RICHARD HOLBROOKE: My name is Richard Holbrooke. I'm the Chairman of Asia Society and we welcome you to a very special, indeed we hope historic, evening in the fifty year history of the Asia Society. But before I make any other remarks I want to welcome just a handful of the many very distinguished guests in the room. We have Assistant Secretary of State for East Asian and Pacific Affairs, Chris Hill here, who many of you may have seen on television today and is on his way back to Beijing to continue the six party talks with the North Koreans. And we welcome him. We have the Consul General from New York of the People's Republic of China here in New York, Ambassador Liu. The acting ambassador in Washington from China, Ambassador Jian and Mrs. Jian and the Counselor of the Chinese Mission to the United Nations and many, many other distinguished people.

Abstract:
To fulfill Turkey's mission as a ʺcivilizational connectorʺ between Europe and Asia, Turkey must be a full member of the East Asian Summit. The path towards this goal, among others, requires Turkey to be a Dialogue Partner of ASEAN. Once ASEAN sponsors Turkey's membership in East Asian Summit, Turkey would then be strategically positioned to be a key member with some of the world's most monumental economic and political powers in its midst. Indeed, if Turkey is a member of East Asian Summit, ideally by 2010, Turkey would be in a better position to realize its strategic, civilizational, and historical depth.

Abstract:
Optimum Currency Area (OCA) approaches turn to be inadequate in the analysis of the new regional monetary integration schemes that have sprung up among developing and emerging market economies. Instead, in accordance with the concept of 'original sin' (Eichengreen et al.) we argue that regional monetary South-South integration schemes that, unlike North-South arrangements, involve none of the international reserve currencies, have specific monetary constraints and implications which need to be duly considered. A first comparative analysis of three cases of monetary South-South cooperation in South Africa (CMA), East Asia (ASEAN) and Latin America (Mercosur) shows that these can indeed provide macroeconomic stability gains but that this strongly depends on the existence of economic hierarchies within these integration schemes.

Abstract:
China is confronting widespread violent and even deadly social unrest, raising Communist Party alarms about national security. Some observers speculate that unrest could undermine China's national leadership, as it did in the Ukraine and the Philippines. Some U.S. policy makers might welcome unrest in China as a path to democracy and “freedom.” But rather than an opportunity to transform China's political order, China's social unrest should be understood as the unavoidable side effects—worsened by local corruption—of successful market reforms and expanded economic and social choice. Managing this unrest humanely requires accelerated reform of legal and social institutions with special attention to corruption. More violence would generate more suffering, potentially destabilizing East Asia and harming U.S. interests. The United States should encourage China to strengthen its social reconciliation capabilities, without making electoral political reform a prerequisite for intensifying engagement across the board.

Abstract:
Recent optimism about India is based on the view that the country may finally be on a higher growth trajectory after more than a decade of halting economic reform. Spurred by a balance of payments crisis a decade ago that pushed the government of India to nearly defaulting on its foreign debt, a series of coalition governments have slowly deregulated the once most-regulated economy outside the communist world. Over the years, the government has enlarged the role of market forces, given more freedom to the private sector, and cut barriers to domestic and foreign competition. At the same time, India's state governments have gained considerable autonomy from the central government, making India into the federal state envisaged in its constitution.

In August 2000, with the Japanese growth rate holding above 2 percent, the Bank of Japan decided to initiate an end to the zero interest rate policy that it had initiated in March 1999. This step was taken despite the existence of modest deflation, indicated by readings of minus 0.2 to minus 0.5 percent on various measures of inflation. At that time, no central bank had thought seriously about deflation as a threat since the depression of the 1930s.
