Abstract:
On April 8, Egypt held elections for nearly 53,000 municipal representatives. Not surprisingly, participation was abysmal: Egypt's ruling faction, the National Democratic Party (NDP), ran unopposed for more than 80 percent of the seats, while the Muslim Brotherhood -- the country's only real opposition party -- boycotted the contest in response to government harassment. Although the White House issued a statement expressing concern about "widespread electoral violations," these issues represent only a fraction of Egypt's domestic problems, which also include food shortages, labor unrest, and increasing Islamist social and political penetration. Complicating matters, these crises coincide with the first political transition in decades -- the impeding retirement of eighty-year-old President Hosni Mubarak, who has ruled since 1981. Taken together, these developments raise the specter of instability for a key U.S. ally.

Abstract:
Egypt has been scrambling to formulate a new policy toward the Gaza Strip this week after being challenged by Hamas, which opened more than eleven crossings along the Israeli-constructed wall that serves as the Egypt-Gaza border. Up to 750,000 Palestinians have flooded the northeastern corner of the Sinai Peninsula since January 23, spending approximately $130 million in local markets, while tens of thousands of Egyptians took advantage of the lack of immigration, customs, and security controls to cross into Gaza. This massive movement of people caught many by surprise and may have serious ramifications for Israel, Egypt, and the Palestinians.

Abstract:
IN RECENT MONTHS, there has been a spate of seemingly good news in the counter-terrorism arena, as former terrorist leaders and clerics have renounced their previous beliefs. Former Egyptian Islamic Jihad head Sayyid Imam al-Sharif (also known as Dr. Fadl), whose treatises al-Qa`ida often cited to justify its actions, has written a new book rejecting al-Qa`ida's message and tactics. Shaykh Salman bin Fahd al-Awda, an extremist cleric whose incarceration in the 1990s by the Saudis reportedly helped inspire Usama bin Ladin to action, went on television to decry al-Qa`ida's operations, asking Bin Ladin, “How much blood has been spilt? How many innocent people, children, elderly, and women have been killed…in the name of al Qaeda?” In the United Kingdom, former members of the radical group Hizb al-Tahrir3 (also spelled Hizb-ut-Tahrir) established the Quilliam Foundation, which describes itself as “Britain's first Muslim counter-extremism think tank.”

Abstract:
What is the future of democracy in Egypt? What are the prospects for cooperation between the country's Islamist and non-Islamist political opposition groups? How can such cooperation be strengthened? These questions were at the forefront of discussions at the Second Annual Wasat Generation Dialogue, held in Cairo Egypt May 27-29, 2008 and hosted by USIP, the Al-Ahram Center for Political and Strategic Studies, and Georgetown University's Center for Democracy and Civil Society. An outgrowth of USIP's Arab Political Oppositions Project (APOP), this not-for-attribution dialogue brought together a select group of Egyptian political leaders, American academics and U.S. democracy-promoters. The conference provided a unique venue to explore the prospects for enhancing political cooperation across the ideological/religious divide in the Egyptian political arena. It also highlighted the potential to build bridges of cooperation among a new generation of political activists.

415. Economic Analysis of the Nurse Shortage in Egypt

Abstract:
The health sector in Egypt suffers from a severe shortage of qualified nurses (nurses with at least 2 years of post high school nursing education) and a much less apparent perceived/real shortage of all-type nurses. This paper examines the nurse labor market in Egypt for evidence of such shortages and explores potential reasons behind them. The paper adopts a case-study approach to provide an overall understanding of the demand for and supply of nurses in Egypt; it employs both qualitative and quantitative techniques. Focus groups and in-depth interviews were conducted with 19 nurses in addition to secondary analysis of data from World Health Organization- East Mediterranean Region, High Council for University Students in Egypt and Ministry of Health and Population. I find that the main reason for the shortage of the stock of qualified nurses is–to a large extent- the restricted supply of nursing education, which is provided entirely by the public sector today. The overall perceived/real shortage of all-type nurses on the other hand does not seem to be related to a shortage of the stock of all nurses but rather nurse supply decisions at the current nurse wage levels and nurse working conditions in Egypt. The Ministry of Health and Population current approach is to upgrade the quality of nursing education in Egypt to eliminate high school level nursing education in the future; this seems to be the right approach. However, as a result of lack of quantitative labor market data, it is not possible to predict the likely effect of such policy on the shortage. Since a more educated nurse is more employable in the private sector and abroad, this might very well mean that more nurses will exit the public sector leading to more severe shortages in the public sector and therefore such policy should be accompanied by nurse retention strategies tailored to the nature of the supply nurses. Lack of data makes it difficult to generate the evidence necessary to guide such policies. Investing in data infrastructures is essential to support evidence based health policy in Egypt. Finally, with Egypt high unemployment rate (particularly for female unemployment), it is possible to view the availability of foreign markets for Egyptian nurses as an opportunity instead of a threat if the right policies aimed at protecting the local market for nurses and public investments in nurse education are adopted.

