1. The Joint Expeditionary Force: Baltic Interests

Abstract:
Elements of the Joint Expeditionary Force (JEF) will spend much of November 2024 in Latvia, taking part in a series of exercises known as Joint Protector 24.[1] Leaders of the JEF countries—Denmark, Estonia, Finland, Iceland, Latvia, Lithuania, the Netherlands, Norway, Sweden, and the UK will then meet in Tallinn on 16-17 December to discuss further cooperation in the framework.[2] What is the JEF, and what does it offer the Baltic region? Despite its name, the JEF is not a force. It is a flexible framework led by the UK, under which the UK itself and at least one other member (a ‘1 + 1’ format) can pool military capabilities for the purpose of conducting specific operations. The UK also provides the backbone of a permanent operational headquarters for the JEF—the Standing Joint Force Headquarters—although other command and control options are available depending on the scale and nature of a particular operation.

Abstract:
Russia’s illegal war in Ukraine has had profound impact on European and transatlantic security organisations. NATO has taken steps to strengthen its own deterrence and defence posture but, recognising the risk that the war may become or be portrayed as a NATO-Russia conflict, has carefully avoided a direct institutional response. The EU Member States have, by contrast, acted collectively against Russia, notably in implementing robust EU-wide sanctions and in using EU instruments to finance the delivery of lethal weapons to Ukraine. Through these actions, the EU has gone some way towards strengthening its geopolitical posture as envisaged in its most recent strategy document, the Strategic Compass. In this short series of briefs, we examine some aspects of the EU’s response to Russia’s war in Ukraine. The final brief looks at Denmark’s decision to abandon its opt-out from the Common Security and Defence Policy which, while not as significant as Finland and Sweden’s decisions to join NATO, will bring greater strategic coherence to northern Europe.

3. Providing security in Iraq - what do Iraqis think?

Abstract:
Denmark assumed leadership of NATO Mission Iraq in late 2020. The Iraqi people’s perceptions of their personal security and of those who provide it can impact the success of this mission. A recent survey provides new insights. At a time of political turmoil and insecurity in Iraq, NATO has vowed to step up its commitment in the region. This happens at a time of increased resistance to the US presence in Iraq, and a deteriorating security situation due to the escalation of the conflict between the US and Iran taking place on Iraqi soil, as well as signs of an Islamic State resurgence. Security is a major concern in Iraq. When respondents were asked to select their most important concern for the Iraqi government to address, the most common choice was ‘maintaining security and stability’ (30.5%), closely followed by the job situation (27.5%), and corruption (26.2%). This should be read in conjunction with the fact that 71.7% of respondents stated that they experience their personal security as currently either only partially or not at all ensured. This was most pronounced among the surveyed Shias, with only 18.8% indicating that they feel fully or partly secure in contrast to 46.7% of Sunni respondents.

4. Small states’ security strategies need an international energy dimension: What can be learned from the Danish Nord Stream and Baltic Pipe negotiations?

Abstract:
Denmark encountered a number of unforeseen obstacles when negotiating the Nord Stream and Baltic Pipe gas pipelines, and the country ended up standing exposed and alone. A better politics of energy alliances and better strategic preparation are key lessons for small states like Denmark when dealing with the problematic combination of security and energy. RECOMMENDATIONS: Small states should include energy in strategic documents pertaining to foreign and security policies, as energy is a tool in the security toolbox of the great powers. Self-sufficiency in energy does not mean that a country is shielded from the dynamics of international energy. Small states should strive to build enduring political alliances focused on energy. Small states should prioritise sending experts to the NATO Centre of Excellence for Energy Security in order to stay on top of the international security situation concerning energy.

Abstract:
The Biden administration is likely to adopt a less chaotic US approach to the NATO alliance concerning China. European members should utilize this calmer time to develop viable strategies on how to tackle non-conventional threats from China within the Alliance in concert with the US. RECOMMENDATIONS: NATO members should: Continue to develop their own strategies and procedures against non-conventional Chinese threats in the domains of cyber, influence activities, and trade and investments. Resist the temptation to fall into inertia in determining how NATO should deal with China after the fear of a US withdrawal from NATO has subsided. Work with the Biden administration to develop NATO’s role in relation to China further on grounds that are acceptable on both sides of the Atlantic.

The concept of ‘European strategic autonomy’ is girdled by myths and resistance. These common misconceptions can be overcome by member states to strengthen the EU in the face of today’s challenging security environment. RECOMMENDATIONS: Ways forward for the concept of strategic autonomy: Level of ambition: strategic autonomy should not be seen as an end in itself but as a means to protect and promote common values and interests across strategically important EU policy areas. Geography: strategic autonomy should enable the EU to undertake activities, in particular in the immediate European neighbourhood. Policy scope: strategic autonomy should encompass the entire spectrum of foreign and security policy, and not just defence.

