Abstract:
The fourth consecutive Arab-Israeli conflict in 1973, called the Day of Atonement War or the October War, shook the Middle East in the second half of the last century. It was an exceedingly unusual war in many ways. First, the key role in the Arab coalition was played by Egypt. Second, unprecedented success was achieved by the Arabs—although temporarily and on a limited scale—which had a noticeable impact on the situation in the Middle East conflict zone. Third, Arab attacks against Israeli troops were mounted for the first time with no involvement of external actors. Lastly, the conflict came to a halt unexpectedly, leaving observers with the impression of a well-orchestrated performance. This conflict was also discordant with the “zero-sum game” paradigm that had underlain all previous Arab-Israeli wars. This time, the conflict occurred against the backdrop of Egyptian President Anwar Sadat’s U-turn toward the United States shortly before the war and followed a decision made by Soviet leaders to withdraw their military specialists from Egypt. Another unusual aspect of this conflict was that Moscow formally learned about the war only after it began. Even more puzzling was that Moscow nevertheless continued to provide military assistance to the Egyptians.

Abstract:
The October 1973 War is bound to continue to fascinate historians and many others for a long time to come. There are countless dimensions to the last of the Arab-Israeli interstate wars. The obvious military aspects of the war alone are worth thousands of pages. Then there is the superpower dimension, given that the 1973 War was the first conflict of the new period of détente between the United States and the Soviet Union. There is also a leadership angle, since none of the three leaders of the United States, Egypt, and Israel were around during the 1967 War and each felt they were now being tested. There are also the public domestic dynamics and decision-making struggles each country faced, alongside other countries with various levels of engagement like Syria and Jordan. Moreover, there is the role of regional players before, during, and after the war. Needless to say, historians of the war will remain busy for quite some time. I will explore two of these many dimensions: first, an example of the miscalculations within the United States, Israel, and Egypt that impacted the war and second, the legacies of the 1973 War that cannot be separated from the miscalculations.

Abstract:
In recent years, Türkiye's foreign policy has been driven by efforts to reset relations with regional competitors in the Middle East and North Africa (MENA) region. Against a backdrop of disruption caused by the Covid-19 pandemic and the Russian invasion of Ukraine, as well as the redefinition of the US role in the region, Ankara’s renewed diplomatic activism has been guided by the willingness to break from regional isolation, as well as the need to relieve Türkiye’s deteriorating economy. How did Türkiye ditch its ideological approach in the wake of the 2011 Arab uprisings to adopt a more pragmatic stance? And how is the process of rapprochement with other key actors in the MENA region playing out – namely Gulf monarchies, Israel and Egypt?

Abstract:
Urban politics has received growing attention in the anthropology, sociology, and political science of the MENA region. In line with global trends, questions of scale, territory, flows and connectivities and materialities have come to the fore, with a wide range of creative and novel lines of inquiry connecting the global to the hyper-local and every scale in between. In February 2023, POMEPS partnered with the Beirut Urban Lab at the American University of Beirut and The Policy Initiative think tank for a workshop in Beirut to bring together an interdisciplinary group of young scholars from across the region to explore questions of urban life, politics, and culture. The papers moved beyond more traditional political science topics such as municipal government, decentralization, clientelistic voting, protests, and clientelism. While those themes certainly operated in the background, the authors assembled in Beirut pushed to shift the lens towards multi-scalar ethnographic modes of inquiry, highlighting the materialities and relationalities of the hyper-local, examining sites and places which concentrate power dynamics.

Abstract:
This paper aims to assess the Haya Karima initiative, launched by the Egyptian government in 2019, which targets rural communities to achieve inclusive development and eliminate poverty. The paper examines the goals, interventions, and scale of the initiative and uses official data to provide indicators of its operations. Additionally, the paper analyzes rural vulnerability and poverty in Egypt, with a focus on employment opportunities and quality. Hussein Suleiman argues that while the initiative has been scaled up significantly, it has been inadequately planned and disproportionately focuses on infrastructure interventions that are unlikely to eliminate poverty. The paper proposes institutional reform as a necessary route to inclusive development and job creation in rural and urban Egypt, and recommends policy changes to address vulnerability and poverty in the country.

Abstract:
This policy paper discusses the challenges to food security in Egypt, including climate change, water scarcity, global instability, and disruptions to supply chains. The paper argues that a holistic developmental approach is needed to promote food security as part of human development and social justice. The green recovery approach is suggested as a way to achieve inclusive and sustainable development, protect the environment, and tackle climate change. The paper also examines the gap between strategic objectives and the situation on the ground, and proposes alternative solutions such as promoting self-sufficiency, food sovereignty, rural development, and sustainable agricultural policies under the umbrella of green recovery policies, funds, and investments. The paper highlights the importance of addressing food insecurity in Egypt, as the country heavily relies on food imports, a situation that has worsened since the Russian-Ukrainian war.

