Abstract:
The customs union formed by Russia, Belarus, and Kazakhstan in 2010— the largest in the world by territory—is becoming very real. Though hurdles remain, member states are eliminating non-tariff barriers to trade within the union, moving toward a common external tariff, and fine-tuning a joint customs code. As the customs union's influence on the world stage and in Europe's neighborhood is likely to increase, the European Union (EU) should attempt to understand the project and find ways to protect its own interests.

Stability operations are complex military-civilian interventions to address the security, economic, and governance issues that fuel disorder and violence in fragile and conflict-affected states. The United States Department of Defense has described stability operations as: various military missions, tasks, and activities conducted outside the United States in coordination with other instruments of national power to maintain or reestablish a safe and secure environment, provide essential governmental services, emergency infrastructure reconstruction, and humanitarian relief.

Abstract:
Russia as a permanent member of the UN Security Council and nuclear power remains a key player in Eurasia with a substantial leverage in the post Soviet space and, at the same time, the most important neighbour of the EU. However, in the coming decades Russia will face serious challenges to its internal prospects and international position. The further rise of China, negative demographic trends (shrinking population, emigration of well-educated people), substantial increase of the share of Muslim population, degradation of its infrastructure, unsustainability of the current economic model and rampant corruption are the most important factors which will impact on Russia's future and by default on the EU's. Certainly, Russia's democratization would substantially increase its ability to face these challenges and impact positively on EU-Russia relations.

Abstract:
It is not a self-evident thing for a group of scholars to invite an outsider who has studied the home turf of that group to open one of their conferences. I am extremely pleased to be here, and I want to make the most of the opportunity by calling attention to an area of study that my previous work has been pointing me to, and that I believe we who study International Relations (IR) should make our own. I am talking about a relation between two places in time. The relation is the one between nomads and sedentaries. The places are the Eurasian steppe and the sedentary polities to its west. By the Eurasia steppe I mean that vast tract of land that stretched from the Mongolian-Turkic homelands around Karakorum, north of the agricultural lands of the Chinese, the Persians and the Byzantines, all the way to where the grasslands started to give way to forest, and where there lived Slavic and Finno-Ugric tribes. The time is what Europeans call the middle ages.

Recent books on empires—and there have been many—often have quite straightforward titles. Famous examples include Michael Doyle's Empires(1986), Niall Ferguson's Empire (2003), Herfried Münkler's Empires (2008), and Timothy Parsons'sThe Rule of Empires (2010). Jane Burbank and Frederick Cooper's Empires in World History is no exception. One reason for this might be that the concept of empire is still not fully established in the scholarly vocabulary when it comes to describing the present. Speaking of empires in the past is widely accepted, but imperial structures as recurring and even contemporary political phenomena are still highly debated. The endeavor of bringing empire back in as a transhistorical concept of heuristic value, complementing existing notions of political order, such as the nation-state, and going beyond the analysis of imperialism, is far from concluded.

On the twentieth anniversary of the fall of the Soviet Union, long-standing authoritarian regimes in Tunisia, Egypt, and Yemen have fallen, Libya is in the fi nal stages of a civil war that toppled the forty-year rule of Muammar Gaddafi , and the regime of Bashar al-Assad in Syria may be tottering on the brink of implosion. Through 2011, demonstrations in Bahrain and Iran have been met with force, while Morocco, Jordan, Djibouti, Iraq, Oman, and Algeria have all reported protests. The Arab Spring has not been confi ned to the Middle East and North Africa; rather, its effects have gone global, with analysts drawing attention to its ripples, ramifi cations, and the potential of "revolutionary contagion" through the greater Middle East, sub-Saharan Africa, Russia and Eurasia, as well as China and East and South East Asia. Although there is broad agreement among experts and commentators who have studied the Arab Spring itself as to the scale and importance of revolutionary change in the Middle East and North Africa (MENA) region, its causes are contested, and there is little consensus as to its likely consequences and strategic effects. As Prince Hassan of Jordan noted, "The outcome of this tectonic realignment is not just unpredictable, but unknowable.

Central Eurasia brings together both the best and the worst of energy policies. It is a major petroleum-producing region that now is poised for further growth. Unreformed, vertically integrated national monopolies operate alongside large Western energy companies and leading government-owned and private companies based elsewhere in the developing world. Some Caspian governments all but exclude foreign investment in the energy sector, particularly in hydrocarbons, while others are open to it. Energy markets are restricted and uncompetitive.

Abstract:
This article explores the participation of the Eurasian countries that have recently joined the World Trade Organization and are thus a part of the Recently Acceded Members (RAMs) coalition. The author argues that the active participation of these countries with small economies deserves attention in the WTO agricultural talks. Most studies focus on the leverage of the larger economies among the developing nations such as Brazil, China, India and South Africa. The article goes further to highlight that Eurasian countries have the ability to continue to push for flexibility provisions and can benefit from China's classification as a RAMs country. On the other hand, these same countries face the challenge of becoming more competitive in the international agricultural market. However, those challenges can be addressed through developing infrastructure, technology and skills to allow for smaller Eurasian WTO members to become efficient producers and competitive exporters.
