Abstract:
The relationship between the European Union and Egypt on migration is as uncomfortable for Europe as it is unavoidable. The EU’s goal of reducing irregular migration by working with actual and potential transit countries around Europe has provided Egypt with greater leverage over its European neighbors – a development that worries not only human rights advocates, but many actors who follow the actions of the country’s authoritarian regime.

Abstract:
In February 2020, the editors of this volume organized a POMEPS workshop that explored the origins of the disciplinary divide between the study of Africa and the Middle East, examining issues that span both regions (i.e., cross-border conflict, Islamist politics, social movements and national identity, and Gulf interventionism.) In February 2021, we convened another workshop, sponsored by POMEPS and the newly-founded Program on African Social Research (PASR, pronounced Pasiri) centered on racial formations and racialization across the two regions. Both workshops centered around the need for a genuinely transregional scholarship, one which rejects artificial divisions between ostensibly autonomous regions while also taking seriously the distinctive historical trajectories and local configurations of power which define national and subregional specificities. The workshop brought together nearly two dozen scholars from across multiple disciplines to explore the historical and contemporary politics of racial formation across Africa and the Middle East.

Abstract:
Egypt and Turkey makeup about half of the whole population of the Middle East and are the two leading nations in the eastern Mediterranean, including Iran as a whole. Both countries are now recognized as the two most tremendous modern military forces in the Middle East. Besides, Cairo and Ankara are major Muslim centers: the Al-Azhar Mosque in Egypt is the largest Islamic University in the world and a significant feature of Egyptian soft power; the historical association between Turkey and the last Islamic Caliphate is viewed in the region with great nostalgia. Given these similarities, a deep rivalry between the two countries exists around the world, while Ankara and Cairo have increasingly prevented overt aggression or conflicts. After the Arab Spring, tensions have intensified and, in effect, impacts Libya, Sudan, and the Eastern Mediterranean region. Along with the increased risk of an overt war between the two nations, the rivalry between Turkey and Egypt also challenges the delicate security of the Middle East. It indicates that it needs an international mediator to answer this thorny problem.

114. Is the Muslim Brotherhood losing Turkey and Qatar in the light of the rapprochement with Egypt?

Abstract:
Egypt's relations with Turkey and Qatar have been improving for the last six months, following a long period of diplomatic crises and hostility that lasted eight years and four years, respectively. This rapprochement is an attempt to reset relations in a way that would allow all three parties to maintain their good relations with the new U.S. administration. As a condition for normalizing ties, Egypt had demanded that Turkey and Qatar end their support to the Muslim Brotherhood (MB). This demand has been described in the Arab media as an ominous sign for the MB, which feared it would be sacrificed on the altar of Turkish and Qatari state interests. However, the discourse of the MB's members on the subject, the continued anti-Egyptian remarks of senior Turkish government officials, and the intention of the Egyptian government to execute senior MB leaders suggests that the chances of Turkey and the MB ending their relationship are quite slim. Qatar, for its part, continues to allow the MB's members to find refuge within its borders, but at the same time is not interested in provoking Egypt.

Jordanian diplomacy has been invigorated in recent months, with Jordan taking a major and sometimes leading role in significant regional developments. The renewed intensity and prominence are associated with marked improvement in relations with the United States and Israel, following the leadership changes in both countries. King ʿAbdullah II seems to have received a fresh mandate from the Biden Administration to help promote regional changes aimed at reducing the influence of Iran and its allies, in an era of declining direct American engagement in the region.

Abstract:
In August issue of Beehive, Nir Boms analyses the Egypt’s recent restrictive policy on social media and its impact on young bloggers. Amidst a new wave of authoritarianism and repression in Egypt, the Internet remains one of the only platforms of alternative expression, although perhaps, not for long. Aside from Covid-19, the water crisis of the Rival Nile Dam, and the ongoing economic challenge, Egyptian news also dealt with the visible arrest of two young “TikTok stars.” Haneen Hossam, aged 20, was sentenced in absentia by a Cairo court to ten years in prison while Mawada al-Adham, aged 23, who appeared before the court, was sentenced to six.

118. Questioning Participation in Ramlet Bulaq, Cairo

Abstract:
Since the 1990s and the onset of the liberalization of Egypt’s economy, Cairo has experienced a major process of privatization of urban spaces with State and private developers forcibly removing residents of informal neighborhoods, often referred to as `Ashwa’iyat, from central Cairo to replace them with new developments destined for the “elites”. One of the neighborhoods that illustrates these dynamics is Ramlet Bulaq, a central area located on the eastern side of the Nile. Historically the area consisted of highly industrial plots and small crafts spaces. Starting in 1996, the state and wealthy private developers began displacing local residents and new buildings, such as the Nile City Towers, emerged in their stead. Efforts to displace the local residents in Ramlet Bulaq met forms of resistance by the local community. These forms of resistance intensified after the 2011 revolution, when activists joined local residents in their efforts to oppose forced displacement and began proposing alternative development schemes. The struggle over the area magnified after 2012, when clashes occurred between the guards of the Nile City Towers and local residents. In this paper, I narrate the process of mobilizing against forced eviction in Ramlet Bulaq from 2012 to 2015. I, alongside many others, tried to follow a model of participatory community design in order to upgrade the neighborhood that was classified as informal settlement by the Informal Settlement Development Fund since 2010. Despite years of mobilization, most of the families of Ramlet Bulaq ultimately ended up selling their plots to the developers of Nile City Towers exhausted by years of struggle. They have since moved elsewhere. I reflect on some of the reasons of this failure to counter the developments taking place and reflect on some of the limitations of participatory approaches when power dynamics are stacked against local communities.

Abstract:
Egypt has had a long history of trade union action and labour movements, even long before the January 2011 Revolution. It dates back to several periods during the 19th and early 20th centuries and is marked by mass and diverse union movements, despite various attempts by the State to quell it. However, the movement at times did indeed succumb to the wide control of the State through an institutional framework. As such, the Egyptian Trade Union Federation (ETUF) was founded in 1957 and was followed by long and significant periods of struggle.1 It is also important to note that the Center for Trade Union and Workers’ Services (CTUWS) was founded in 1990 by labour leaders who strongly believed in the independence of trade unions. These leaders were born out of the Egyptian Labour Movement, which prospered in the late 1980s outside of the official trade union structure, following the 1986 railway workers strike, and the 1989 iron and steelworkers strike.2 This paper aims to highlight the internal problems that face independent trade unions. It is primarily referring to the trade unions independent from the state-controlled ETUF and explores their activity from 2004 up until 2015. This contemporary period also includes major milestones that have affected independent unions in the Arab world’s most populous country.

120. Between Geopolitics and Geoeconomics: The Growing Role of Gulf States in the Eastern Mediterranean

Abstract:
The role played by countries of the Gulf Cooperation Council (GCC) in the Eastern Mediterranean is becoming increasingly important. This calls for an assessment of their evolving relationship with countries in the region, as well as their involvement in the Libyan conflict. Increased involvement by Gulf actors may inflame existing regional rivalries and geopolitical tensions. The interests of GCC countries in the Eastern Mediterranean are first analysed in the broader context of regional rivalries. Special attention is then devoted to Egypt, Libya, Lebanon, Greece and Cyprus, while considering the role of other key regional actors such as Turkey and Israel. Recommendations on why and how the new US administration should intervene to decrease regional tensions are provided. Paper prepared in the framework of the IAI-Eni Strategic Partnership, January 2021.