Abstract:
Why did the Egyptian military, which had long avoided serious involvement in the police-led 1990s domestic War on Terror and the later fight against armed militants in Sinai, embark on a major counterinsurgency in Sinai following the 2013 coup? Why did it take the Egyptian military almost a decade to pacify the peninsula at a very high cost for Sinai residents and the military itself, despite the small size of the insurgent force and the relatively confined terrain where it operated? This paper will attempt to answer those questions, but first, it examines some catastrophic precedents where the army deployed its personnel in counterinsurgency operations, before delving into the recent Sinai war and what it tells us about the military’s mindset.

Abstract:
The Russian invasion of Ukraine in February 2022 precipitated a global energy crisis with Europe as its epicenter. The war compelled Europe to endeavor to end its long-standing dependence on Russian natural gas, a goal that required diversification of supply. This process has proven challenging, however. Compared with oil, which is relatively fungible, gas is difficult to redirect due to high capital costs and long lead times for pipelines and liquefaction plants. Amid this crisis, one region that has emerged as a promising new gas source for Europe is the Eastern Mediterranean, particularly Israel, Egypt, and Cyprus. Since 1999, exploration in deepwater basins in these three countries has resulted in the discovery of approximately 2,400 billion cubic meters (Bcm), or 80 trillion cubic feet (Tcf), of gas resources. Moreover, exploration is ongoing and new discoveries are possible, meaning that even greater volumes of gas could be available in the future. This report, part of the work by the Center on Global Energy Policy, Columbia University SIPA, on oil and gas and the energy transition, focuses on the aforementioned three countries’ prospects of supplying gas to Europe from a technical, geopolitical, and economic perspective. Drawing on company, government, and press sources, the report finds that such gas can meaningfully contribute to European energy security, though mainly in the medium term and only given the involvement of external players—likely the US and/or the EU—and with buy-in from Eastern Mediterranean countries, which will need to see an upside in terms of their own energy security and energy transition.

49. Building Resilience Blocks: How to Improve the Quality of Work for the Egyptian Construction Precariat?

Abstract:
The past two years have revealed the difficult living conditions of millions around the world experiencing compounded insecurities, especially of work and income. Within this context, this paper explores how the notion of precarity applies to informal construction workers in Egypt. It argues that their working conditions fail to satisfy the decent work indicators recommended by the International Labour Organization (ILO) and relevant literature. The paper also assesses the Egyptian government’s intervention during the COVID-19 pandemic regarding informal irregular workers. The government pushed forward infrastructure projects in order to cushion the impact of the pandemic on unemployment. It also distributed cash transfers to irregular informal workers for six months. The paper explains why these measures were not enough. Based on focus group discussions, an in-depth interview and an extensive study of ILO literature, the paper puts forward a set of recommendations with the aim of improving the quality of work under which the majority of workers in the construction sector in Egypt live.

50. Gender-Based Violence in Egypt and Morocco: Politics and Policy-Making

Violent practices against women are widespread globally. They occur in private quarters and public spaces by persons within a victim’s close circles, including family members, as well as members of the larger society. Over the past half a century, the international community has taken steps to eliminate violence against women (VAW). The Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), adopted in 1979 by the United Nations (UN) General Assembly, has defined discrimination against women as “…any distinction, exclusion or restriction made on the basis of sex which has the effect or purpose of impairing or nullifying the recognition, enjoyment or exercise by women, irrespective of their marital status, on a basis of equality of men and women, of human rights and fundamental freedoms in the political, economic, social, cultural, civil or any other field” (UN Women, n.d.a). In 1993, the United Nations Declaration of Violence against Women took another step by defining acts of violence against women as “any act of gender-based violence that results in, or is likely to result in, physical, sexual or psychological harm or suffering to women, including threats of such acts, coercion or arbitrary deprivation of liberty, whether occurring in public or in private life (UNGA, 1993). This global engagement with VAW prompted attention on the legislative and policy-making levels, as well as within academic investigations in the Middle East and North Africa (MENA) region, where patriarchal traditions have endured. The paper focuses on Gender-Based Violence (GBV) directed at women and girls in Morocco and Egypt through a comparative investigation of laws and policies. We probe women’s security over the past two decades and find that while Egypt has experienced progress on fighting Female Genital Mutilation (FGM) and economic violence against women, Morocco has advanced on issuing a more progressive Personal Status Code and VAW in the domestic sphere. How can we understand this divergence between two North African countries where Islamic Sharia is the basis of family laws? And how have state-society relations impacted efforts to fight VAW in both countries? We adopt definitions of UN Women on GBV, forms of violence and economic violence. GBV is defined as “harmful acts directed at an individual or a group of individuals based on their gender.” Forms of violence challenging women and girls are defined as “any act of gender-based violence that results in, or is likely to result in, physical, sexual or mental harm or suffering to women and girls, including threats of such acts, coercion or arbitrary deprivation of liberty, whether occurring in public or in private life. Violence against women and girls encompasses, but is not limited to, physical, sexual and psychological violence occurring in the family or within the general community, and perpetrated or condoned by the State” (UN Women, n.d.b). Economic violence is defined as a practice that “involves making or attempting to make a person financially dependent by maintaining total control over financial resources, withholding access to money, and/or forbidding attendance at school or employment” (UN Women, n.d.b).
