101. Return of the Dragon: Rising China and Regional Security

Abstract:
Despite China's effort to maintain peace with its neighbors, its military and economic growth poses an undeniable threat. Regional states must account for a more powerful potential adversary in China, and China has become more ambitious in its efforts to control its surroundings. Historical baggage has only aggravated the situation as China believes it is reclaiming its rightful place after a time of weakness and mistreatment, and other Asia-Pacific countries remember all too well their encounter with Chinese conflict and domination. Through a careful consideration of historical factors and raw data, Denny Roy examines the benefits and consequences of a more politically, economically, and militarily potent China. Since China's intended sphere of influence encroaches on the autonomy of regional states, its attempts to increase its own security have weakened the security of its neighbors. Nevertheless, there is little incentive for Beijing to change a status quo that is mostly good for China, and the PRC thrives through its participation in the global economy and multilateral institutions. Even so, Beijing remains extremely sensitive to challenges to the Chinese Communist Party's legitimacy and believes it is entitled to exercise influence on its periphery. On these issues, nationalism trumps any reluctance to upset the international system. Diplomatic disputes regarding the islands in the South China Sea, as well as controversial relations with North Korea, continue to undermine Chinese promises of positive behavior. Roy's study reveals the dynamics defining this volatile region, in which governments pursue China as an economic partner yet fear Beijing's power to set the rules of engagement.

Abstract:
Decentralized policymaking power in Japan had developed under the reign of the Liberal Democratic Party (LDP), yet in the1990s, institutional changes fundamentally altered Japan's political landscape. Tomohito Shinoda tracks these developments in the operation of and tensions between Japan's political parties and the public's behavior in elections, as well as in the government's ability to coordinate diverse policy preferences and respond to political crises. The selection of Junichiro Koizumi, an anti-mainstream politician, as prime minister in 2001 initiated a power shift to the Democratic Party of Japan (DPJ) and ended LDP rule. Shinoda details these events and Prime Minister Koizumi's use of them to practice strong policymaking leadership. He also outlines the institutional initiatives introduced by the DPJ government and their impact on policymaking, illustrating the importance of balanced centralized institutions and bureaucratic support.

Abstract:
The only good news to report when it comes to Korean Peninsula denuclearization is the absence of any new really bad news over the past four months. North Korea's widely predicted (including by us) third nuclear test or follow-on missile launch did not occur. No one anticipated any serious movement toward resumption of the stalled Six-Party Talks, and those expectations were met. The biggest multilateral surprise came from ASEAN, which for the first time in its 45-year history, concluded its annual ministerial meeting without issuing a chairman's statement or communiqué. The ministers at the follow-on ASEAN Regional Forum (ARF) did produce a summary, which once again highlighted the need for broader multilateral cooperation throughout the region, including the South China Sea. Economic ministers were equally productive in meetings in August, when among things they launched the first East Asian Summit Economic Ministers Meeting and the inaugural ASEAN-US Business Summit.

Abstract:
Amitav Acharya and Barry Buzan wrote in volume seven of this journal that ' the main ideas in this discipline (of international relations) are deeply rooted in the particularities and peculiarities of European history, the rise of the West to world power, and the imposition of its own political structure onto the rest of the world. ' Taking this claim as the starting point the intention of this article is to see where international relations theory over-generalizes and how it could learn from the alternative experience of East Asia. The main focus of the critique will be on two central ideas: first, the idea that unrestricted state sovereignty is necessarily a problem and a security dilemma in international relations; and second, the idea that there is a need for global hierarchy and hegemony in order to tackle the security dilemma. The article uses qualitative scholarship on the dynamics and structures of peace as the point of departure and then assesses the plausibility of these ideas quantitatively using two data sets, the Correlates of War and the PRIO/Uppsala data set (1946 – 2008).

