1. The Federal Republic of Germany in the Czech Foreign Policy

Abstract:
In 2017 the Czech-German relations were marked by the anniversaries of the Czech-German Declaration (1997) and the Treaty of Good Neighbourship and Friendly Cooperation (1992). Their dynamics in that year were under the considerable influence of the parliamentary elections in both the Czech Republic and Germany. This led to a decline in the development of their bilateral relations at the top political level, both before the elections due to their focusses on their respective domestic political agendas, and after the elections, owing to the demanding post-election negotiations. Nevertheless, their sectoral, practically-oriented co-operation continued intensively at a lower level. It was substantial especially in the areas of defence policy, science and research, and transport infrastructure. In the field of economic co-operation there was the ongoing, exceptionally favourable trend of the growing Czech-German foreign trade. However, the dependency of the Czech economy on the German economy had increased, and the income gap between their respective citizens had not become narrower. In the context of European policy, there was an undesirable rift between the Czech and German standpoints in regard to a number of points on the Union agenda. As regards the issues of the past, there was a continuing trend of normalising the mutual relations and a subsiding of the politicisation of these issues.

GDP fell by a larger than expected 1% on the quarter in 2012Q1 according to initial data released in mid-May. As a result, we now expect GDP will fall 1.1% in 2012. On the political side, the government has avoided a snap election by surviving a confidence vote on 27 April. However, it will find it harder to stick to its austerity plans as its majority was weakened by the vote. Under current policies, we now expect the fiscal deficit to rise to 3.6% of GDP in 2012 from 3.1% in 2011 due to the weakness of the economy.

3. Czech Point: A Mid-Term Evaluation of an On-Going Small State Presidency

Abstract:
The Czech EU Presidency has now reached its mid-term. It can be reasonably argued that the change of Presidency came at a challenging time for both the EU and the Czech Republic itself. The initial priorities of the Czech Presidency, the 'three Es', were ambitious to say the least, and the provisional results in implementing them are consequently modest at best. The internal disorder of the Czech administration has had a visible and rather negative impact on its competence to run a successful Presidency. The lack of a genuine consensus on various EU issues within the Czech political elite and the autonomy of President Klaus have resulted in problems in terms of satisfactorily driving forward the individual priorities and the Union as a whole. As calls for protectionism have increased in the light of the recession, it has become ever more difficult for the Czech Republic to take a leading position in the EU within the realm of the economic crisis and to find common grounds for all member states. The first European Council meeting under the Czech Presidency will be held on 19th and 20th March in Brussels. Another significant opportunity for the Czechs to exert an influence will be during the G20 Summit in early April.

Abstract:
The social exclusion of members of ethnic minorities is viewed as a serious political problem that carries the potential danger of escalating ethnic violence. Consequently, EU member countries are looking for tools to help to prevent that happening. We understand social integration as a multi-dimensional process involving the integration of the individual into the broader social structures (social groups) of a given society and culture. Current social integration NAPs appraise differences in the populations of EU member countries using socio-economic indicators (gross domestic product, rates of employment and unemployment, poverty etc.) but they usually miss the cultural dimension. As far as the Czech Republic is concerned, cultural policy is a matter for the Ministry of Culture whereas social inclusion matters fall within the competence of the Ministry of Labour and Social Affairs. This Ministry supports research into social integration including that of ethnic minorities, particularly, as far as this report is concerned, the Roma community. Other state institutions play a complementary role within the inclusion process. Every ministry has its own concepts and distributes financial resources to projects in respective areas. The aim of this report is to provide a description of the concepts and policies towards and the current situation of national minorities and the Roma and foreign communities as regards participation, education and mass media publicity. These relatively independent populations occupy different positions in society and, in some cases, have different legal status so that different policies are required to bring about their social inclusion. Cost effectiveness analysis was limited in our report to educational policies concerning the Roma only, an approach which was agreed at the workshop in Flensburg. The measurement of cost effectiveness in the areas of participation and media policy is extremely complex due to the multilevel influences of social processes. In addition, finding the relevant indicators for an evaluation of the success of various policies in designated areas is also not an easy task. The data available for the measurement of cost effectiveness is limited and insufficient. However, the data which was available on preparatory classes, education assistants and the support programme for higher education and university students showed that the approach adopted in these areas is generally effective. Moreover, education is a value in itself and any improvement in this area is, in today's modern knowledge society, generally desirable.

5. The Professionalisation of the Czech Armed Forces

Abstract:
Throughout modern history, the fate of the Czech nation has always been determined by politicians and not the armed forces. Czech soldiers have seldom fought for "their cause", i.e. one with which they are able to identify fully. The existence of Czechoslovakia's pre-war army, which was supposed to guarantee national sovereignty, was too short-lived, ending unimpressively when the political representation decided to demobilize prior to the country's occupation by the Nazis. The First Republic tradition was not sufficient to overcome widespread anti-military sentiments, which were personified by the infamous Czech literary character known as "Soldier Shweik" - whose origins lie in the Austro-Hungarian Empire. During the Communist era, most people were unable to identify with a fight against imperialism, that was designed by the Communist regime as the main reason for compulsory service in the military. The fact that the army stayed away from the public resistance to the 1968 occupation of Czechoslovakia by Warsaw Pact forces, only exacerbated the common perception that the military was no more than an obedient instrument of the Soviet Union's power politics. Even after the collapse of communism, doubts about the necessity to have an army persisted within Czech society. After November 1989, the armed forces drifted from the public.s and politician.s centre of attention for a short time. However, once it became apparent that the army would not intervene in the political transformation process; both the population and the new political representation shifted their focus towards political, economic, and also social issues.

Abstract:
There is no doubt that the security situation in Europe changed dramatically during the last decade. Whilst total war has disappeared from the inventory of security threats, regional wars with devastating consequences for affected countries, are still topical. With ethnic hostility, organised crime and the world-wide terrorism list of non-military threats has become much wider. A widening gap between rich Western countries and their poor neighbours in Eastern and South Eastern Europe represents another serious danger, as well as do uncontrollable corruption in politically and economically weak regimes, the inability of states to protect their borders efficiently against trafficking, smuggling, illegal immigration and weapons proliferation, including weapons of mass destruction. Information warfare which results in serious damage being caused by attacks on the information systems of developed countries represents another relatively new security threat. Expertise in security political decision-making has become very important, and thus in the future, a shortage of competent specialists in governmental and parliamentary structures could affect states' ability to anticipate threats and make an adequate decision.

8. Globalization and the Development of Welfare States in Post-Communist Europe

Abstract:
How has globalization influenced welfare state development in postcommunist Europe? We focus on the leading East-Central European accession states, Poland, the Czech Republic, and Hungary, and show that these states have experienced radically different welfare state developments since 1989 from their neighbors in the former Soviet Union. The first pa rt of the paper proposes that these divergent paths can be explained by a “Europe effect”. We argue that the effects of globalization have differed greatly, depending on a country's position in the international economy and geopolitical relations. We demonstrate that countries closer to the European Union have used welfare state programs to compensate citizens for the traumas of system transition and economic openness, while the welfare systems in the former Soviet states have collapsed to a far greater extent, in terms of spending and effectivness.

Abstract:
In 1995 USAID Launched the Environmental Action Program Support Project. EAPS grew out of a 1993 international conference held in Lucerne, Switzerland, to develop a joint environmental action program. The project sought to decrease environmental degradation in six central and eastern European countries that were making the transition from centrally controlled economies and authoritarian governments to open markets and more democratic institutions. The Czech Republic was the first USAID-assisted country where EAPS was implemented.
