Abstract:
Is Turkey turning away from the United States? On the surface, it certainly looks that way. The number of Turks with a positive view of the U.S. has dropped steadily, from 52 percent in 2000, to 30 percent in 2002, to only 13 percent as of June 2008, according to the most recent Pew poll. Seventy percent of Turks consider the U.S. an “enemy.” These numbers are particularly dismal compared to those of other countries polled: only 60 percent of Pakistanis, 39 percent of Egyptians, and 34 percent of Russians and Chinese hold the same views.

In September 2007, the Muslim Brotherhood in Egypt released its first political party platform draft. Among the heavily criticized clauses was one that denied women (and Copts) the right to be head of state. “Duties and responsibilities assumed by the head of state, such as army commanding, are in contradiction with the socially acceptable roles for women,” the draft stated. In previous Brotherhood documents there was no specific mention of the position of head of state; rather, they declared that women were allowed to occupy all posts except for al-imama alkubra, the position of caliph, which is the equivalent of a head of state in modern times. Many were surprised that despite several progressive moves the Brotherhood had made in previous years to empower women, it ruled out women's right to the country's top position.

Abstract:
It was the year of the first moon landing. Emmanuel Sivan, an Israeli historian, stepped into a Paris cinema in the Bohemian Latin Quarter. Entering the theatre, the Israeli found himself in the company of boisterous young Arabs who had come to see “Al-Nasir Salah al-Din ” (“Saladin ” ). The movie celebrated the legendary Muslim hero of the Crusades, the Ayyubid Sultan Salah al-Din Abu'l Muzaffar Yusuf ibn Ayyub, better known as Saladin. Directed by the Egyptian film-maker Youssef Chahine, “Saladin” was first released in 1963 when Egypt's charismatic leader Gamal Abdel Nasser dominated pan-Arab and Third World politics. Nasser roused the Arab street with declarations like “in the days of our forefathers the name they adopted for deception and treachery was the Crusades”. However, by the time Paris screened “Saladin”, the Nasser era evoked nostalgia instead of awe. The Six Day War of June 1967, an Arab fiasco known euphemistically as Al Naksa (the setback), had come and gone, dimming the lights on Nasser and his brand of radical populism. But, Israel remained the sworn enemy of all political Arabs.

435. Sectoral Transformations in Neo-Patrimonial Rentier States: Tourism Development and State Policy in Egypt

Abstract:
This article challenges claims that liberalising state regulated markets in developing countries may induce lasting economic development. The analysis of the rise of tourism in Egypt during the last three decades suggests that the effects of liberalisation and structural adjustment are constrained by the neo-patrimonial character of the Egyptian political system. Since the decline of oil rent revenues during the 1980s tourism development was the optimal strategy to compensate for the resulting fiscal losses. Increasing tourism revenues have helped in coping with macroeconomic imbalances and in avoiding more costly adjustment of traditional economic sectors. Additionally, they provided the private elite with opportunities to generate large profits. Therefore, sectoral transformations due to economic liberalisation in neo-patrimonial Rentier states should be described as a process, which has led to the diversification of external rent revenues, rather than to a general downsizing of the Rentier character of the economy.

Even as the United States is preoccupied with how to stabilize and withdraw from Iraq, it risks missing another important opportunity to promote democracy in the Middle East. Among Arab countries Egypt is uniquely positioned to make a transition from authoritarian rule to a more liberal system and eventually to democracy. A looming presidential succession in Egypt makes such changes more feasible. But after several years of modest reforms, the Egyptian government is now backtracking and enshrining illiberal measures in its revised constitution. The United States faces a critical decision about whether to pursue reform seriously with Egypt or to abandon the project of promoting Arab democracy, at least for now.

In the late summer 2007, amid great anticipation from Egypt's ruling elite and opposition movements, the Muslim Brotherhood distributed the first draft of a party platform to a group of intellectuals and analysts. The platform was not to serve as a document for an existing political party or even one about to be founded: the Brotherhood remains without legal recognition in Egypt and Egypt's rulers and the laws they have enacted make the prospect of legal recognition for a Brotherhood-founded party seem distant. But the Brotherhood's leadership clearly wished to signal what sort of party they would found if allowed to do so.

Abstract:
Egypt's economic reform was initiated in 1991 within the context of stabilization and structural adjustment programs. And since the appointment of Prime Minster Ahmed Nazif and his ministerial economic team in 2004, reform has been pursued more intensely, apparently taking new directions. The government has implemented a number of reform measures and has announced concrete plans to restructure the financial sector, adjust regulations, enhance trade liberalization, and privatize most state-owned enterprises.

The historical record has made it increasingly clear that in the May-June 1967 Middle East conflict, public assurances from world powers -- or the lack thereof -- greatly influenced the decisionmaking of regional leaders. Specifically, Soviet encouragement of Egypt -- both public and private -- played a large role in influencing Egyptian chief of staff and military commander Abdul Hakim Amer as he brought President Gamal Abdul Nasser to the brink of war with Israel. At the same time, however, the U.S. government under President Lyndon Johnson extended no parallel public assurances to Israel. This absence of commitment from a major foreign power or the UN in a moment of crisis affected the mindset of Israel's policymakers whenever they faced national security dilemmas thereafter, leading them to take many unilateral actions in subsequent years.

Abstract:
Drawing on results from a survey among members of the Muslim Brothers and the Wasat Party, Emad El- Din Shahin, Professor at the American University in Cairo and Harvard University, looks at changes in Egyptian political Islam and examines the views of mainstream Islamists of the European Union polices and initiatives in the Mediterranean. The discussion focuses on the Muslim Brothers, the country's main opposition force, and the Wasat Party, as purporting to represent an evolving Islamic centrist orientation. Despite their seemingly different orientations, the commonalities between the two groups regarding their views of the EU far outweigh their differences. Their shared Islamic frame of reference and a perceived inconsistency of EU policies in the region largely explain this similarity.
