62. OSCE Principles in Practice: Testing Their Effect on Security Through the Work of Max van der Stoel, First High Commissioner on National Minorities 1993–2001

Abstract:
This monograph tests the OSCE approach to security. The OSCE approach to security encompasses all areas that can cause tensions and conflict between States, and is the result of a sustained effort by almost all of the world’s democracies on how to achieve both security and individual freedom. An important basis of the OSCE security concept is that international security cannot be achieved without the protection and promotion of individual rights and freedoms. The study first extracts from official OSCE documents a set of principles designed to achieve international security, and then uses the work of the first OSCE High Commissioner on National Minorities (HCNM), Max van der Stoel, to test the effectiveness of the principles in practice. From 1993 to 2001, HCNM Max van der Stoel applied OSCE principles in cases involving minority tensions with a high potential for international conflict, and this experience provided the means to assess the practical effects on security when OSCE principles are implemented. The study examined three cases that involved potential conflict: Ukraine and separatism in Crimea; Estonia and tensions regarding the Russian minority; and Macedonia and tensions regarding the Albanian minority. The study found that in each of the three cases, the implementation of OSCE principles reduced national and international tensions involving minority issues, and increased security. The increase in security was seen within each State, between States, and in the region, and reduced the potential for conflict within and between OSCE States. The results were particularly significant in view of the instability, conflicts, and tensions of the post–Cold War period; the OSCE’s ongoing institutionalization during the period; and the limited resources and tools available to the OSCE and the HCNM. The study identified and articulated twenty OSCE security principles that addressed national and international security. The principles addressed the rights and responsibilities of State sovereignty; a comprehensive, cooperative, and common security approach; the prevention of security threats and the peaceful resolution of issues; the protection and promotion of individual rights and freedoms through democracy, the rule of law, and the market economy; rights and responsibilities pertaining to national minorities; the development and advancement of shared values; and processes and mechanisms. The monograph extended the research on the OSCE principles to express an OSCE security concept. The OSCE security concept is a security framework based on the idea that security depends on the development and implementation of principles guiding three areas: how States deal with each other and resolve problems; the protection and promotion of individual rights within States; and the processes and mechanisms to review and advance values, principles, and commitments. The study showed that the implementation of OSCE principles in Ukraine, Estonia, and Macedonia significantly increased security in those three countries and the OSCE region. The study found that the OSCE principles and the OSCE security concept constitute a significant body of thought and practice regarding security, and respect for the individual. The OSCE principles, the OSCE security concept, and the work of the High Commissioner on National Minorities merit further examination, development, and application to national security policy and practice. The application to national security policy and practice is relevant to all security threats and problems.

Abstract:
New turbulence in the international environment is pushing Estonia and Finland closer together in the foreign and security policy domain. The Ukraine crisis has re-introduced old geopolitical constraints and concerns about national security and sovereignty, limiting the room for manoeuvre for small states. Estonia and Finland took similar positions on many key issues regarding the Ukraine crisis. The common ground is based on both countries' attachment to the liberal world order and Western structures. However, there are deep-rooted differences between the Estonian and Finnish positions on the way to handle Russia and the need to adjust security arrangements, notably the role of NATO in the Nordic-Baltic region. It is common in Finland to see Estonia's approach as unhelpfully hawkish, and common in Estonia to see Finland's approach as too accommodating towards Russia. Shared interests stem from an understanding that the weakening of the security of one country inevitably weakens the security of the other. As both countries are investing more in national security and defence, relevant bilateral cooperation is increasing.

Abstract:
Le lecteur ne s’étonnera pas de ce que, en 2014, le conflit en Ukraine soit au cœur des préoccupations des pays d'Europe centrale, orientale et de l'Eurasie, même si ses incidences sont diversement ressenties selon les régions considérées. Les pays d’Europe centrale et orientale sont divisés dans leur appréhension politique des événements, et leurs économies ne sont pas directement concernées par les retombées du conflit en Ukraine. On pouvait craindre en revanche qu’elles subissent l’atonie de la zone euro, et son incapacité à retrouver des taux de croissance stimulant la demande extérieure. Cependant – et c’est là une heureuse surprise –, plusieurs d’entre elles ont trouvé la parade en tirant parti des fonds que l’Union européenne leur destine généreusement pour relancer leur demande domestique. Et les effets positifs de cette tactique portent des fruits spectaculaires, d’autant qu’elle se combine avec les incidences de la faible hausse des prix sur le pouvoir d’achat des consommateurs. Il y a là des enseignements à tirer pour la politique économique de l’Europe Occidentale ! Les pays de l’espace eurasiatique sont eux directement aux prises avec les développements du conflit ukrainien. Les incidences en sont multiples : les sanctions et contre-sanctions entre la Russie et l’Union européenne influent grandement sur les économies périphériques, de grands projets comme le gazoduc South Stream sont annulés, les relations des pays d’Asie centrale et du Caucase avec l’Union européenne sont observées avec vigilance par la Russie… La crise ukrainienne, c’est un fait, porte son ombre sur le grand projet de Vladimir Poutine d’instauration d’une Union économique eurasiatique.

