261. Parliament without Politics: The Effort to Consolidate Authoritarian Rule

Abstract:
General Abdel-Fattah El-Sisi, Egypt’s ruler since July 2013, brooks no dissent. Having “saved” Egypt from the Muslim Brothers, he has ruled by decree in the absence of a parliament, supported by a handpicked technocratic cabinet. His security apparatus muzzles the press, keeps dissident voices off-air, arrests secular as well as Islamist critics, and clamps down on civil society. He has built ten new prisons to accommodate the overflow, as political prisoners may now total 60,000.[1] As typical of military rulers, he announces grandiose projects – the new channel in the Suez Canal, the Dabaa nuclear power plant, million-unit agricultural and housing schemes, and a multi-billion dollar new capital city – without taking into consideration their cost, integrating them into long term plans, conducting comprehensive feasibility studies, or examining their social and environmental impact.

Abstract:
Following the downfall of President Hosni Mubarak in January 2011, and more markedly after the July 2013 ouster of President Mohamed Morsi, Egypt's military assumed a new role in national politics. In taking on such new responsibilities and control, the military also came to realize the powerful importance of the media, both as a useful political tool and as a significant potential threat. Building upon their traditional, historical role in Egyptian society, the military resolved to adopt strategies aimed at manipulating and severely controlling media organizations and journalists in order to support the military's agenda and shape public opinion. This paper examines the results of this new military approach to public communication. Specific attention is devoted to the military's communication strategy, its evolution since January 2011, its effects on civil-military relations, as well as the consequences for media freedom.

Abstract:
Egypt and Tunisia have been witnessing over the past few years a new wave of violent Islamist radicalisation. The engagement of Egyptian and Tunisian youth in political violence shows that depending only on classical counter-terrorism strategies will not only fail to prevent violent radicalisation, but it might actually increase it. Both the political and religious actors need to work together to formulate a comprehensive de-radicalisation strategy to render the political and religious spheres less enabling for violent radical ideas and movements.

Abstract:
Arab Islamist parties faced exceptional challenges and opportunities following the 2011 uprisings. After decades of facing authoritarian regimes, they suddenly had to navigate in radically new domestic, regional, and intra-Islamist contexts. Egypt’s Muslim Brotherhood had the most spectacular rise and fall, but its experience was atypical of other Islamist parties, which adapted more successfully. These changes overhauled the structure, ideology, and strategy of these parties in ways that unsettled long-standing expectations about their ideas and behavior.

265. Water Management in the Nile Basin: A Fragmented but Effective Cooperative Regime

Abstract:
Ongoing expansions of hydro-infrastructure in the Nile basin, combined with infrastructure completed in the past decade, are increasing the capacity to regulate the Nile as well as the benefits accrued to the Nile waters. No longer reliant on funding from the World Bank and Western donors alone, Nile water development is accelerating in a number of upstream riparian states. Hence, the river Nile upstream of the Aswan High Dam is gradually being transformed from a natural to a regulated river. Hydro-infrastructure projects represent a strong driver for issue-based cooperation among the most affected riparians, but it is noted that the basin- wide perspective is not considered in these ad hoc arrangements. This paper describes the emerging cooperative regime in the Nile basin and analyzes its effectiveness. It presents an inventory of where cooperation among Nile riparians is needed, and discusses the required level of cooperation. It looks at the benefits of cooperation that are not related to a specific geographic area. The paper then identifies four distinct sub-basins that have substantial autonomy in managing their water resources. It concludes that the emerging cooperative setup is logical and for now quite effective, and does not lock in arrangements that may prove inconsistent—at a later point in time—with the overall objective of reasonable and equitable use of the Nile waters by each riparian state. Hence, the emerging cooperative regime arguably represents a positive step in the evolution from a basin without cooperation to a basin managed to optimize the use of the Nile waters for the benefit of its people.

Abstract:
In this fifth year anniversary of the Arab revolts or “Arab Spring,” we might ask ourselves “what has changed in the region?” Given the conflicts raging in the Arab world as we speak, many have concluded that the revolts failed, or that rather than bringing “progress” they have pushed us back—entrenching authoritarianism, displacing millions, exacerbating sectarian differences, etc. But such conclusions reflect a short view of history and a truncated understanding of change. More troublesome, they can fuel a view of the region as unchanging, stagnant, and even backward.

