1. The role of civil society in conflict resolution in the Democratic Republic of the Congo, 1998-2006

Abstract:
The second Congo war (1998-2003) was a very complex conflict that involved a vast array of actors, interests and issues. After a stalemate was reached on the battlefield with none of the warring parties able to achieve military victory, peace negotiations became the only viable option to end the war. Civil society organisations were directly involved in both the peace process and the subsequent transitional dispensation designed to resolve the conflict, providing some sort of popular legitimacy to these two processes clearly dominated by politico-military forces. The central argument of this article is that while civil society involvement in the peace and transitional processes was instrumental in resolving the conflict underpinning the second Congo war, it entrenched a legacy: the politicisation of the civil society movement as inaugurated in the early 1990s. Indeed, although ground-breaking, the direct involvement of civil society in the management of transitional institutions contributed to weakening its member organisations as many of their leaders were either directly recruited into existing political platforms or simply decided to establish their own political organisations and join active politics.

2. Who are the Killers of Beni?

Abstract:
Since October 2014, the region around the town of Beni in north eastern Democratic Republic of the Congo (DR Congo) has been the site of some of the worst massacres in the country’s recent history. Over five hundred people have been killed and tens of thousands have fled their homes. The UN mission and the Congolese government have publicly stated that the massacres are the work of Ugandan rebels from the Allied Democratic Forces (ADF). Research by the Congo Research Group (CRG) based on interviews conducted with over a hundred witnesses and local leaders indicates that the definition of the ADF needs to be revised. Rather than a foreign Islamist group driven by revenge, our research points to a group that has forged strong ties with local interest groups and militias over the course of twenty years of insurrection around Beni. Moreover, our preliminary findings indicate that responsibility does not lie with the ADF alone. In addition to commanders directly tied to the ADF, members of the Forces armées de la République démocratique du Congo (FARDC), the national army; former members of the Rassemblement congolais pour la démocratie—Kisangani/Mouvement de libération (RCD– K/ML); as well as members of communal militias have also been involved in attacks on the civilian population.

3. Congo: Ending the Status Quo

Abstract:
The November 2013 defeat of the M23 armed group raised the hope that, after almost two decades of conflict, fundamental change and stabilisation were possible in the Democratic Republic of Congo (DRC) and the region. This was the result of a rare convergence of interests between Kinshasa and major international and regional actors. However, the unity of vision and action that materialised in the February 2013 signing of the Peace, Security and Cooperation Framework (PSCF) agreement has now dissolved. It needs to be restored, if necessary through the UN Security Council (UNSC) convening a high-level meeting of DRC government, other key regional players and international actors to develop a shared and comprehensive strategy to deal with the armed groups still operating in eastern DRC. Failure to do so will prolong the tragic status quo of attacks and pillaging by armed groups against an already brutalised civilian population.

There is an increased recognition that land issues are a key driver and sustaining factor of conflict in eastern DRC. Scholars and practitioners have identified a number of critical land-related factors contributing to violence and conflict, including a huge diversity of land governance forms; the existence of overlapping legal frameworks and the weakness of the statutory land law; competition between indigenous and migrant communities; limited access to arable land in demographically dense areas; the weak performance of the administration and justice system in the reconciliation and arbitration of land disputes; growing stress on local resources caused by massive displacement; the expansion of artisanal and small-scale mining; and increased competition between elites for the control over land and the consequent land concentration.

The past year has seen massive displacement, increasing volatility and widespread suffering among communities in eastern Democratic Republic of Congo (DRC). International attention has focused on the emergence of the M23 rebel group in April 2012, which has resulted in a disintegration of state control and violence, with severe humanitarian consequences. However, this is not so much a new crisis as a dramatic new dimension to a protracted conflict that has trapped communities in a relentless cycle of chronic abuse and constant insecurity, corroding people's ability to lift themselves out of poverty.

