Abstract:
DCAF's approach to police reform emphasises democratic control of policing as a priority before improving police efficiency and modernisation. This report builds on the analyses and recommendations offered by the Monk and Slater reports for police reform in FRY and Serbia, concentrating on those measures that may help restore professional integrity, democratic values and public confidence in the policing institution, such as accountability mechanisms, anti-corruption measures, and public consultation procedures. Only by embedding such mechanisms within police reform from the earliest stages will democratic policing develop in Serbia and Yugoslavia.

Abstract:
Following its formation, which lasted ten years, a modern, uniformed and fairly effective professional organisation, the Estonian Border Guard, was created. This organisation has in essence, decreased criminal activity at the border as well as illegal immigration. Furthermore, the Estonian Border Guard possesses a good potential for maritime rescue. According to various enquiries, the Border Guard has achieved the reputation of being the most trustworthy state institution, sharing first place with the President of the Republic.

Abstract:
In contrast to most of Eastern and Central European countries that underwent their post-communist transition peacefully, Croatia had to undergo its transition during wartime. The outbreak of the Serbo-Croatian war in Spring 1991 forced Croatia to build rapidly an army to protect its territory. However, at this time, Croatia was an emerging democracy and after the European Community recognised its independence on January 15, 1992, the parliamentary institutions were unable to exert their authority over the Croatian army (Hrvatska vojska, HV). The Croatian President, Franjo Tudjman, and the political party he presided, the HDZ, dominated the HV by way of political penetration. Tudjman, who led Croatia to independence, benefited from a triple legitimacy (political, constitutional and charismatic) that allowed him to exert his power over the HV, much the same as the legitimacy Josip Broz-Tito enjoyed over the Yugoslav National Army in Communist Yugoslavia. The result is that the civil-military regime in Croatia after 1990 suffered from a democratic deficit. After the death of President Franjo Tudjman in December 1999 and the change of majority in the January-February 2000 elections, the new Croatian leadership, particularly President Stjepan Mesic, tried to establish democratic control over the armed forces. However, this aim clashed with the opposition of the Ministry of Defense and of numerous officers still committed to the HDZ. For these reasons, a democratic civil-military regime in Croatia is not yet a reality. However, Croatia has made some progress toward the establishment of a democratic civil-military regime. By trying to join some international organizations (NATO), or by being compelled to cooperate with others (International Criminal Tribunal for the former Yugoslavia, ICTY), Croatia is now in the process of interiorizing the norms concerning the civilian and democratic control of the armed forces upon which these organizations are based. Being a member of the Partnership for Peace (PfP), and wishing to join as soon as possible NATO's Membership Action Plan (MAP), Croatia is obliged to move in this direction.

Macedonia's 15 September 2002 election suggests the country may have turned a corner on the road to stability. Widely anticipated fraud and violence mostly did not materialise. Unlike in neighbouring Kosovo a few weeks later, a cross section of voters from all ethnicities streamed to the polls. They elected a government that has embraced the Framework Agreement brokered by the European Union (EU), the U.S. and NATO at Ohrid in August 2001 to end the incipient civil war and that has pledged to manage inter-ethnic issues through consensus, not simply division of spoils, to overhaul the scandal-plagued “Lions” security unit, and fight massive, endemic corruption.

The law does not yet rule in Bosnia Herzegovina. What prevail instead are nationally defined politics, inconsistency in the application of law, corrupt and incompetent courts, a fragmented judicial space, half-baked or half-implemented reforms, and sheer negligence. Bosnia is, in short, a land where respect for and confidence in the law and its defenders is weak.

Abstract:
In the UN safe area of Srebrenica, 6-8,000 Bosnian Moslems were murdered in July 1995 by the Bosnian Serbs, making it the largest civilian massacre in Europe since the Holocaust. The United Nations leaders, those of their peace-keeping forces, and the Dutch government had known for some time that the enclave was not defensible and had not taken adequate protective measures. Although aware that Serbs were executing Bosnian Moslems, the Dutch UN forces fled the area. Before that, Dutch soldiers helped separate the Bosnian men from the women. No UN or Dutch political or military leaders have ever been held accountable for their failure to prevent these crimes.

Abstract:
Local Jewish volunteer leadership in Ukraine is most likely to emerge in the federated community organizations established and nurtured by a small number of community rabbis, such as Rabbi Kaminezki in Dnipropetrovsk (Philanthropic Fund of the Dnipropetrovsk Jewish Community) or Rabbi Bleich in Kyiv (Kyiv Municipal Jewish Community), who endorse multiple Jewish community institutions. (Rabbi Vishedski of Donetsk supports a similar effort.) Federated Jewish organizations in Ukraine resemble North American Jewish federations in that they are associations engaged in community planning, fundraising, and budgeting for Jewish welfare, educational, and identity-building needs. Among their most important differences from North American federations is that, to date, each is closely associated with one particular rabbi and his synagogue. As noted, Rabbi Kaminezki has thwarted the activation of other Jewish religious and educational organizations in Dnipropetrovsk. In Kyiv, Rabbi Bleich is more welcoming to other Jewish religious groups, at least in theory; in practice, other Kyiv Jewish religious institutions are so weak (e.g., the Progressive and Masorti movements) or so confrontational (e.g., the Chabad congregation associated with Rabbi Asman) that significant collaboration is impractical.

Abstract:
Ukraine is a country in transition between a Soviet past and an uncertain future. Since declaring independence in 1991 at the time of the collapse of the Soviet Union, Ukraine has provided cause for both hope and despair. On the positive side, it has disarmed its nuclear capacity and is ethnically stable. Its large minority Russian population, 23 percent of Ukraine's total of 49.5 million inhabitants and concentrated in the eastern part of the country adjacent to a long border with Russia, remains calm. Although both Ukrainian and Russian extremists express various grievances, and other ethnic groups, most notably Jews, encounter episodic bigotry that is ignored by the state, the Ukrainian government itself has refrained from inciting ethnic chauvinism.