The Estonian Government began employing an integrated approach to national defence in 2010. Pursuant to the National Defence Strategy, subsequent steps will include submission for Cabinet approval of the non-military sections of the National Defence Development Plan for 2013-2022. These sections deal in a coordinated manner with both military defence and essential non-military activities. The Ministry of Defence is currently drafting a National Defence Act. The report was commissioned in order to document the current state of implementation of the integrated national defence model. The Estonian Government began employing an integrated approach to national defence in 2010. Pursuant to the National Defence Strategy, subsequent steps will include submission for Cabinet approval of the non-military sections of the National Defence Development Plan for 2013-2022. These sections deal in a coordinated manner with both military defence and essential non-military activities. The Ministry of Defence is currently drafting a National Defence Act. The report was commissioned in order to document the current state of implementation of the integrated national defence model. The report identifies conditions for the successful interactions of national security and defence stakeholders in the strategic framework of comprehensive security and integrated defence. It reviews the literature on comprehensive and integrated approaches to complex security and defence challenges and extracts some key factors underpinning the effective whole-of-government and whole-of-society efforts. It then considers experiences of several nations – Denmark, Finland, The Netherlands and Sweden – in building integrated security and defence systems. Finally, the paper investigates the ‘state of play’ in Estonia when it comes to implementing the concept of integrated defence. It closes with the recommendations to Estonia‘s policymakers.

66. Forecasting Financial Stress and the Economic Sensitivity in CEE Countries

Abstract:
This paper presents forecasts for the Financial Stress Index (FSI) and the Economic Sensitivity Index (ESI) for the period 2015-2015 for six countries in the region, namely the Czech Republic, Estonia, Hungary, Latvia, Lithuania and Poland. It is a continuation of the endeavor to construct synthetic indices measuring financial stress and economic sensitivity for twelve Central and East European countries using the Principal Component Analysis. In order to obtain forecasts of the FSI, we estimated Vector Autoregression (VAR) models on monthly data for the period 2001-2012 separately for all the countries. Using quarterly historical values of ESI and FSI, we estimated Dynamic Panel Data Model for the complete sample of countries. Parameters of the model were later used for forecasting the ESI. Obtained results suggest that the FSI will start to rise in 2014 in the Czech Republic, Lithuania, and Estonia. For Latvia and Hungary, we observed a conversion in the trend, i.e. at the beginning of 2015, when the index should start to fall. According to our forecasts, the ESI will be rising in the next two years, except for Hungary, where we predict a continuous decrease in economic sensitivity.

Estonia has had a quick recovery from the recent recession and its economy is in better shape than before the crisis. It is now much leaner and significantly more capable of handling international shocks. After a sharp contraction, in which GDP contracted by over 14 percent in 2009, GDP growth rebounded quickly, growing at a rate of 3.1 percent in 2010 and 8.3 percent in 2011.

Abstract:
Dans le Tableau de bord d’Europe centrale et orientale et d’Eurasie de 2009, nous écrivions que les pays de l’Europe centrale et orientale étaient « touchés mais pas coulés » par la crise mondiale. Quatre ans après, ce diagnostic est toujours valable. Si l’Union européenne reste pour eux un idéal et si l’adhésion à cette union demeure un projet clairement balisé pour les Etats qui n’en sont pas encore membres, celle-ci, engluée dans ses contradictions, paraît trop souvent absente, silencieuse. Aux populations qui lui demandent un meilleur niveau de vie et plus de justice sociale, elle répond par des exigences de réformes et d’austérité et alimente ainsi dangereusement leurs désenchantements. Savoir leur répondre, c’est le défi majeur de l’Union européenne aujourd’hui. Les pays de l’Eurasie, s’ils sont moins directement touchés par la crise de la zone euro et conservent, en conséquence, une croissance nettement plus élevée, ont d’autres préoccupations. Fortement sollicités par la Russie qui entend consolider sa zone d’influence avec la concrétisation de l’Union économique eurasiatique, ils sont aussi l’objet de l’attraction qu’exerce sur eux l’Union européenne – comme en témoignent éloquemment les évènements survenus en Ukraine – et, de plus en plus, la Chine. Cet espace est donc actuellement dans une recomposition qui conditionne les possibilités de son développement.

Abstract:
More than two decades after the end of the Soviet occupation, and eight years after they joined NATO and the European Union, the Baltic republics remain disintegrated from the rest of Europe in one crucial way: their natural gas infrastructure isolates them into “energy islands.” But, for the first time in their histories, Estonia, Latvia, and Lithuania now have a chance to secure their energy independence by connecting their natural gas systems with those of their European allies and evolving them into market-based trading systems. This will require the Baltic republics to work with their EU Allies to develop physical and regulatory infrastructure required for liquid trading hubs and spot-market pricing of natural gas to emerge in the Baltic region. By achieving these objectives, these three small countries on the EU’s periphery will help the EU achieve two key strategic goals: to establish a single European energy market; and to complete the full integration of the EU’s easternmost member states into a Europe that is whole and free.