105. A Policy Mismatch: Canada and the United States in the Asia-Pacific Region

Abstract:
The United States and Canada have simultaneously re- invigorated their diplomatic and military postures toward the Asia-Pacific region. As two of the world's closest allies, it is worth exploring the possible synergies and tensions between their efforts to identify areas of possible policy coordination. Canada has considerable assets that could support US diplomacy in the region, including the legacy of its good offices and its close ties with the US military; however, these assets are outweighed by three liabilities. First, Canada's diplomacy to the Asia-Pacific is driven by its desire to diversify away from the US market. Although relatively innocuous in isolation, the politics of this shift, driven by growing concern in Canada about whether the United States remains a reliable market for energy exports, adds a layer of complexity. Second, Canada's closer economic ties with China could undermine its willingness to support the United States on tough regional security issues in the Asia-Pacific. Third, and related, Canadian silence about navigational freedoms, the primary security issue between the United States and China in East Asia, has not gone unnoticed. This paper argues that, on balance, Canada may not be an ideal Pacific partner for the United States.

Abstract:
This article provides an overview of the current state of financial regionalism in East Asia and discusses why and how the East Asian countries should go forward in terms of financial and monetary regionalism. It highlights intra-regional exchange rate stability as an important regional public good and makes the case for greater exchange rate cooperation. To this end, East Asian countries should gradually reduce their exposure to the US dollar and move towards currency basket regimes which would sustain relative intra-regional exchange rate stability while allowing for sufficient flexibility to accommodate idiosyncratic shocks. Against the backdrop of the global and European financial crisis, the article also urges a reconsideration of the costs and benefits of international – and regional – financial integration and calls for a further strengthening of East Asia's regional financial architecture.

Abstract:
This paper provides a brief overview of current developments relevant to Sino-U.S. security relations, and to China's involvement in regional security issues, in East and South-East Asia. The most fundamental challenge with regard to regional stability is how the roles of China and the United States in the Asia Pacific can be reconciled. While the U.S. is concerned that a rising China will eventually push American influence out of East and South-East Asia, China in turn fears that the U.S. will try to retain its leadership role by exploiting and amplifying tensions between the Chinese and their neighbours. Currently the Sino-U.S. rivalry is threatening unity within ASEAN, which poses an immediate risk for regional stability. A substantial improvement in regional stability – whether in South-East or in East Asia – is unlikely unless the U.S. and China manage to stabilise their bilateral relationship. It is important for all interested parties, inside Asia but also outside (including in Europe), to contribute to a move away from a scenario in which regional stability continues to deteriorate, and in the direction of a scenario that involves a cooperative arrangement between China and the U.S. in a stable multilateral setting.

Abstract:
This article seeks to enhance our understanding of an East Asian community by focusing on its cultural aspect. The specific focus of analysis is Japanese popular culture, whose elements include J-pop music, TV dramas, movies,manga (comic books), and anime (animations). This article sheds light on the progress of community building in the cultural sphere by demonstrating that Japanese popular culture has been favored by the people in the East Asian region. By so doing, it modifies our common beliefs about the characteristics of an East Asian community and our conventional expectations of the nature of an East Asian regional identity.

Considerable research has been devoted to unraveling the complicated warp and woof of East Asia's onrushing regionalism. This book breaks from studies that take as the key unit of regional analysis either ASEAN (presumably in ' the regional driver's seat'), all of East Asia (the prevailing template of recent interactions), or the Asia-Pacific (the unit that most accounts for the preeminent East Asian influence of the United States). Calder and Ye argue instead that 'the increasingly intense and profound economic and social interactions within Northeast Asia…' (p. 251) are forging Japan, China, and South Korea into a far more significant 'synergistic entity'. In stressing the cooperative dimension of relations among these three powerful countries, the book not only calls for a new focus for regional analysis, but it also challenges the more traditional treatment of Northeast Asia as a hotbed of geopolitical tensions and rivalries.

February 2012 marked the 40th anniversary of President Richard Nixon's historic trip to China. In hindsight, Nixon's decision to open relations with China is seen as one of the major diplomatic achievements of the latter half of the 20th century. Forty years later, a generation of Millennials is learning Mandarin, working and studying in China, and thinking deeply about the prospect of American decline in an Asian century.
