Abstract:
The Council on Foreign Relations (CFR) is an independent, nonpartisan membership organization, think tank, and publisher dedicated to being a resource for its members, government officials, business executives, journalists, educators and students, civic and religious leaders, and other interested citizens in order to help them better understand the world and the foreign policy choices facing the United States and other countries. Founded in 1921, CFR carries out its mission by maintaining a diverse membership, with special programs to promote interest and develop expertise in the next generation of foreign policy leaders; convening meetings at its headquarters in New York and in Washington, DC, and other cities where senior government officials, members of Congress, global leaders, and prominent thinkers come together with CFR members to discuss and debate major international issues; supporting a Studies Program that fosters independent research, enabling CFR scholars to produce articles, reports, and books and hold roundtables that analyze foreign policy issues and make concrete policy recommendations; publishing Foreign Affairs, the preeminent journal on international affairs and U.S. foreign policy; sponsoring Independent Task Forces that produce reports with both findings and policy prescriptions on the most important foreign policy topics; and providing up-to-date information and analysis about world events and American foreign policy on its website, CFR.org.

Abstract:
The surprising showing of Jean-Pierre Bemba in the 2006 presidential elections in the Democratic Republic of Congo (DRC) has its roots in the histories of both the candidate and his party in the conflict in the DRC. However, the space for opposition politics in the DRC is rapidly closing. With weak political institutions in place, the government increasingly relies on strong-handedness at home even as it is looking abroad for financing and infrastructure development. The violence in eastern DRC poses great challenges for the new government but also opportunities for external actors to support peacebuilding efforts by working multilaterally. Should President Joseph Kabila's progressive weakening continue and a leadership vacuum emerge, Bemba would be a strong candidate to fill it.

Now that the Democratic Republic of Congo has held a series of elections that mark the end of the long transition period, new institutions are being put in place at the national and provincial levels. The paper retraces the enduring legacy of mismanagement, corruption and human rights violations which was left by Mobutu Sese Seko's regime (1965-97) and was deepened during the following six years of conflict and three years of the transition period. This paper shows that a culture of impunity compounded by an inversion of moral values persists and will be among the many challenges confronting the leaders of the new regime.

25. Congo: Consolidating the Peace

Abstract:
Elections in the Democratic Republic of Congo were a milestone in the peace process but much remains to be done to consolidate the gains. A return to full-scale war is unlikely but violence in Bas-Congo and Kinshasa in early 2007 with over 400 people killed and renewed threats of war in the Kivus show the country's fragility. The new government's relations with the opposition have deteriorated sharply, raising the possibility of a drift to authoritarianism and urban unrest in the West, while militias continue to clash with the weak national army in the East, displacing hundreds of thousands of civilians each year, many of whom succumb to hunger and disease. The elected democratic institutions need to promote transparent and accountable governance, which should in turn stimulate continuous international support as opposed to gradual disengagement. A new partnership arrangement is urgently required between the government and the international community to push forward on deep governance reforms.

26. Northern Uganda Peace Process: The Need to Maintain Momentum

Peace talks between the Ugandan government and the insurgent Lord's Resistance Army (LRA) are moving in the right direction, but the core issues – justice, security and livelihoods – are still to be resolved and require difficult decisions, including on the fate of LRA leaders whom the International Criminal Court (ICC) has indicted. The 2 May 2007 agreement on comprehensive solutions to the conflict and the 29 June agreement on reconciliation and accountability revived momentum for the year-old talks in the southern Sudan town of Juba. Rebel elements in southern Sudan moved to the LRA's jungle hideout near Garamba National Park in Congo in May and June, thus expanding the peace process' major achievement: more security for millions of civilians in northern Uganda and southern Sudan. Yet both recent agreements are incomplete and devoid of specifics. Both parties' commitment to a deal remains questionable. The international community needs to help the mediators by creating more leverage to push the peace process forward, including by presenting the LRA with a credible back-up military threat.

Child soldiers and women are among the most vulnerable victims of Congo's war. Attending to their needs for reintegration, counseling, and medical attention are critical components for consolidating peace. The two groups face somewhat different problems. Whereas women often do not have sufficient resources to heal the social and physical wounds they have endured, child soldiers face greater difficulties in reintegrating with their families and communities.

28. Peace in Northern Uganda?

Abstract:
The peace talks in Juba between the Lord's Resistance Army (LRA) and the Ugandan government have made surprising progress, with a formal cessation of hostilities agreement signed on 26 August. Led by Dr Riek Machar, vice president of the Government of Southern Sudan (GoSS), they evolved rapidly over five months and now offer the best chance to end a twenty-year civil war that has ravaged the north of the country and spilled into Sudan and the Democratic Republic of Congo (DRC). The immediate test is whether the LRA will relocate its forces to the two designated assembly areas in southern Sudan. Initial reports are that small groups of LRA troops, with LRA Deputy Vincent Otti amongst them, have arrived at the assembly areas, raising expectations the talks have overcome their first big hurdle; but if the rest of the forces do not arrive, they may yet fall apart.

29. Escaping the Conflict Trap: Promoting Good Governance in the Congo?

The Democratic Republic of Congo's strides toward peace could prove short-lived if the government and donors do not increase efforts to create a transparent and accountable government. State institutions such as parliament, courts, the army and the civil service remain weak and corrupt. The national elections scheduled for 30 July 2006 risk creating a large class of disenfranchised politicians and former warlords tempted to take advantage of state weakness and launch new insurgencies. Donors must initiate new programs in support of good governance that include more funding to strengthen state institutions (in particular parliament and the various auditing bodies), as well as apply more political pressure to make sure reforms are implemented.

30. Beyond Victimhood: Women's Peacebuilding in Sudan, Congo and Uganda

Peacebuilding cannot succeed if half the population is excluded from the process. Crisis Group's research in Sudan, Congo (DRC) and Uganda suggests that peace agreements, post-conflict reconstruction, and governance do better when women are involved. Women make a difference, in part because they adopt a more inclusive approach toward security and address key social and economic issues that would otherwise be ignored. But in all three countries, as different as each is, they remain marginalised in formal processes and under-represented in the security sector as a whole. Governments and the international community must do much more to support women peace activists.
