Abstract:
This paper examines the effects of unconventional monetary policy by the Federal Reserve, Bank of England, European Central Bank and Bank of Japan on bond yields, stock prices and exchange rates. We use common methodologies for the four central banks, with daily and intradaily asset price data. We emphasize the use of intradaily data to identify the causal effect of monetary policy surprises. We find that these policies are effective in easing financial conditions when policy rates are stuck at the zero lower bound, apparently largely by reducing term premia.

Abstract:
On 18 September 2014, the people of Scotland will decide whether to remain within the United Kingdom or to secede from a 400-year-long union with England and form an independent state. It is harder to predict the outcome of the referendum than it is to explain what lies behind it. Before examining its immediate context, therefore, this article surveys the history of Anglo-Scottish relations and reveals some of the historical tensions which have led to the most significant constitutional crisis that the UK has faced since the creation of the Republic of Ireland in 1922. Borrowing from the Canadian Prime Minister Pierre Trudeau's memorable description of his country's relationship with the United States, Scots often describe their country's relations with England as like sleeping with an elephant. For Scotland, as for Canada, occupying the same bed as a much larger partner is a challenging experience. The size of that challenge can be illustrated demographically: England has a population ten times larger than Scotland's. More precisely, of the total population of the United Kingdom, 83.9 percent (53 million) live in England and 8.4 percent (5.3 million) in Scotland, the rest living in Wales 4.8 percent (3 million) and Northern Ireland 2.9 percent (2 million). Andrew J. Bacevich, Breach of Trust: How Americans Failed Their Soldiers and Their Country [5] (New York: Metropolitan Books, 2013), 256 pp., $26.00. FOLLOWING HIS graduation from West Point, Andrew J. Bacevich had a distinguished career as an army officer, retiring as a colonel and serving in both Vietnam and the Gulf War. He has since carved out a second career as an iconoclastic scholar preaching the evils of perpetual war. In numerous essays and books, Bacevich, who teaches international relations at Boston University, has ventilated his contempt and despair for America's penchant for intervention abroad, directing his ire at both the liberal hawks and neoconservatives. Throughout, his stands have been rooted in a cultural conservatism that sees America as having strayed badly from its republican origins to succumb to the imperial temptation.

CAMBRIDGE, England—For 38 years, I worked in a world governed by rules of secrecy. Knowledge was compartmented and needing to know something was the principle that governed one's right to know it. Did that system serve a useful purpose? Unequivocally it did. It was there to protect, in perpetuity if necessary, the identity of the sources, human and technical, that provided the intelligence that contributed to the creation of effective defense, foreign, and national security policies. Did that useful purpose in turn serve the public interest and the interests of individual citizens? It would be difficult to argue that it did not, particularly when the overarching threat that those policies were designed to counter was for the majority of my intelligence career thermonuclear obliteration. Why today are we apparently so uncertain about a government's need for secrecy? Why are those who set out to challenge that secrecy portrayed by some as heroes? Whistleblower or traitor, opinion is divided.

Born in northern Sudan at the end of World War II, educated in England with a Ph.D. in engineering and mobile communications, Mo Ibrahim returned to Africa in 1998, bringing cellular technology with him. At the time of his arrival, there were barely three million landline telephones on the entire continent—the bulk of them in North Africa and the nation of South Africa. Most of sub-Saharan Africa was all but inaccessible to terrestrial telephone lines. The Democratic Republic of Congo had only 3,000 phones to serve its population of about 55 million. Seeing demand for mobile phones and with little competition from landlines, Mo Ibrahim created Celtel, beginning in Kenya, branching quickly into Uganda and Tanzania. The company allowed millions of mobile subscribers to roam freely across borders, recharging with local cards as they went. Quickly, Celtel expanded across Gabon, the Democratic Republic of Congo, the Republic of Congo, Malawi, Zambia, and finally his native Sudan—a vast pan-African territory almost devoid of telecommunications boundaries. By the time he sold Celtel five years ago, he had linked 24 million people—a number that was growing exponentially.

Hans-Dietrich Genscher: It is the city that has moulded me. It is a very defiant, revolutionary city, with a great tradition in the Enlightenment, in the Reformation, but also in the labour movement. So it is no surprise that on 17 June 1953, the centre of the uprising, outside Berlin, was in Halle. But also in the Third Reich there was strong resistance in this region.

European integration is a cross-cutting political issue that has divided British political parties for over half a century. When Conservative Prime Minister Edward Heath sought to take Britain into the then Common Market, he relied on the votes of 69 pro-European rebel Labour MPs to get the European Communities Bill through the House of Commons in 1971—an early sign of the divisive impact membership of the European Union would have on British party politics. Barely a decade after accession, the Labour Party had sought to renegotiate the UK's terms of membership, held a referendum on whether the UK should remain in the Common Market, split in part over the issue and finally fought an election in which it called for withdrawal. Fast forward another three decades and the Labour position was broadly pro-European, while Tory rebels, alongside a party established to oppose membership, the United Kingdom Independence Party (UKIP), were advocating withdrawal from the Union. And if withdrawal was not the official Conservative position, Euroscepticism has certainly become prevalent in that party, leading one Conservative parliamentarian to claim: 'The dividing line in the Conservative Party is now in/out.'

In November 2011, the Committee for Accuracy in Middle East Reporting in America (CAMERA) alerted us to an erroneous citation in an article by Ilan Pappé published in the autumn 2006 issue of the Journal of Palestine Studies under the title "The 1948 Ethnic Cleansing of Palestine." In that article, Dr. Pappé combined sections from several chapters of the manuscript that was soon to become his The Ethnic Cleansing of Palestine , published in 2006 by One World Press of Oxford, England.

In Lombard Street, Walter Bagehot (1873) offered his famous advice for reforming the Bank of England's lending policy. The financial crisis of 1866, and other factors, had convinced Bagehot that instead of curtailing credit to conserve the Bank's own liquidity in the face of an “internal drain” of specie, and thereby confronting the English economy as a whole with a liquidity shortage, the Bank ought to “lend freely at high rates on good collateral.” Bagehot's now-famous advice has come to be known as the “classical” prescription for last-resort lending.

Writing in 1813 to his old friend and political adversary Thomas Jefferson, John Adams vividly described the scene in Philadelphia when the French Revolutionary Wars broke out: “You certainly never felt the Terrorism excited by Genêt, in 1793, when ten thousand People in the Streets of Philadelphia, day after day threatened to drag Washington out of his House, and effect a Revolution in the Government, or compell it to declare War in favour of the French Revolution and against England.”1 Adams andWashington had witnessed firsthand this “terrorism” incited by Edmond Genêt, Foreign Minister from France, and it powerfully influenced their appraisal of the risks political parties and other extra-constitutional amalgamations posed to the young Republic. Just a few years after the Genêt Affair, President George Washington issued his often-quoted Farewell Address, in which he admonished the American people to avoid foreign entanglements and be wary of the “baneful effects of the spirit of party.”2 These two recommendations went hand-in-hand: political parties, in Washingtonʼs view, would only continue to polarize a polity divided by foreign war.3 The first President was particularly suspicious of the Jeffersonian Republican Party, which he believed had encouraged Francophile partisans to take up arms in support of the French revolutionary struggle against Britain and other powers.
