- Secretary of State Hillary Clinton's visit to Indonesia, part of her initial overseas journey to Asia, was enthusiastically received in the world's most populous Muslim country. The secretary praised Indonesia's thriving democracy as evidence of the compatibility of Islam and political pluralism. Noting Southeast Asia's importance to the U.S., Clinton announced that the State Department would begin consideration of a process to sign ASEAN's Treaty of Amity and Cooperation, a prerequisite for membership in the East Asia Summit. She also acknowledged that Washington's harsh sanctions against Burma's military junta had not changed that regime's draconian rule but also pointed out that ASEAN's engagement strategy was equally impotent. Nevertheless, she stated that the U.S. would consult with ASEAN in the process of reviewing its Burma policy. Meanwhile, ASEAN held its 14th summit in Thailand at the end of February. While the global economic crisis dominated the agenda, the future of a human rights commission mandated by ASEAN's new Charter proved the most contentious, with the more authoritarian ASEAN members insisting that noninterference in domestic affairs should remain the underlying principle of any human rights body.

- The leadership of powerful states in processes of regional institutionalization is a significant, though still widely ignored topic in the field of International Relations (IR). This study asks about the theoretical conditions of effective leadership in international institution- building, using China's and Japan's roles in East Asian regionalism as an empirical test case. It addresses the question of what actually happens when states perform the role of leader. Specifically, it focuses on the process of negotiating leadership claims, and different hypotheses are presented as to the requirements of effective leadership in international affairs. The findings point to the fact that leadership is effective and sustainable when foreign elites acknowledge the leader's vision of international order and internalize it as their own. Leadership roles are often disputed and are constituted of shared ideas about self, other, and the world, relying on the intersubjective internalization of ideas, norms, and identities.

25. Fighting irrelevance: An economic community 'with ASEAN characteristics'

- The Association of Southeast Asian Nations (ASEAN) enters its fifth decade of economic cooperation in more favourable circumstances than those experienced at the time of its thirtieth anniversary. Paradoxically, and contrary to expectations at the time, the financial crises of 1997—98 may have strengthened ASEAN. The backlash against what was perceived as an unsympathetic Western response to East Asian difficulties put ASEAN at centrestage in new regional cooperative arrangements. Moreover, rivalry between China and Japan for regional leadership has led them both to seek to negotiate regional partnerships with ASEAN as a whole. ASEAN, however, faces new challenges—particularly from rapid economic growth in China and India, and from the proliferation of preferential trade agreements (PTAs) (including a large number involving individual ASEAN members). ASEAN has made only slow progress in economic cooperation. The complete removal of tariffs has fallen behind schedule and is not due to be realised until 2010. The private sector makes little use of ASEAN's preferential arrangements because they afford little advantage over most-favoured-nation tariffs—certainly not sufficient to offset the costs of complying with paperwork, and the consequent delays experienced. ASEAN has made little progress on 'deeper integration' issues—the removal of 'beyond border' barriers to trade. Some of the bilateral PTAs that ASEAN countries have negotiated with extra-regional partners go further in removing barriers than ASEAN's own arrangements. ASEAN members continue to eschew binding commitments within their own economic collaboration despite making them within the World Trade Organization and in some of their bilateral PTAs. Liberalisation under ASEAN's auspices has not been sufficiently significant to encourage business groups to invest substantial resources in lobbying for deeper integration.

- Analyses of the 17th Congress of the Chinese Communist Party (CCP) have largely focused on the policy and personnel changes taken at the leadership conference. 1 Much less has been said about the implications of the massive turnover among the military representatives who sit on the Party's 17th Central Committee (CC), including its powerful Central Military Commission (CMC). While generational turnover is leading to a new Chinese political leadership that is less technocratic and more broadly trained in economic and legal fields, the Chinese military elites on the Party's top bodies are becoming ever more functionally-specialized in their areas of military expertise. Meanwhile, various forms of patron-client ties and political networks have played crucial roles in the rapid rise of young and technocratic officers.

- Policy toward North Korea is an important component of Russia's general strategy toward the Asia-Pacific region, which is now regarded by Moscow as a crucially import ant area. This growing emphasis on Asia is evidenced by President Vladimir Putin's increased participation in APEC summits including the November 2005 meeting in Pusan, South Korea, and Russia's development of a dialogue partnership with the Association of Southeast Asian Nations (ASEAN). During the first Russia-ASEAN summit, held in Malaysia just before the East Asian Summit in December 2005, President Putin gave a speech to the participants of the nascent East Asian Community (EAC), a new multidimensional integration association in the region.

We have Assistant Secretary of State for East Asian and Pacific Affairs, Chris Hill here, who many of you may have seen on television today and is on his way back to Beijing to continue the six party talks with the North Koreans. And we welcome him. We have the Consul General from New York of the People's Republic of China here in New York, Ambassador Liu. The acting ambassador in Washington from China, Ambassador Jian and Mrs. Jian and the Counselor of the Chinese Mission to the United Nations and many, many other distinguished people.