6. Black Gold in the Congo: Threat to Stability or Development Opportunity?

Although it should provide development opportunities, renewed oil interest in the Democratic Republic of the Congo (DRC) represents a real threat to stability in a still vulnerable post-conflict country. Exploration has begun, but oil prospecting is nurturing old resentments among local communities and contributing to border tensions with neighbouring countries. If oil reserves are confirmed in the east, this would exacerbate deep-rooted conflict dynamics in the Kivus. An upsurge in fighting since the start of 2012, including the emergence of a new rebellion in North Kivu and the resumption of armed groups' territorial expansion, has further complicated stability in the east, which is the new focus for oil exploration. New oil reserves could also create new centres of power and question Katanga's (DRC's traditional economic hub) political influence. Preventive action is needed to turn a real threat to stability into a genuine development opportunity.

Abstract:
Post-conflict peacebuilding efforts have largely focused on policy prescriptions for peacebuilding rather than the leadership qualities required for success. This paper by contrast looks at the leadership dimension of peacebuilding based largely on the author's experiences over the last decade in four, conflict-ridden African states: Sierra Leone, Cote d'Ivoire, Liberia and the Democratic Republic of the Congo (DRC). It offers some insights into the role played by the national leaders of these four coun-tries in adapting and shaping the peacebuilding environment and draws some conclusions about the context and the personal qualities – and failings – that may contribute to success or failure in peacebuilding. The paper also considers leadership within the international community and makes some suggestions on what kind of international leadership can best help the peacebuilding process.

Les opérations nationales d'enregistrement des électeurs qui avaient débuté en avril 2011 ont pris fin le 17 juillet. Cet enregistrement, qui aboutit à une augmentation de l'ensemble du corps électoral de presque 6,3 millions de personnes (24,5 pour cent) par rapport aux élections de 2006, a pu avoir lieu dans les délais prescrits, y compris dans les régions troublées que sont les provinces des Ki- vus et le district de l'Ituri. Si les enrôlements se sont rela- tivement bien déroulés, cela tient surtout au fait que la carte d'électeur sert aussi de carte d'identité et qu'elle est aussi utile aux miliciens qu'aux citoyens ordinaires. Ni la société civile ni les partis politiques n'ont fondamentale- ment contesté les opérations d'enregistrement au niveau local mais cela n'est pas synonyme de satisfaction. Les surprenants résultats annoncés par la Commission Electo- rale Nationale Indépendante (CEN I), le déficit de dialogue et l'absence de vérification de leur bonne inscription par les électeurs alimentent une su spicion latente mais généra- lisée dans l'opposition et la société civile. Afin de renfor- cer la crédibilité du processus électoral, il convient d'amé- liorer sa transparence, de respecter scrupuleusement le code électoral et de mettre en place un dialogue formel entre la CENI, les partis politiques et la société civile.

9. 'We are entirely exploitable': The lack of protection for civilians in eastern DRC

Each year Oxfam undertakes a far-reaching survey of unheard, conflict-affected people in eastern Democratic Republic of Congo. Three-quarters of the 1,705 people polled in 2011 said that they felt their security had not improved since last year. In areas affected by the Lord's Resistance Army (LRA), this figure rose to 90 per cent, with communities telling Oxfam that they felt abandoned, isolated, and vulnerable. Communities everywhere painted a grim picture of continued abuse of power by militias, the Congolese army, and other government authorities, wearing away their livelihoods and ability to cope.

Abstract:
Mineral resources have played a crucial role in fuelling protracted armed conflict in the east of the Democratic Republic of the Congo (DRC). Resource revenues obtained by looting, illegal levies and more sophisticated entrepreneurial involvement help foreign rebels and Congolese militia to finance violence and to withstand military defeat and pressure to lay down arms. However, the regular armed forces are becoming equally involved in illegal exploitation of mineral extraction and trade. The thirst for resource revenues spurs rivalry between regular army units and undermines effective command and control.