267. How To Navigate Egypt's Enduring Human Rights Crisis

On the fifth anniversary of the mass Tahrir Square protests that ousted former President Mubarak, Egyptians are suffering severe repression and political instability. As this crisis deepens, Washington continues to send troubling mixed messages about its commitment to trying to resolve it. The U.S. government should, at long last, use its considerable influence to support civil society and advance human rights in Egypt. Such an approach would both help Egyptians and serve U.S interests. This blueprint draws on dozens of interviews with Egyptian human rights defenders, civil society activists, journalists, academics, families of detainees, lawyers, government officials, and others, conducted during a research trip in January 2016. It examines conditions in Egypt, the strengths and shortcomings of the U.S. response, and potential opportunities for the U.S. government to support civil society and strengthen respect for human rights. This year will be a defining one as violent extremism, regional conflicts, and political and economic mismanagement threaten Egypt—and as President Obama shapes his legacy in the Middle East. In 2009, he delivered a message of hope in Cairo: “America does not presume to know what is best for everyone, just as we would not presume to pick the outcome of a peaceful election. But I do have an unyielding belief that all people yearn for certain things: the ability to speak your mind and have a say in how you are governed; confidence in the rule of law and the equal administration of justice; government that is transparent and doesn't steal from the people; the freedom to live as you choose. These are not just American ideas; they are human rights. And that is why we will support them everywhere.” Much has changed in the intervening years. In his speech to the U.N. General Assembly in September 2015, President Obama opted for analysis rather than exhortation, noting that: “repression cannot forge the social cohesion for nations to succeed. The history of the last two decades proves that in today’s world, dictatorships are unstable. The strongmen of today become the spark of revolution tomorrow.” He continued: “I believe a government that suppresses peaceful dissent is not showing strength; it is showing weakness and it is showing fear. History shows that regimes who fear their own people will eventually crumble, but strong institutions built on the consent of the governed endure long after any one individual is gone.” Yet the U.S. government’s handling of the enduring crisis in Egypt has too often failed to draw obvious conclusions from the Administration’s analysis of the detrimental impact of human rights violations on stability and progress. As a result, many Egyptians view the Obama Administration as supportive of the repressive leadership in Cairo. This support for the dictatorship will render Egypt less stable, undermine U.S. efforts to prevent violent extremism, and further damage Washington’s credibility in the region.

268. Economic Integration in the Middle East

Abstract:
The region has incurred huge economic and social losses from poor economic management and conflicts requiring massive military outlays. A policy shift is needed to deploy its substantial human, natural, and financial assets more efficiently through adopting economic and social policies that lead to more rapid and inclusive economic growth in the Middle East and North Africa. The four most powerful players in the region—Saudi Arabia, Egypt, Iran, and Turkey—need to spearhead regional political and economic stabilization to address the root problems. Major regional infrastructure projects in energy, water, and transport are needed to better integrate their economies and expand intra-regional and world-wide trade. This policy paper argues that the major regional players should each follow a coherent long-term development strategy requiring four prongs plus cooperation: Reduce regional tensions and end conflicts through diplomacy and by recognizing that the current approaches are impeding investment and economic growth. Undertake significant economic and institutional reforms at home to remove binding constraints on growth, revitalize the private sector, improve financial access by small and medium-sized businesses, and improve the quality of education. Focus on well-targeted policies and structural reforms that would lead to significant reductions in youth employment and increased female labor force participation; and introduce cuts in military expenditures as regional tensions subside, and reallocate public investment savings to clean energy and infrastructure investments. Increase inter- and intra-regional cooperation and trade, initiate regional projects in partnership with the private sector in areas such as tourism, air and ground transport, regional energy and water, regional health and education, and research hubs. To support these initiatives, a regional development and reconstruction program supported by a 'mini-Marshall Plan' is urgently needed.

Abstract:
Research focusing on non-formal political and social stakeholders/activists has been generally side-lined as a subject of political, sociological, and economic studies in the Arab world. This has been the case since the emergence of these sub-fields in the post-independence period of the 1960s, as Arab universities and research centres were founding their academic fields, until today. The exception that confirmed the rule was the Marxist approaches that succeeded in fostering a small but steady number of research groups interested mainly in workers’ and labor movements, and in particular unions, or in rural sociology as a reflection of the expression of class struggle within Arab societies.

The early months of 2016 mark five years since the eruption of the Arab uprising. The region’s wars, failed transitions, resurgent authoritarianism, and spiraling sectarianism and Islamist extremism make for a grim anniversary. To take stock of what went wrong and what might still go differently, POMEPS asked more than a dozen scholars to reflect on the experience of the last five years in a single country or a thematic issue. What has changed since the uprisings began half a decade ago? What has remained the same, or returned to pre-uprising forms? What do these developments mean for the political science of the Middle East? All these questions, and more, are pondered in the essays published in POMEPS Studies 18, Reflections Five Years After the Uprisings. All were first published in the Washington Post’s Monkey Cage blog, and collected in an open access PDF here. Together, the essays offer a diverse, informed study that should help scholars, journalists, policymakers and the public reflect on the five years since the Arab uprisings, and consider the Middle East’s future.
