Abstract:
Innovation is widely recognized as a key driver of sustainable economic development. Governments, international organizations, donors and investors are increasingly interested in evaluating the technological capabilities and innovative capacities in developing countries, but often lack appropriate approaches for such measurement. This paper focuses on innovation and technological progress in the MENA region and discusses the challenges of understanding, expanding and fostering innovative potential in Egypt.

Egypt has arrived at a crossroads. After almost three decades in power, the Mubarak era is coming to an end. With President Hosni Mubarak's health reportedly deteriorating, the stage is set for an uncertain transition. Egypt's botched parliamentary elections have been the first act in this succession drama, paving the way for next year's decisive presidential elections. As the Middle East's traditional powerhouse, the outcome of this transition process is going to have important repercussions that will be felt far beyond Egypt's borders.

It may be that only in Middle East negotiations would the interpretation of a century-old letter from a British official addressed to a tribal Sheikh be considered a topical legal issue. The reality is, however, that the parties in the Middle East conflict are still interpreting, for example, the 1915 correspondence between Sir Henry McMahon, the British High Commissioner in Egypt, and Sharif Hussein of Mecca. Kattan's book is an invaluable, albeit partisan, resource book for those of us who enjoy delving into such minutiae of the legal arguments of Israelis and Palestinians.

Great Zimbabwe, the monument, is an imposing structure of stone blocks daringly constructed without mortar. The ruined ancient city, still majestic in its presence, is said to be the biggest ancient stone structure in Africa outside the Egyptian pyramids. This impressive fortress stood for hundreds of years defying time and weather to become not only a national symbol of strength, audacious vision, and power but also a firm footprint and testimony to ancient ingenuity on the African continent. Zimbabwe, the country, born in 1980 following independence from almost a century of British colonial rule, lies prostate today, ruined like the ancient city from which it got its name. For the past decade, the country has been coming apart block by block. Evidently, like the ruins, the country of Zimbabwe was constructed without mortar.

Abstract:
Partial and limited opening of authoritarian political systems in Turkey and Egypt created new democratic opportunities for Islamists to participate in public life. It also fostered democratic learning by permitting Islamists to compete for power and popular legitimacy. In the process of democratic opening, Islamists have had to address and represent the interests of a group much larger than their own ideological constituency. They have also had to endure repression and party closures in a semi-democratic political framework. However, the democratic learning process coupled with the establishment's constraints has paved the way for the transformation of Islamists to Muslim democrats. While the process in Turkey is almost complete, in Egypt there are still heated debates on the transformation among the Islamists. This study highlights the importance of the democratic opportunities given to Turkish Islamists and argues that if given similar opportunities, Egyptian Islamism will also transform to a post-Islamist phase.

Abstract:
The Obama administration marks the return of a so-called "realist" approach and an intentional downplaying of President Bush's vision of an America that would use its power actively to advance freedom around the world. Few will lament the demise of Bush's "Freedom Agenda," which came to be seen as dangerous naivete which risked the stability of the region and with it Israel's security. The height of folly was the Palestinian elections in January 2006 when, in contradiction to the Oslo Accords, Hamas was allowed to compete and ultimately win without laying down its weapons. Too late, the administration recognized it could no longer take the risk of bringing potentially hostile forces to power through democratic elections. Unfortunately, neither approach addresses the structural and demographic time bombs in the region. A youth "bulge" requires the creation of 100 million new jobs by 2010, according to the World Bank. Yet if economic reform is to be advanced and sustained, democratic development must also take place. The U.S. government can use Arab governments' insecurity regarding Iran as leverage to encourage real reform. This is particularly true for Egypt, Jordan and Saudi Arabia - now engaged in the ideological fight of their lives with Iran and its reactionary allies. Only by establishing a new bargain with these regimes that stresses the need for them to respect internal civil and political rights, while forging a joint response to the reactionary threat, can the U.S. offer a true alternative to theocratic and minority rule. This is not to say that democratic and economic reform need be the priority for the West, but it must remain a priority, if otherwise intractable problems which pose a longer-term national security threat are to be addressed. Allowing autocrats to continue to get away with inaction will simply make the coming tidal wave of Iranian-style revolutions larger and more damaging, placing Israel's existence in even greater jeopardy than it is now.

Abstract:
The administration of President George W. Bush was deeply involved in the Middle East, but its efforts did not advance U.S. national security. In the realms of counterterrorism, democracy promotion, and nonconventional proliferation, the Bush administration failed to achieve its objectives. Although the United States did not suffer a second direct attack after September 11, 2001, the terrorism situation worsened as many other countries came under attack and a new generation of terrorists trained in Iraq. Large regional powers such as Egypt and Saudi Arabia did not become more democratic, with no new leaders subject to popular mandate. The model used in Iraq of democratization by military force is risky, costly, and not replicable. Bush's policy exacerbated the problem of nuclear proliferation, expending tremendous resources on a nonexistent program in Iraq while bolstering Iran's geopolitical position. The administration failed because it relied too heavily on military force and too little on diplomacy, disregarded empiricism, and did not address long-standing policy contradictions. The case of the Bush administration makes clear that material power does not automatically translate into international influence.

388. Whose Agenda Is Served by the Idea of a Shia Crescent?

Abstract:
After the American invasion of Iraq in 2003, it became evident that Iraq's Shia majority would dominate the future government if a free election was going to be held. In 2004, Jordan's King Abdullah, anxiously warned of the prospect of a “Shia crescent” spanning Iran, Iraq, Syria, and Lebanon. This idea was then picked up by others in the Arab world, especially Egypt's President Mubarak and some elements within the Saudi government, to reaffirm the Iranian ambitions and portray its threats with regard to the Middle East. This article seeks to unearth the main causes of promoting the idea of a revived Shiism by some Arab countries, and argue that it was basically proposed out of the fear that what the American occupation of Iraq unleashed in the region would drastically change the old Arab order in which Sunni governments were dominant. While Iran downplayed the idea and perceived it as a new American conspiracy, it was grabbed by the Bush administration to intensify its pressures on Iran. It also sought to rally support in the Arab world for US Middle East policy in general, and its failed policy toward Iraq in particular. Thus, to answer the above mentioned question, a close attention would be paid to both the Arab and Iranian agenda in the Middle East after the overthrow of Saddam Hussein in order to establish which entities benefit most from the perception of a Shia crescent.

Abstract:
The Israeli military campaign in Gaza has exacerbated the already strained relationship between Hamas and Egypt, and threatens to further undermine their ties. Under increasing stress from Israeli air operations over the past week, Hamas has been pressing Egypt to open the Rafah Crossing to provide sanctuary to ordinary Gazans and the organization's targeted leadership. Instead of helping Hamas, however, Cairo -- which views its own Islamists with increasing concern -- seems more interested in weakening the organization. Although the relationship appears poised for a breakdown, Hamas, with only Israel and Egypt on its borders, will continue to depend heavily on Cairo if it hopes to remain in power in Gaza.

Abstract:
Several Arab countries have recently manifested an interest in civilian nuclear energy. For some, like Egypt, this is the revival of an old interest, for others, notably the members of the Gulf Cooperation Council (GCC), it represents a clear reversal of previously held positions. This interest has been interpreted as an implicit threat to move in the direction of acquiring a military nuclear capability, in case Iran develops a bomb. Instead, the article argues that interest in nuclear energy has strong economic motivations for all Arab countries, although the position of the GCC is quite different from that of North Africa and Levant countries, from the point of view of both the cogency of motivation and the ability to concretely and rapidly launch a civilian nuclear program.