7. Greenland’s minerals to consolidate China’s rare earth dominance? No green future without China

Rare earth elements (REEs) are vital for communications, the green energy transition and defense, but are produced almost exclusively in China. As the projected REE mines in southern Greenland inch closer to realization, Denmark and its EU partners remain sidelined from future supply chains for raw materials. Key findings: Rare earth elements (REEs) are vital to daily life, communications, green energy and defense. Yet, REEs and products containing REEs are almost exclusively controlled and produced by China. Significant long-term strategic state or supra-state support is required to challenge Chinese dominance of the REE sector and reduce the vulnerability of European and American energy supplies. In the absence of REE industries in Europe or America, the two REE projects in South Greenland, with their potential to become significant suppliers of REE, will most likely supply Chinese-controlled raw materials industries.

8. Opportunities for Danish stabilisation policy to engage with climate- and livelihood-related conflict: New approaches to fragility in the Horn of Africa and Sahel

Abstract:
The Horn of Africa and the Sahel are among the most fragile regions in the world: poor, lacking basic infrastructure and state presence across much of their respective territories, and both form hotbeds of conflict and political instability compounded by climate change. This DIIS Working Paper focuses on identifying evolving notions of fragility that could strengthen Danish stabilisation efforts in the Horn and Sahel. It foregrounds notions of fragility that move away from a focus on strong state institutions towards the adaptive capacities of populations in the hinterlands of the Horn and the Sahel to deal with conflict and climate variability. The paper gives an overview of this rapidly evolving field and distils key insights, challenges and future options by exploring the question, how can we support people in the Sahel and Horn to re-establish their responsibility for their respective territories and the management of their natural resources? The paper addresses this question by exploring the implications of recent climate change and livelihoods research on how we approach fragility and, by extension, stabilisation. On the basis of such research, the Working Paper advocates a move away from a sector-based understanding of fragility towards a way of working that is more in line with contextual realities, alongside the ‘comprehensive approach’ to stabilisation that Denmark promotes. The key message is that, programmatically, Danish stabilisation efforts across both regions could benefit from a more explicit focus on supporting the variability that dominant livelihood strategies require and that need to be considered if sustainable security and development outcomes are to be achieved. Failing to do this will only serve to marginalise key communities and may drive them further into the arms of radical groups.

9. Cyber Conscription: Experience and Best Practice from Selected Countries

Abstract:
Cyber conscription is quite a new phenomenon and there is no common definition of the term. Cyber conscripts may carry out a range of functions including technical cybersecurity and cyber defence, as well as IT support, programming and development. They may also serve in more traditional branches such as communications/signals, intelligence, and even social media. This report aims to identify best practices in the use of conscripts and reservists with information and communications technology (ICT)-related education and/or experience, bearing in mind the limited time that they serve. It examines the selection, training and employment of cyber conscripts and reservists in six countries: Denmark, Estonia, Finland, Norway, Sweden and Switzerland. In the countries analysed, the number of volunteers applying for cyber conscription exceeds the military’s needs—there is no immediate need to increase the attractiveness of this type of service. This may change, however, since several nations plan to increase the annual requirement for cyber conscripts. Interviews conducted for this report found that cyber conscripts receive basic military training that mostly follows a uniform pattern common to all conscripts. Only after completing basic military training are cyber conscripts given more specific training, including on cyberspace operations. Several of the armed forces of the countries studied cooperate with universities and have either developed or are planning to launch partnerships with the private sector. Some also provide cyber conscripts with training that gives them a specialist certificate or university credit points. Our report makes recommendations for military authorities that should benefit the armed forces and the individual conscripts, as well as academia and the private sector.

10. Confronting China on sensitive issues

Abstract:
In the past few years, we have witnessed a resurgence of liberal human rights issues and other sensitive political questions in bilateral relations between Denmark and China. This has triggered a series of confrontations over, among other things, a satirical cartoon in Jyllands-Posten, Chinese sanctions against the Copenhagen-based Alliance of Democracies and the installation of a ‘pillar of shame’ sculpture in front of Christiansborg (housing the Danish Parliament) in solidarity with the pro-democracy protesters in Hong Kong. Meanwhile, bilateral relations have taken a sharp downward turn, threatening the very existence of the Comprehensive Strategic Partnership launched by Denmark and China in 2008. While Danish governments are mandated by Folketinget (Parliament) to raise human rights concerns with Beijing, for many years Copenhagen preferred to do so in a relatively discreet manner, on the margins of bilateral meetings or together with a coalition of states in multilateral fora such as the UNHRC. Since 2019, however, human rights and other sensitive issues have come to dominate the bilateral agenda, reflecting a broader Western development as China has come to be widely seen as ‘a systemic rival’ to liberal democracy.
