Abstract:
No country has proved immune to the devastating effects of the current global financial crisis. But the middle-income countries of Eastern Europe, Latin America, and East Asia, which previously had achieved significant progress—economically and socially—have shown themselves to be particularly vulnerable. The crisis has highlighted important lessons for these countries, which inhabit a twilight zone between the developed and developing worlds?and those that aspire to join their ranks—as they rebuild.

Abstract:
Southeast Asia media and elites praised President Barack Obama's Cairo address for opening a new dialogue with Muslims and acknowledging U.S. transgressions after 9/11. Washington excoriated Burma's ruling junta for transferring opposition leader Aung San Suu Kyi to prison for violating the regime's detention law, characterizing the charges as ”baseless” and an excuse to extend her incarceration beyond scheduled elections in 2010. Thai political turmoil disrupted ASEAN and East Asia Summit meetings in April. In the Philippines, this year's Balikatan exercise involved 6,000 U.S. troops and focused on responses to natural disasters. Meanwhile, the Philippine Congress is scheduling new hearings on the Visiting Forces Agreement for its alleged unduly favorable treatment of U.S. military personnel. Human rights concerns in Southeast Asia were raised again in the annual U.S. watch list on human trafficking with most of the region cited for an unwillingness or inability to stop the notorious trade. Finally, the U.S. praised Southeast Asian maritime defense cooperation in suppressing regional piracy as well as contributing to counter-piracy patrols in the Gulf of Aden.

Abstract:
Australia's government swung from the right to the left of the political spectrum in 2007. The U.S. did the same in 2008. Yet, not much changed in the fundamentals of the 57-year-old U.S.-Australia alliance. The assertion of alliance continuity, however, comes with a major caveat: the tectonic effects being exerted by China's rise. As with the rest of the Asia-Pacific, Australia is adjusting significant aspects of its foreign and security policy to the magnetic pull of China, which was dramatized for Canberra through the middle of 2009 by an outburst of Chinese official anger directed at Australia. Other important influences to consider include the so-called “Kevin Rudd” effect, the global economic crisis, and the ongoing conflicts in the Middle East.

185. China Rising: Peace, Power, and Order in East Asia

Abstract:
Throughout the past three decades East Asia has seen more peace and stability than at any time since the Opium Wars of 1839-1841. During this period China has rapidly emerged as a major regional power, averaging over nine percent economic growth per year since the introduction of its market reforms in 1978. Foreign businesses have flocked to invest in China, and Chinese exports have begun to flood the world. China is modernizing its military, has joined numerous regional and international institutions, and plays an increasingly visible role in international politics. In response to this growth, other states in East Asia have moved to strengthen their military, economic, and diplomatic relations with China. But why have these countries accommodated rather than balanced China's rise? David C. Kang believes certain preferences and beliefs are responsible for maintaining stability in East Asia. Kang's research shows how East Asian states have grown closer to China, with little evidence that the region is rupturing. Rising powers present opportunities as well as threats, and the economic benefits and military threat China poses for its regional neighbors are both potentially huge; however, East Asian states see substantially more advantage than danger in China's rise, making the region more stable, not less. Furthermore, although East Asian states do not unequivocally welcome China in all areas, they are willing to defer judgment regarding what China wants and what its role in East Asia will become. They believe that a strong China stabilizes East Asia, while a weak China tempts other states to try to control the region. Many scholars downplay the role of ideas and suggest that a rising China will be a destabilizing force in the region, but Kang's provocative argument reveals the flaws in contemporary views of China and the international relations of East Asia and offers a new understanding of the importance of sound U.S. policy in the region.

Abstract:
The leadership of powerful states in processes of regional institutionalization is a significant, though still widely ignored topic in the field of International Relations (IR). This study asks about the theoretical conditions of effective leadership in international institution- building, using China's and Japan's roles in East Asian regionalism as an empirical test case. It addresses the question of what actually happens when states perform the role of leader. Specifically, it focuses on the process of negotiating leadership claims, and different hypotheses are presented as to the requirements of effective leadership in international affairs. The findings point to the fact that leadership is effective and sustainable when foreign elites acknowledge the leader's vision of international order and internalize it as their own. Leadership roles are often disputed and are constituted of shared ideas about self, other, and the world, relying on the intersubjective internalization of ideas, norms, and identities.

188. An EU-Korea Free Trade Area: Playing Catch-Up or Taking the Lead?

Abstract:
Both Korea and the EU are pursuing free trade areas (FTAs) aggressively as part of their trade policy strategies. Korea is much further down the road. There are strong incentives on both sides to conclude an agreement. However, specific issues and EU's desire to do at least as well as, and preferably better than, the Korea–US FTA may delay or even preclude success. Korea and the EU are not principal suppliers to each other, so while an agreement is predicted to be economically favourable to both sides, the effects are not expected to be very large. Korea has the higher barriers and is expected to make the bigger economic gains. There are sensitive sectors on both sides, notably automobiles for the EU and services and processed foods for Korea. Both sides have important agricultural constituencies to protect. Korea's key role in the East Asian production system suggests that rules of origin could be an area of particular difficulty in the negotiation.

189. Hierarchy and the role of the United States in the East Asian security order

To construct a coherent account of East Asia's evolving security order, this article treats the United States not as an extra-regional actor, but as the central force in constituting regional stability and order. It proposes that there is a layered regional hierarchy in East Asia, led by the United States, with China, Japan, and India constituting layers underneath its dominance. The major patterns of equilibrium and turbulence in the region since 1945 can be explained by the relative stability of the US position at the top of the regional hierarchy, with periods of greatest insecurity being correlated with greatest uncertainty over the American commitment to managing regional order. Furthermore, relationships of hierarchical assurance and hierarchical deference help to explain critical puzzles about the regional order in the post-Cold War era.

Abstract:
Throughout the Cold War era, Japan maintained the national security formula crafted by Yoshida Shigeru. At the center of the so-called 'Yoshida Doctrine' was a dependence on the alliance with the United States, which allowed for a minimal military rearmament by Japan and a focus on economic recovery. Since the 1980s, however, the United States pressured Tokyo to take on more of the burden in the asymmetrical alliance. During the 1990 Gulf Crisis, Americans were very critical of Japan's checkbook diplomacy after Tokyo's financial contribution of US$13 billion in war support, but no contribution in terms of personnel.
