141. East Asian relative peace and the ASEAN Way

Abstract:
East Asia has experienced a drastic decline in incidences of warfare and has had exceptionally low levels of battle deaths after 1979. However, East Asian peace had already begun in 1967 inside ASEAN. Is it possible that East Asian peace began in ASEAN and spread to the rest of East Asia? This is the question that this article aims to tackle by showing the association between a reasonable and plausible explanation, the ASEAN Way, and East Asian peace after 1979. The argument about the role of the ASEAN approach in the pacification of East Asia is based on an examination of the patterns of frequency of conflicts, numbers of battle deaths and conflict termination. In this kind of examination, it seems that the recipes for peace in East Asia after 1979 are similar to those of ASEAN after 1967, and that their relationship to conflicts was also very similar.

Abstract:
The regional geographical entity known as the Middle East and North Africa (MENA) has been at the epicenter of global power struggles over the course of the last centuries with an ever-increasing intensity. While the region has been a popular subject in the literature of political science and international relations due to the sheer volume of conflicts raging within the parameters of its borders, writings on international/ comparative political economy focused on alternate regions such as East Asia characterized by a sustainable economic growth potential. This study aims to make a critical contribution to the political economy literature by conducting a theoretically and historically informed analysis on the transformation dynamics in the MENA region. To this end, the multi-faceted legacy of colonialism; the role of oil as a strategic resource; structural changes in the world economy; and divergent politicoeconomic reform trajectories in the wake of economic globalization will be evaluated.

Abstract:
A spate of measures taken by the Obama administration to bolster US presence and influence in the Asia-Pacific was met with a variety of responses from China. Official reaction was largely muted and restrained; media responses were often strident and accused the US of seeking to contain and encircle China. President Obama met President Hu Jintao on the margins of the APEC meeting in Honolulu and Premier Wen Jiabao on the sidelines of the East Asia Summit. Tension in bilateral economic relations increased as the US stepped up criticism of China's currency and trade practices, and tit-for-tat trade measures took place with greater frequency. Amid growing bilateral friction and discontent, the 22nd Joint Commission on Commerce and Trade (JCCT) convened in Chengdu, China. An announcement by the US of a major arms sale to Taiwan in September prompted China to postpone a series of planned exchanges, but the Defense Consultative Talks nevertheless proceeded as planned in December.

Over a decade into the “normalization” of US-India relations and nearly 20 years into India's “Look East” policy, the US-India-East Asia nexus is regularly articulated by the US and India, generally accepted in the region, and shows some signs of gaining traction including a regular US-India dialogue on East Asia and the launch of the first-ever US-India-Japan trilateral dialogue. More broadly, US views of India as part of Asia now encompass mental as well as policy maps (though not yet bureaucratic and all geographical ones) and transcend party politics. Meanwhile, US-India bilateral relations move steadily if sometimes frustratingly forward, and India-East Asia ties continue to deepen and widen though to neither side's full satisfaction. One thing is clear: triangulation depends above all on India's own commitment and actions to build a closer relationship with the wider Asia-Pacific region. Secretary of State Hillary Clinton, in an echo of comments made by regional leaders over the years, told an Indian audience in Chennai in July that “India's leadership will help to shape positively the future of the Asia Pacific. That's why … we encourage India not just to look east, but to engage east and act east as well [emphasis added].”

The ballistic missile defence (bmd) has been promoted as a means to counter the security concern posed by North Korea's missile and nuclear programmes. While these could threaten Japan in theory, the likelihood of an attack by North Korea is negligible as the consequences of such an action would compromise the survival of the North Korean regime. Conversely, an exaggerated response to North Korea's missile programme increases the risk of even further unpredictable provocations by North Korea. Other regional actors, especially China and even Russia, may counter Japan's increased defence readiness with even greater military presence in the region, leading to an exacerbation of regional tension. bmd, and intensified defence measures at large, will contribute to a perpetuation of rivalry between Japan and its East Asian neighbours, restricting Japan's diplomatic manoeuvrability and reducing its future policy options towards consolidating a regional security architecture. bmd should not be seen as a test case in the validity and future integrity of the us-Japanese defence alliance. Disparate political and cultural traditions aside, shared economic interests and values suffice to ensure the continuity of the alliance, which is not as fragile as recent media reports have suggested.

Abstract:
As the Asian economies have grown larger and become more complex, they have also be-come more integrated at both the regional and the subregional level. Yet although economic integration has increased, regionalism in the sense of economic cooperation at both the pan-Asian and subregional levels has lagged behind. Regionalism or economic cooperation in terms of bilateral or multilateral FTAs is a relatively new phenomenon, but one that has in-creased rapidly in recent years. However, the progress of Asian regionalism faces several challenges. Also, the increasing number of FTAs could lead to a "spaghetti-bowl effect" and reduce trade volume instead of increasing it. In addition to resolving the existing challenges, actors in the region need to convert some of the existing FTAs into a broader one that can serve as a hub for further integration. Given the potential economic gains and future eco-nomic dynamism of the region, this paper suggests the pursuit of the Comprehensive Economic Partnership in East Asia (CEPEA) rather than the East Asia Free Trade Area (EAFTA).

Abstract:
This article discusses and critiques the four articles that comprise this volume on Taiwan's social movement and democratization. I argue that the four articles suggest that while Taiwan's social movements have made a clear impact on Taiwan's democratization, they remain challenged by the neo-liberal orientation of elected governments, in both KMT and DPP forms. The article provides brief comparison to East Asian NICs and Western experiences with social movements. A strength of the articles is their attention to the complex ways social movements and democratization have impacted each other for the past two decades, with attention to unintended consequences. It concludes with some thoughts on the implications of how nationalism and globalization will continue to shape the potential of social movements in Taiwan.

Over the last half century, the United States has been a dominating presence in East Asia. In the shadow of the Cold War, a regional order took shape organized around an array of bilateral alliances and an open trade system – all tied to the United States. In this American-led regional hegemonic order, the United States provided security through security agreements and the forward deployment of its forces while it supported the expansion and integration of East Asian countries in the context of an open multilateral world economy. The United States–Japan alliance was the cornerstone of this regional order. In the background, the East Asian region was nested within the wider Cold War-era American-led Western order. After the Cold War ended, this Pax Americana was extended outward throughout the globe. Alliances, free trade, multilateral institutions, democratic community, and American hegemony all went together.

Abstract:
Since the mid-1990s, China has adopted various multilateral policies to shape a more favorable regional environment. The policy of integration, which accommodates both the United States and neighboring countries' core interests, can succeed in achieving China's goals in regional multilateral cooperation. On the contrary, the policies of dominance, co-governance, and guidance have been suffering from frustration or failure because they threaten the core interests of either the United States or China's regional partners. The efficiency of China's multilateral policies is strongly shaped by two factors: the dominant United States wary of China's rapid rise and the substantial power gaps between the two states. In the coming decade, China may rise to the second rank in terms of economic capabilities, but the United States can still maintain its dominant position. So China will adhere to the policy of integration to maintain its favorable regional environment in East Asia. China's rising position and its integration policy will result in the continuation of competition in the regional cooperation mechanisms and the stability of the US regional alliance system in the decade to come.
