11. Climate resilience and Cook Islands' relationship of Free Association with Aotearoa / New Zealand

Abstract:
On 1 January 2020, the Cook Islands was removed from the OECD Development Assistance Committee’s List of Official Development Assistance (ODA) Recipients. Having been assessed as a “high-income status country”, this re-classification rendered the Cook Islands ineligible for OECD development assistance. It was unfortunate timing. The Covid-19 pandemic hit a few months later and caused a significant contraction in the tourism sector on which the Cook Islands is economically dependent. The result was, by the government’s own description, a “severe recession” with a total contraction of -21.6% of GDP in 2020/ 2021. Thus, only months after being recognized as having a sufficiently high income as to no longer warrant OECD development-assistance, the Cook Islands lost nearly a quarter of its GDP. This was especially significant for a country that is particularly susceptible to climate change and weather-related hazards. The Cook Islands is made up of 15 coral atolls and volcanic islands. Over 90% of the residents of the 12 inhabited islands live within one kilometer of a coastline. In addition, its already modest population of just under 15,000 people is rapidly decreasing (down from approximately 17,500 in 2016), undermining social and economic resilience to shocks. Despite notable economic growth in the years preceding Covid-19, greater infrastructure and other investment remains essential to brace the country for future climate-related changes. A question thus arises as to the benefits of Free Association in circumstances where the former colony faces crises.

12. The European Political Community: Putting politics first?

Abstract:
The European Political Community (EPC) was launched in Prague on October 6th of 2022 in the presence of 44 European heads of state and government, including all 27 Member States of the EU, as well as governments of neighbouring European countries, most notably the United Kingdom, Ukraine and Turkey. The initiative came in the wake of Russia’s invasion of Ukraine and its stated aims was to address the shortcomings of the European institutional architecture. While the project is a direct emanation of the French government, its objectives, perspectives and potential as an intergovernmental forum for political and strategic discussions about the future of Europe remain unexplored. The gathering has already planned three future summits (in Chișinău, Moldova; Granada, Spain and the United Kingdom) but it is as yet unclear if and how the new format can contribute to the wider European security architecture in light of the war, ongoing NATO enlargement to Finland and Sweden and the EU’s opt-out referendum in Denmark. This brief aims to spell out three questions surrounding the evolution of the EPC across three key dimensions that concerns its possible institutional, policy and power-related contribution to the wider European constellation.

Abstract:
Experiences of implementing the women, peace and security (WPS) agenda in African countries indicate a need to focus on engaging civil society and grassroots actors as well as developing adequate reporting systems. Denmark’s candidacy for the non-permanent seat at the United Nations Security Council (UNSC) in 2025-26 would benefit from a strong position on the implementation of the women, peace and security agenda both nationally and locally by all UN member states.

Abstract:
This DIIS Working Paper seeks to provide a basis for understanding aid management today internationally and in a Danish context. An evaluation of Danish aid management is underway and to help clarifying issues to address and to avoid, the paper discusses changes of international development co-operation in general and of Danish development policies in particular over the last 20 years. These contextual and policy changes constitute a decisive framework for the management of development co-operation. The paper also deals with recent international discussions of aid management as well as with pragmatic approaches sometimes employed in Danish development co-operation. While seeking to help identifying useful issues for the evaluation, the paper concludes that aid management often has to negotiate different and sometimes contradicting purposes. This makes the choice of criteria for assessing aid management very important, but also very difficult. Since the results of development co-operation in terms of poverty reduction, the promotion of human rights, the adaptation to climate change, etc. depend on how concrete development activities are managed, this discussion is important as criteria and indicators not only assess results, but also push activities in particular directions.

Abstract:
Since the hike in food prices in 2007-2008, national as well as international policy attention has been strongly focused on promoting foreign agricultural investments, e.g. in sub-Saharan Africa. While in some cases such a focus may be justified, policies which favour foreign investments may work to the detriment of locally-owned family farms which represent a strong – and in many cases stronger – source of rural employment generation than foreign agricultural investments.

Abstract:
Climate change, illegal fishing, and environmental damage all contribute to the lack of security that coastal populations in the Gulf of Guinea suffer from. To Denmark, as well as several other European countries, the Gulf of Guinea remains an important region for commercial shipping. To enhance responses to piracy and crime at sea it is necessary to take a holistic approach which also considers the lack of opportunities for making a legal and sustainable living in the region.

Abstract:
Spending elasticities measure the reaction of different government spending components to the business cycle. They are important inputs for fiscal forecasts, and they are particularly relevant in the context of European Union (EU) fiscal rules, as elasticity estimates enter the estimation of fiscal space. This paper analyses the sensitivity of the estimation method used by the Organisation for Economic Co-operation and Development (OECD) and the European Commission to obtain government spending elasticities by focusing on 11 EU countries in the 1995-2020 period. Our results suggest that spending elasticities are sensitive to small variations in data and model specification. For most EU countries, we reject the assumption that only unemployment spending responds to cyclical variations. While unemployment spending is indeed a major driver of counter-cyclical social spending, other categories of social spending also show signs of responding to the business cycle.

Abstract:
Russia’s illegal war in Ukraine has had profound impact on European and transatlantic security organisations. NATO has taken steps to strengthen its own deterrence and defence posture but, recognising the risk that the war may become or be portrayed as a NATO-Russia conflict, has carefully avoided a direct institutional response. The EU Member States have, by contrast, acted collectively against Russia, notably in implementing robust EU-wide sanctions and in using EU instruments to finance the delivery of lethal weapons to Ukraine. Through these actions, the EU has gone some way towards strengthening its geopolitical posture as envisaged in its most recent strategy document, the Strategic Compass. In this short series of briefs, we examine some aspects of the EU’s response to Russia’s war in Ukraine. The final brief looks at Denmark’s decision to abandon its opt-out from the Common Security and Defence Policy which, while not as significant as Finland and Sweden’s decisions to join NATO, will bring greater strategic coherence to northern Europe.

19. The Business Case for the Sustainable Development Goals: An Empirical Analysis of 21 Danish Companies' Engagement with the SDGs

Abstract:
This paper explores why business engage with the SDG agenda, with a view to understanding the business case for the SDGs. Building on and extending the responsibility literature’s discussion of the business case for responsibility, the paper develops a conceptual framework for analyzing why business engage with the SDGs. This framework is employed to analyze why a sample of 21 Danish companies decided to engage with the SDG agenda. The analysis finds that most companies view the SDGs as a platform for achieving rather conventional business goals such as mitigating risk, saving costs, and differentiating products and services. However, in a few cases, companies use the SDGs as a lever for carving out uncontested positions in future markets. The paper concludes that companies overwhelmingly view the SDGs as a business opportunity rather than as a business responsibility, something that fundamentally may distinguish the SDG agenda from previous responsibility agendas. The paper fills a gap in the extant literature on business responsibility by developing and validating a classification of the business case for the SDGs based on economic value drivers, and by deepening the empirical understanding of, what precisely this business case may be.

Abstract:
Since then, the organisation has developed its cooperation and included more member states and observer states, and it now constitutes an important forum in Central Asia where it is indeed relevant for the EU to elaborate its economic ties and collaboration. The Shanghai Cooperation Organisation has been described in Western media as a defence alliance, à la NATO, facing the West and the USA. However, it is not a defence alliance but rather a forum for cooperation that includes security policy issues.
