Abstract:
Three years into Egypt's post-Mubarak transition, the near-term prospects for democratization are bleak. The military-security alliance that ousted the Muslim Brotherhood's Mohamed Morsi, Egypt's first freely elected president, in July 2013 is consolidating power. Government repression against the Islamist opposition, and more recently against secular dissenters, is harsher and society is more polarized than in any point in recent memory.

Abstract:
The popular uprisings that swept the Arab world in 2011 passed Algeria by. While there were sporadic street demonstrations calling for political change, principally in the country's capital Algiers, they quickly petered out due to lack of support from the general public. Unlike in Egypt, Libya, and Tunisia, the political power system in Algeria remained intact. The autocratic government of Abdelaziz Bouteflika, who has been the president since 1999, retained complete control, culminating in his reelection on April 17 for a fourth term despite his obviously failing health.

The workshop "Democracies in the Making: Egypt at the Centre of Arab Transitions" focused on the analysis of the current phase of the democratic transition in Egypt, dominated by a high level of polarisation. It was organized by EuroMesco, the European Institute of the Meditereanan (IMed) and the Al Ahram Centre for Political and Strategic Studies (ACPSS), wit the support of the Spanish agency for International Development Cooperation (AECID). This was the last of a series of four workshops organised in the framework of a program to strengthen the capacities of think tanks and research institutes in Meditereanan countries, mainly in light of the current democratisation process and regional transformations.

CAIRO—During a private conversation following Egypt's bitterly contested and closely fought presidential election of 2012, a Western diplomat marveled, naively, at the multitudes of veiled women who had come out to support the old regime's candidate, the avowedly anti-Islamist figure of Ahmed Shafik. It was during this campaign that strongly held anti-Islamist themes were aired widely and used to mount a campaign against the potent, often bigoted, Muslim Brotherhood. Many of these same views were advanced in support of the military's removal of the Brotherhood's Mohamed Morsi, victorious candidate for the presidency and, with his electoral victory, successor to President Hosni Mubarak.

CAIRO, Egypt—As a child of the 1980s, I grew up watching science fiction television shows and movies—all set in the "not-so-distant future." Holographic communication, teleportation, and flying cars were central tenets of that universe. And while I marveled at the prospect of these technologies, I was most fascinated by the "magical technological device"—that could be used to complete any task, from basic communication to dissemination of news to national security. Though I later learned that this device was nothing more than a plot twist used to advance these stories, I gained something quite special from this twist—a belief in the promise of the future.

Abstract:
Israel's former ambassador to Egypt and Jordan discusses the changing face of Islamism for the Institute's annual lecture in honor of the late Zeev Schiff. In historical terms, Islamism is a modern movement. While its adherents claim that it is a purely indigenous effort to purge foreign elements that have penetrated Islam in the modern period, the irony is that Islamism itself was born of the friction between religious loyalties and modern, Western-dominated realities. From the start, the movement thrived in places where Western power and culture abounded -- many Islamist activists were Western-educated professionals who spent years in Europe or the United States, while many terrorist cells were formed by Muslims living in the cities of Germany, Britain, and Belgium. This Western connection facilitated the absorption of modern methods and instruments, including weaponry, Internet communications, aircraft, banking systems, smartphones, and so forth.

Abstract:
Egypt and Tunisia have been witnessing radical transformations ever since presidents Hosni Mubarak and Zine el-Abidine Ben Ali were toppled. The countries have seen, among other changes, a remarkable awakening of public interest in politics and in shaping their own societies, an unprecedented flourishing of their political landscapes, and relatively free and fair, and hence historic, elections. However, as is to be expected, uncertainties prevail, and both countries are struggling hard with the complex steps of their respective transitional processes. They are encountering formidable challenges (although the degrees and dimensions of these challenges vary), such as the emergence of new powerful political actors with an Islamic reference system and an unpredictable and unclear agenda as regards their commitment to democratization; a society split along a secular-Islamist divide; and, correspondingly, a lack of consensus on the draft of a new constitution. A deteriorating and hence alarming socio-economic situation, an unwillingness to deal with atrocities committed in the past, a highly politicized judiciary, and a complex and opaque constellation of actors further complicate the situation.

With the charges against former President Mubarak thrown out of court - the Egyptian judiciary is being both praised and condemned by its citizens. "The crisis in the Egyptian judiciary is not that it needs legal and administrative “independence” from the executive… It’s that it needs to reform as a top priority… and emphasise its role of enforcing the law… and not permit anyone to act outside the context of the law or to act in a political manner that does not conform to the law."
