351. "Gaza on Their Minds: The Effect of 'Operation Cast Lead' in Mobilizing Palestinian Action"

Abstract:
On December 27, 2008, Israeli armed forces launched air raids on the Gaza Strip. In what Israeli military officials coined, “Operation Cast Lead,” Israeli forces attacked the Gaza Strip with twenty-three days of aerial assaults and ground incursions in an effort to weaken Hamas' power in Gaza and to bring an end to Hamas rockets fired into Israel. “Operation Cast Lead” was not the first Israeli attack in the Gaza Strip since Hamas seized power in 2007, but it was the largest Israeli military campaign since the Second Intifada and was reported to have caused the highest rates of casualties and injuries in a single day since 1948. The Arab press decried Israel's assault and described it as one of the worst attacks against Palestinians since the creation of Israel in 1948, what Palestinians call the “nakba,” or catastrophe. Populations in Arab countries took to the streets to protest Israel's actions and their own governments' complicity in them, with contentious demonstrations occurring in Jordan and Egypt, the only two Arab countries having formal peace agreements with Israel. But for Palestinians citizens of Israel (who are also called Arab Israelis or Arab citizens of Israel), or in the Israeli-occupied West Bank, “Operation Cast Lead” was a reminder of the splintered nature of the Palestinian national community in the face of continued occupation, evident in the increasing political separation of the Gaza Strip from the West Bank.

Abstract:
On June 11, 1882, the port of Alexandria lay smoldering in rubble. At the urging of the Egyptian viceroy, Tawfiq (r. 1879-1892), the British had bombarded the city in an effort to extinguish an insurrectionist government headed by Ahmad Urabi. Beneath the billows of smoke were the charred remains of a once-proud city. Alexandria had embodied much of what brought Egypt to the fore in the nineteenth century: openness to foreigners and commerce against the backdrop of a modernizing infrastructure. Now this noble concept was in flames, and with it went the vision of participatory government that had coalesced in the years prior to Alexandria's immolation. The Urabi Revolt (1881-1882) saw the Egyptian military capitalize on societal discontent, which had been brewing for decades, to usurp the Ottoman khedive. State repression of political freedoms, crippling taxes, discrimination in the Turco-Circassian bureaucracy, and a khedive, Tawfiq, who ultimately sided with Europeans over Egyptians, were all part of the brew that came to boil in the opening months of 1881.

353. A New Mediterranean Political Landscape? The Arab Spring and Euro-Mediterranean Relations

Abstract:
The Arab Spring has placed the Mediterranean region at the centre of the international agenda. The popular uprisings that originated in Tunisia soon expected to other countries acquiring a regional dimension. The political processses that have emerged as a consequence of the protests have so far responded to three different dynamics: revolution, repression and reforms. In the first place, in revolutionary countries - such as Tunisia and Egypt - the protests gave put an end to authoritarian regimes and made possible the beginning of a new-born political order. Secondly, repressive regimes - such as Libya and Syria- have spared no efforts to silence criticism and to disperse the protests with excessive use of force, committing mass human rights violations. In the third place, reformist governments - such as Morocco and Jordan - have adopted political reforms in a wise move, giving an evolutionary response to revolutionary demands. With such a wide range of possible scenarios, it necessary to question the validity of the concept of Arab Spring as a regional phenomenon, since it is a term that encompasses national realities of a very different nature.

Abstract:
This study contains the results of the second survey conducted by KA Research Limited between August 25th and September 27th 2010 with my contribution and that of TESEV’s researchers. Again, the 2010 survey was conducted in the same seven Arab countries but, unlike 2009, it was also conducted in Iran. In total, 2,267 people were surveyed by telephone or face-to-face. These results show a statistically significant increase in positive opinion of Turkey. Although they are dealt with more thoroughly in the report, there are a few social and thus political findings that are different from the previous year.

Abstract:
In January and February 2011, populist uprisings toppled the authoritarian governments of Tunisia and Egypt, and similar revolts began to emerge in other Arab states, including Bahrain, Libya, Morocco, Syria, and Yemen. An article in the 18 March 2011 issue of the Chronicle Review by Ursula Lindsey, "The Suddenly New Study of Egypt," addressed how these events had turned the study of persistent authoritarianism in the Arab world on its head. No longer, for example, could scholars point to how Egyptians and other Arabs tend to engage in one of two extremes: political apathy or political violence. Lindsey also suggested that scholars shift their focus away from the power of elites to the strength of ordinary people and grass-roots movements, or retool their scholarship to allow for, in the case of Egypt, more emphasis on groups other than the Muslim Brotherhood as significant sources of opposition.

356. Something is wrong with our army...' Command, Leadership Italian Military Failure in the First Libyan Campaign, 1940-41

Abstract:
There is no question that the First Libyan Campaign of 1940-41 was an Italian military disaster of the highest order. Within hours of Mussolini's declaration of war British troops began launching a series of very successful raids by air, sea and land in the North African theatre. Despite such early setbacks a long-anticipated Italian invasion of Egypt began on 13 September 1940. After three days of ponderous and costly advance, elements of the Italian 10th Army halted 95 kilometres into Egyptian territory and dug into a series of fortified camps southwest of the small coastal village of Sidi Barrani. From 9-11 December, these camps were attacked by Western Desert Force (WDF) in the opening stages of Operation Compass - the British counter-offensive against the Italian invasion. Italian troops not killed or captured in the rout that followed began a desperate and disjointed withdrawal back over the Libyan border, with the British in pursuit. The next significant engagement of the campaign was at the port-village Bardia, 30 kilometres inside Libya, in the first week of 1941. There the Australian 6 Division, having recently replaced 4 Indian Division as the infantry component of WDF (now renamed 13 Corps), broke the Italian fortress and its 40,000 defenders with few casualties. The feat was repeated at the port of Tobruk, deeper into Libya, when another 27,000 Italian prisoners were taken. After further success at Derna, 6 Division entered Benghazi on 7 February 1941, while 7 Armoured Division blocked and destroyed the remnants of the 10th Army trying to flee Cyrenaica at Beda Fomm.

Abstract:
On January 6 -- Christmas Eve according to the Eastern Orthodox calendar -- six Coptic Christians and a policeman were killed in a drive-by shooting while exiting church in Naga Hammadi, Upper Egypt. The attack, which came in retaliation to an alleged rape of a twelve-year-old Muslim girl by a Christian man, was the largest assault on Copts in Egypt since a January 2000 massacre left twenty dead in Sohag. The days since the shooting have been marked by violent clashes and the burning of Christian and Muslim property. These developments have unfolded against the background of increased political pressure on Islamists -- evoking the 1990s, when the killing of Copts by Islamist militants was a routine occurrence and the Egyptian Muslim Brotherhood (MB) was banned from political participation. Thus, while Naga Hammadi might be an isolated incident, it could also presage the return of Egypt's Islamists to the bloody sectarian attacks of the 1990s.

Egypt, like the other Southern Mediterranean (SM) countries, was more of a recipient than a co-initiator of the European Neighbourhood Policy (ENP) launched by the European Union (EU) in 2003. In fact, while being extended also to SM countries, the ENP was mainly intended for the EU's Eastern neighbours (Comelli, 2005). At that time, relations between the EU and Egypt were mostly conducted within the framework of the Euro-Mediterranean Partnership (Barcelona Process, launched in November 1995), and the related Euro-Mediterranean Association Agreement (AA), signed on 25 June 2001, had not yet entered into force.
