposed by the US. Over the past couple of years, US policy has sought to limit Chinese and Russian engagements with the global technological ecosystem, including through sanctions and export controls. Under these geopolitical circumstances, the determination of Chinese and Russian leaders to develop indigenous replacements for foreign, particularly American technologies, from chips to operating systems, has provided further motivation for cooperation. These advances in authoritarian innovation should provoke concerns for democracies for reasons of security, human rights, and overall competitiveness. Notably, the Chinese and Russian governments are also cooperating on techniques for improved censorship and surveillance and increasingly coordinating on approaches to governance that justify and promote their preferred approach of cyber sovereignty and internet management, to other countries and through international standards and other institutions. Today’s trends in technological collaboration and competition also possess strategic and ideological implications for great-power rivalry. What’s the solution? This paper is intended to start an initial mapping and exploration of the expanding cooperative ecosystem involving Moscow and Beijing.4 It will be important to track the trajectory and assess the implications of these Sino-Russian technological collaborations, given the risks and threats that could result from those advances. In a world of globalised innovation, the diffusion of even the most sensitive and strategic technologies, particularly those that are dual-use in nature and driven by commercial developments, will remain inherently challenging to constrain but essential to understand and anticipate. To avoid strategic surprise, it’s important to assess and anticipate these technological advancements by potential adversaries. Like-minded democracies that are concerned about the capabilities of these authoritarian regimes should monitor and evaluate the potential implications of these continuing developments. The US and Australia, along with allies and partners, should monitor and mitigate tech transfer and collaborative research activities that can involve intellectual property (IP) theft and extra-legal activities, including through expanding information-sharing mechanisms. This collaboration should include coordinating on export controls, screening of investments, and restrictions against collaboration with military-linked or otherwise problematic institutions in China and Russia. It’s critical to continue to deepen cooperation and coordination on policy responses to the challenges and opportunities that emerging technologies present. For instance, improvements in sharing data among allies and partners within and beyond the Five Eyes nations could be conducive to advancing the future development of AI in a manner that’s consistent with our ethics and values. Today, like-minded democracies must recognise the threats from advances in and the diffusion of technologies that can be used to empower autocratic regimes. For that reason, it will be vital to mount a more unified response to promulgate norms for the use of next-generation technologies, particularly AI and biotech.

- This DIIS Report identifies Russian national interests in the BSR (Baltic Sea Region) and discusses whether there are continuities and changes in these interests in the post-Crimea era. The Russian discourse on the BSR is explored, including Russian foreign policy schools and official foreign policy and national security doctrines. Different aspects of Moscow’s BSR strategy - political, economic, sub-regional, environmental and military - are examined. The chances for Russia’s participation in the BSR multilateral cooperative framework are assessed. This DIIS Report authored by Alexander Sergunin, professor at St. Petersburg State University, is an outgrowth of a defence and security project on 'The Baltic Sea Region after Crimea and Trump' with Sergunin and Hans Mouritzen, senior researcher at DIIS, as participants (see also DIIS Working Paper 2019:1).

- The digital domain is an arena of opportunity for Russia in which to attempt to achieve its various objectives. However, it is also a source of threat, as it contains the possibility of attacks on Russia’s digital infrastructure, including the ability to send a relatively uninterrupted flow of information to the public. The continued development of artificial intelligence has the potential to upset the system, and Russia, which will trail the leading states within this field, is still in the early phases of formulating a response to this challenge. Recommendations ■ Remember that the digital domain in Russia is seen not only as an arena of opportunity, but also as a source of threat to the state (or rather to the regime). ■ Be prepared for Russia to think creatively to minimize the gap separating it from the world’s leaders in the development of AI. ■ Be prepared for Russia to work for an international regime restricting the use of AI for military purposes.

89. Rebels without a Cause: Russia’s Proxies in Eastern Ukraine

- Russia and the separatists it backs in Ukraine’s east are no longer quite on the same page, especially since the Kremlin abandoned ideas of annexing the breakaway republics or recognising their independence. The rift gives the new Ukrainian president an opportunity for outreach to the east’s embattled population, including by relaxing the trade embargo. What’s new? Russia’s gradual retreat from any plans to annex parts of eastern Ukraine has opened schisms between Moscow and its separatist proxies in the region. Why does it matter? For Kyiv, these divides could create opportunities to restart dialogue with the people of the east. Such contacts, in turn, could help lay the groundwork for Ukraine’s unification. What should be done? The rift between Moscow and its proxies should inform new Ukrainian President Volodymyr Zelenskyy’s policies. Kyiv should look to rebuild relations with the inhabitants of separatist-held areas, by easing the economic blockade on the east and increasing outreach to the population there.

- The purpose of the present study is to analyze the social and economic problems in the Khulo municipality and the mountainous region of Guria and identify ways to solve them. It is noteworthy that both the internal socioeconomic challenges and the current geopolitical reality are greatly influencing the region. The paper examines the challenges facing the region in the fields of religion, political engagement, education and socio-economic development. The combination of these problems to some extent impedes the region’s progress and its full integration into Georgia’s social and political space. The work has been produced under the auspices of the United Kingdom Good Governance Fund and the British Good Governance Fund in the framework of the Rondeli Foundation’s project entitled Promoting Participation and Engagement in Local Governance in the Mountainous region of Guria and Adjara.