Abstract:
In the 1870s, the scope of Great Britain's financial empire exceeded the scope of its political empire. Dependence on British investors sometimes was a precursor, though, to informal—or even formal— political control. When Egypt's khedive needed to raise cash to cover his personal debt to private British banks, he sold his large personal stake in the Suez Canal to the British state. Egypt's ruler did little better managing Egypt's public debt: difficulties making payments led Britain and France to assume control over Egypt's treasury and, by 1882, to full British political control.

417. Egypt's Muslim Brothers: Confrontation or Integration?

Abstract:
The Society of Muslim Brothers' success in the November-December 2005 elections for the People's Assembly sent shockwaves through Egypt's political system. In response, the regime cracked down on the movement, harassed other potential rivals and reversed its fledging reform process. This is dangerously short-sighted. There is reason to be concerned about the Muslim Brothers' political program, and they owe the people genuine clarifications about several of its aspects. But the ruling National Democratic Party's (NDP) refusal to loosen its grip risks exacerbating tensions at a time of both political uncertainty surrounding the presidential succession and serious socio-economic unrest. Though this likely will be a prolonged, gradual process, the regime should take preliminary steps to normalise the Muslim Brothers' participation in political life.

418. The Middle East: Evolution of a Broken Regional Order

Abstract:
The Middle East is broken. The structures and power balances put in place in the late 1970s and amended after the end of the Cold War are no longer. These structures and balances included a number of key elements. Israel was at peace with Egypt and Jordan and in an informal truce with Syria—hence the Arab–Israeli conflict was no longer pursued by any major contiguous state opponents of Israel. A weakened Palestinian movement had been chased out of Lebanon in 1982 and co-opted in the Oslo Accords of 1993. Syria's role in the region was recognized and its influence in Lebanon legitimized—indeed, after 1990, it was promoted to suzerainty. Iraq was bolstered in the 1980s by the United States as a buffer and counterbalance to revolutionary Iran, and later, throughout the 1990s, it was preserved but contained. Saudi Arabia helped manage the finances of this scheme and helped maintain Arab consensus when possible. And the United States saw out the end of Soviet influence in the region, secured a military foothold in the Gulf, and gained in political influence: first as a broker of Israeli–Egyptian peace in the late 1970s, then as the architect of a pro-Iraqi containment policy against revolutionary Iran in the 1980s, as the leader of an Arab and international coalition to liberate Kuwait from an Iraqi invasion in the early 1990s, and as the patron of another major peace initiative launched in the Madrid peace conference.

North Africa is often loosely defined, but for the purposes of this paper, it encompasses the states of the Arab Maghreb Union (Algeria, Libya, Mauritania, Morocco, and Tunisia) together with Egypt.1 With the exception of Mauritania, this group of states lies on the northern littoral of the African continent, between the Mediterranean Sea to the north and the Sahara to the south. This contiguity, however, has not automatically made for a cohesive region; differences between political and economic trajectories have overridden the social solidarities that still unite the peoples of North Africa.

Abstract:
Responding to the Israeli military campaign against Hamas in Gaza, the Lebanese Shiite militia cum political party Hizballah denounced the Jewish state and organized large rallies. Hizballah secretary general Hassan Nasrallah went so far as to call for a popular insurrection against the pro-West regime in Egypt, whose stance was not deemed sufficiently supportive of Hamas. Despite the strong rhetorical response, however, four days into the Israeli operation the organization had still not fired a single rocket into Israel in defense of the Palestinians. Absent a dramatic change of conditions on the ground, Hizballah is unlikely to participate in this round of hostilities.
